About this file
Amendment 2 is part of an Invitation for Bid (IFB) issued by the South Carolina Department of Transportation (SCDOT) for a Diagnostic Laptop Scan Tool Solicitation. The solicitation seeks four laptop scan tool diagnostic systems for transportation and equipment maintenance, with specific technical requirements including 12"-14" displays, 2160x1440 resolution, and comprehensive diagnostic capabilities for light, medium, and heavy-duty trucks and off-highway equipment. The solicitation number is 5400028013, with bid offers due by April 7, 2025, at 2:30 PM, and an anticipated contract award date of May 1, 2025. The contract will have an initial one-year term, with delivery required within 30 days of order receipt to 3018 East Palmetto St. in Florence, SC 29506.
The amendment includes a series of questions and answers that provide additional context about SCDOT's diagnostic needs, confirming requirements for gas and diesel vehicle coverage across Ford, Chevrolet, and Dodge models, and compatibility with various engine types including DD12 Mack, Navistar, and Cummins. The document reveals that SCDOT is not seeking additional diagnostic solutions or ECU reprogramming capabilities at this time, and does not favor specific equipment brands, instead basing selections on contract requirements. The procurement will be awarded to the lowest responsive and responsible bidder based on total extended price, including freight, with a focus on comprehensive diagnostic capabilities for the department's diverse fleet of vehicles and equipment.
