About this file

This document is Amendment 2 to an Invitation for Bid (IFB) issued by the South Carolina Department of Health & Environmental Control (DHEC) for PFAS Surface Water Sampling services. The solicitation number is 5400025981, and the procurement officer is Travis Shealy (shealytv@dhec.sc.gov). The amendment modifies key submission deadlines and award dates: the opening date/time has been changed from October 31, 2023 at 2:30 PM EST to November 7, 2023 at 2:30 PM ET, and the award posting date has been pushed from November 7, 2023 to November 14, 2023. Bidders must submit offers online through the South Carolina procurement portal at http://www.procurement.sc.gov, with only one copy required. No pre-bid conference or site visit is scheduled. Offerors must acknowledge receipt of this amendment by identifying it on page two of their bid submission or by indicating receipt through their bid submission. Questions from potential bidders must be received by the submission deadline, and offers must remain open for a minimum of thirty calendar days after the opening date.

The amendment clarifies two key specifications from vendor questions: the previous 2022-2023 PFAS testing contract was held by GEL Laboratories, LLC at a rate of $175.00 per test for the PFAS suite in surface water samples, and the required 30-day turnaround time for testing results is expressed in calendar days rather than business days. All offers must be submitted with a signed cover page affirming acceptance of the solicitation terms and conditions without qualification or modification. Bidders must register as a South Carolina vendor and may claim applicable in-state preferences if they maintain an in-state office. Hard copy submissions are permitted as an alternative to online bidding and must be delivered to the DHEC Division of Procurement Services at 301 Gervais Street, 4th Floor, Columbia, SC 29201.
