About this file
This is Amendment 2 to a Request for Proposal issued by the State of South Carolina's Department of Employment and Workforce, through the SFAA Division of Procurement Services, for a Learning Management System. The solicitation (number 5400025569) was issued on November 29, 2023, with a pre-proposal conference scheduled for October 3, 2023, at 10:00 AM via Microsoft Teams. Offerors must submit questions by October 3, 2023, at 5:00 PM and must submit offers online by December 15, 2023, at 11:00 AM. All submissions require one online submission, one technical proposal, one business proposal, and one redacted technical and business proposal. The award is scheduled to be posted on February 13, 2024. Offerors must hold their offers open for a minimum of 120 calendar days after the opening date.
The amendment addresses contractor staffing location preferences, clarifying that the State prefers contractors' employees to be based in the United States, though no specific location requirement is mandated. No part of the resulting contract may be performed offshore of the United States. Offerors claiming in-state vendor or resident contractor preferences must provide an in-state office address and comply with South Carolina Code Section 11-35-1524 requirements. Interested vendors should monitor www.procurement.sc.gov for solicitation updates and submit offers through that portal. The procurement officer is Ashley Kennedy-Shell, reachable at 803-737-9931 or akshell@mmo.sc.gov.
