About this file
This is Amendment 2 to a reverse auction solicitation issued by the South Carolina Department of Corrections Purchasing Branch for the procurement of drug testing supplies. The solicitation seeks a qualified vendor to supply 9-panel immunoassay test cups (iCups) and single-panel dip stick tests for drug detection. Line 1 requires 15,000 units of 9-panel iCups capable of detecting THC, methamphetamine, amphetamine, oxycodone, benzodiazepine, cocaine, opiate, suboxone, and alcohol at SAMHSA-established cutoff levels. Lines 2-4 require dip sticks for oxycodone (4,000 units at 100 ng/mL), benzodiazepine (3,000 units at 300 ng/mL), and suboxone/buprenorphine (4,000 units at 10 ng/mL). All products must be non-instrument based, portable, require no timer or pipetting, deliver results within 5 minutes with 30-minute stability for iCups and 30-minute stability for dip sticks, maintain 18-24 months shelf life, and include free toxicology expert support and training materials. The amended submission deadline is June 10, 2021 at 10:00 AM, with the reverse auction scheduled for June 24, 2021 at 11:00 AM and award posting on July 1, 2021. The initial contract term is one year with four optional one-year renewal periods. Vendors must submit one sample of each product with product specification documentation, descriptive literature, and a completed bidding schedule indicating brand and manufacturer item numbers prior to the opening date. No pricing is submitted with the qualification bid; all pricing is submitted during the reverse auction via the eBridge online platform. The awarded vendor must pay a 3 percent transaction fee to eBridge based on the final awarded price, and pricing must be FOB Destination including all shipping and freight charges. Deliveries are anticipated quarterly to a single location, with an 18-24 month shelf-life requirement and a 30-day delivery standard, subject to late delivery penalties ranging from 5 percent per increment if delivery is delayed 1-15 days.

SCDC Answer: The Contract will start 7 business days after the Intent to Award is posted.
Vendor’s Question: Please verify that you want Vendor Qualifications submitted via physical bid (i.e. mail/FedEx).
SCDC Answer: The Bid to determine Vendor Qualification must be submitted via mail (fedex/ups/USPS/etc.).
Vendor’s Question: How many copies of the Vendor Qualifications must be submitted? Just one single signed copy?
SCDC Answer: Just one signed copy must be submitted.
Vendor’s Question: We would like to make sure we provide all required information for the Vendor Qualification submission. Please verify that all that is required for this submission is Cover Page and Page Two, descriptive literature regarding our products, and evidence of insurance. Do we also need to submit the Bidding Schedule (pages 25-28) to indicate brand and item number of what we will be bidding? If there are exceptions to the product specifications, should we include these also?
SCDC Answer: The First two pages and Bidding Schedule (to indicate brand/item # for dip sticks). Items quoted should meet all Specifications listed in Bid. If the item does not meet all specifications listed then the item will be deemed non-responsive.
Vendor’s Question: Please verify that the State does want descriptive literature submitted with the Vendor Qualifications.
SCDC Answer: Yes, vendors must supply descriptive literature with their Bid (Vendor Qualification) submitted.
Vendor’s Question: Please verify that no samples are required to be sent with the Vendor Qualifications at this time.
SCDC Answer: Yes, samples are required to be sent with the Bid (Vendor Qualification) submitted.
Vendor’s Question: Page 17 section IV mentions insurance but we didn't see any specific terms; are there any insurance requirements for this bid? Should vendors submit an evidence of insurance document for the Qualifications statement, or is this not applicable?
SCDC Answer: Proof of insurance does not need to be submitted. If needed we will request it.
Vendor’s Question: Will bidders be disqualified if they make any requested changes to the Terms & Conditions? If bidders are allowed to request changes, should this be submitted with their Qualification, or is this negotiable upon award?
SCDC Answer: Any requests to change Terms & Conditions must be submitted before the bid (Qualification) opens. If Terms & Conditions are changed in a bid that were not approved by SCDC beforehand, the bid will be deemed non-responsive.
Vendor’s Question: Our dip device product inserts indicate that results are stable for up to 1 hour after test initiation; they are not stable for 3 hours as posed in requirement h on page 15. Please verify that a 1-hour result stability is acceptable for the dip devices.
SCDC Answer: This was addressed in Amendment 1 stating a 30-minute result stability.
Vendor’s Question: Typical shelf-life requirements for government agencies are 12 months minimum; 18-24 month shelf-life may not be possible unless the DOC is willing to place an order up to 3 months in advance or plan out delivery schedules closely aligning with order dates. Would the DOC accept 12 months minimum shelf life? Or will the DOC agree to plan out deliveries with this kind of lead time so vendors will be able to stock product appropriately to meet delivery timelines with the longer shelf-life?
SCDC Answer: This has been our requirement for over 10-years and have never had an issue with receiving tests under the minimum 18 month shelf-life.
Vendor’s Question: Approximately how many deliveries does the DOC anticipate across a year and to how many individual shipping locations?
SCDC Answer: Normally an order is placed once a quarter and are shipped to one (1) location only.
Vendor’s Question: Will deliveries be ordered in the same (or approximately the same) amounts on a recurring basis (which could help with planning 18-24 month shelf-life and 30-day delivery)? Or are orders expected to be unpredictable in volume and timing based on immediate needs?
SCDC Answer: Yes, deliveries will be ordered in approximately the same amounts quarterly.
Vendor’s Question: For the dip devices, please verify that the quote will be inclusive of only the dip device and not additionally for any supplies such as bottles or beakers.
SCDC Answer: No additional supplies will be covered under this contract.

(e) Unbalanced Bidding. The State may reject an Offer as nonresponsive if the prices bid are materially unbalanced between line items or subline items. A bid is materially unbalanced when it is based on prices significantly less than cost for some work and prices which are significantly overstated in relation to cost for other work, and if there is a reasonable doubt that the bid will result in the lowest overall cost to the State even though it may be the low evaluated bid, or if it is so unbalanced as to be tantamount to allowing an advance payment.
(f) Do not submit bid samples or descriptive literature unless expressly requested. Unsolicited bid samples or descriptive literature will not be examined or tested, will not be used to determine responsiveness, and will not be deemed to vary any of the provisions of the solicitation.
