About this file

This is Amendment #2 to an Invitation for Bid (IFB) issued by the South Carolina Department of Transportation (SCDOT) for BlueBeam Revu software licenses. The solicitation requests bids to convert 121 existing BlueBeam Revu licenses to Standard Edition Enterprise, purchase an additional 279 Standard Edition Enterprise licenses, procure 10 eXtreme Edition licenses, and provide three-year maintenance agreements for all licenses (originally specified as five years but revised to three years in this amendment). The question deadline was April 2, 2020, at 12:00 PM, with offer submission due by April 7, 2020, at 4:15 PM via online submission at www.procurement.sc.gov. Award was scheduled for April 9, 2020, with posting of results by April 17, 2020. The contract term is three years for maintenance coverage. One signed copy of the solicitation cover page must accompany each bid submission, and bidders must hold offers open for a minimum of 30 calendar days following the opening date.

The amendment addresses two primary issues: Bluebeam's limitation of maintenance agreements to three years maximum (rather than the five years originally solicited) and the requirement for SCDOT to pay delayed or prorated maintenance costs to convert existing licenses to Enterprise status, which vendors must include in their maintenance pricing. Bidders need not be located in South Carolina but must demonstrate the legal capacity to be bound by contract and meet the state's responsibility requirements. The solicitation accepts bids from various entity types including sole proprietorships, partnerships, corporations, and government entities. Mandatory preference questions address South Carolina resident vendor preference, South Carolina end-product preference, and United States end-product preference. All terms, conditions, bidding instructions, and specifications not modified by this amendment remain unchanged from the original IFB.

RESTATEMENT OF PART OR ALL OF AN EXISTING PROVISION OF THE SOLICITATION IN AN

ANSWER DOES NOT MODIFY THE ORIGINAL PROVISION EXCEPT AS FOLLOWS: UNDERLINED TEXT

IS ADDED TO THE ORIGINAL PROVISON. STRICKEN TEXT IS DELETED. [02-2A097-1]

1. “Five year Maintenance” Bluebeam limits the term of their maintenance agreements to 3 years. Any vendor or Bluebeam partner who quoted beyond 3 years would be speculating on the basis cost and may not be authorized to do so beyond the 3 years. We don’t expect a significant price increase, but I thought you should be aware. Knowing this, do you wish to revise the bid?

The maintenance period is revised to three years as shown below and is changed in the bidding schedule as shown on pages 3 & 4 of this amendment.

I. SCOPE OF SOLICITATION

The South Carolina Department of Transportation is soliciting bids to convert its existing 121 BlueBeam Revu licenses to Standard Edition Enterprise, purchase an additional 279 BlueBeam Revu Standard Edition Enterprise licenses, the maintenance for the 400 licenses for five three years, 10 BlueBeam eXtreme Edition licenses, and the maintenance for five three years on the eXtreme licenses. No other products will be accepted.

III. SCOPE OF WORK/SPECIFICATIONS

2. “Delayed Maintenance” I’ve received notice from Bluebeam that you did not renew the maintenance on your current licenses which was January 11th 2020. In order to turn this into an Enterprise license, you would need to pay a prorated or “delayed maintenance” in addition to adding the Enterprise upgrade. I can fold these costs into one line item, but again, I wanted you and your team to be aware of this.

Please fold these costs into the line item for maintenance. Line 3 of the bidding schedule has been revised to include similar language.

3. [Redacted] is an unincorporated division of [redacted]. Does this disqualify us from bidding?

The company that bids must have the ability in all respects to be bound by the contract. They also must be able to demonstrate they can meet the state’s requirements for responsibility, see Section V – Qualifications of the solicitation.

4. In addition, [redacted] does not have an office in South Carolina, however our sister company, [redacted], has an office at [redacted], South Carolina. Is it acceptable if we bid through this sister company?

You do not need to be a vendor located within the state of South Carolina, however the same requirements of responsibility apply no matter who submits or how they are related.
