AMENDMENTS TO SOLICITATION (JAN 2004) (modified): (a) The Solicitation may be amended at any time prior to opening. All actual and prospective Offerors should monitor the following web site for the issuance of Amendments: www.procurement.sc.gov(b) Offerors shall acknowledge receipt of any amendment to this solicitation by identifying the amendment number and date in the space provided for this purpose on Page Two and returning with solicitation response (c) If this solicitation is amended, then all terms and conditions which are not modified remain unchanged.

The solicitation is amended as provided herein. Information or changes resulting from questions will be shown in a question-and-answer format. All questions received have been reprinted below. The “state’s response” should be read without reference to the questions. The questions are included solely to provide a cross-reference to the potential Offeror that submitted the question. Questions do not form a part of the contract; the “state’s response” does.

Answer to vendor questions:

1. Is a USB submission required? If DSHR does not receive a USB submission, will the respondent be penalized? The USB is simply a backup plan in the rare event there is an issue with the official online submission. It is requested for the vendor’s own benefit, but if a USB is not submitted there is no penalty.

1. Does DSHR allow a redacted and unredacted copy? There MUST be a redacted and an underacted copy.

1. Can DSHR offer greater clarity regarding whether it is looking to redesign the Recruitment and Retention Bonus system? Currently, state agencies are allowed to give bonuses to employees earning less than $100,000. The maximum amount of bonus(es) an employee can receive a year is $3,000. If an agency can demonstrate, through established criteria, recruitment and retention challenges with certain critical positions that directly impact the health, safety and welfare of SC citizens (e.g. law enforcement officers), agencies may be eligible to provide bonuses for those individuals up to $10,000/year. DSHR will be seeking input on whether this current structure aligns and supports the compensation philosophy and structure developed for the state and, if not, what reforms to it are recommended.

1. Can DSHR offer greater clarity regarding whether the Education sessions are a required section of the scope? Are these sessions required? If so, how many? Education sessions will be necessary to ensure state HR staff understand and can implement the classification and compensation changes. Statewide education of agency HR leadership will be conducted by DSHR, but the curriculum and content developed in consultation with the selected vendor.

1. Is the respondent expected to complete all of the recommendations in Kenning Consulting’s report? Yes.

1. Can the respondent respond with hourly rates for additional services? For example, can the respondent break out select Kenning Consulting recommendations that are not core to the scope of work and price them based on hourly rates and/or an estimated fee? Rates and fees for additional work performed outside the scope of this RFP will be determined on a case-by-case basis.

All other terms, condition, bidding instruction, and specifications remain unchanged. If there are any question or if any confusion or uncertainty arises as a result of this amendment, it is the sole responsibility of the Offeror to contact the procurement officer for clarification. Contact information can be found in the top right-hand corner of the cover page of this amendment reference the “Duty to Inquire” in the original Request for Proposal (RFP).
