Vendor Questions
1. QUESTION:
Per Section III, Scope of Work/Specifications, Item 3.2.2, we understand that EPA Method 1633 Rev 4 is required for this solicitation. We currently offer EPA Method 1633 Rev 1 for which we have DoD accreditation and NELAC certification. We are updating our SOP to comply with EPA 1633 Rev 4 and expect to submit our certification package to the applicable accreditation bodies by the end of 2023. Will SC DHEC accept a proposal from us for this program based on this information?
State’s Response: DHEC will consider the proposal under the condition that the laboratory must still be able to meet the quality control criteria in Tables 5 and 6 of EPA 1633 Revision 4. Documentation of your ability to meet those quality control criteria should be submitted with your proposal.
2. QUESTION:
Section III, Scope of Work/Specifications, Item 3.7.1 states that ‘the contract laboratory will also supply PFAS-free deionized water for preparation of field blanks and to rinse field sampling equipment…”. It is standard practice to provide
PFAS free water for field blanks, but we typically charge for equipment rinse water. Is it acceptable if we include this charge in our proposal as a note?

3. QUESTION:
Can you provide instructions on how to enter pricing in the portal?

4. QUESTION:
Am I suppose to enter in to the details section in the portal, and do I need to respond to Delivery and Payment sections?

5. QUESTION:
Will we have the opportunity to discuss/negotiate contract terms or clarifications prior to contract award? For example, we generally prefer to have a limit on liability.
