About this file

This is Amendment 1 to a solicitation issued by the South Carolina Department of Parks, Recreation & Tourism (SCPRT) for social media archiving services. The solicitation seeks a vendor solution capable of capturing, archiving, and managing social media content across multiple platforms including Facebook, Threads, Pinterest, and The Knot. The solution must support retroactive collection and archiving of content dating back to the establishment of each platform account, with comprehensive reporting capabilities at both aggregate and granular levels. Offers must be submitted online by August 27, 2026, at 2:00 PM, with questions due by August 24, 2026, at 12:00 PM. Award notification is scheduled for September 1, 2026. No pre-bid conference or site visit is required. Offerors must acknowledge receipt of this amendment and agree to hold their offer open for a minimum of thirty calendar days after the opening date.

The amendment addresses clarification questions submitted by prospective vendors regarding mandatory platform support, retroactive content capture requirements, reporting scope, and governance capabilities. SCPRT confirmed that all currently used platforms must be supported through a single platform or dashboard, and the vendor cannot propose alternative methods or commit to future platform support as a substitute for current coverage. SCPRT indicated interest in solutions providing active governance and compliance controls over official social media accounts in addition to archiving and records-retention functionality. The department currently uses Civic Plus for some scheduling capabilities alongside other scheduling tools. The solicitation requires submission of a signed cover page and identification of the offeror's entity type, state vendor number, and state of incorporation.

Questions From Offeror

Clarification Question: Would SCPRT consider a vendor whose solution meets the other functional, records-management, capture, retention, search, and reporting requirements of the RFP but does not currently support capture of Threads, Pinterest, and/or The Knot?

If support for these platforms is mandatory, would SCPRT consider alternative methods of capturing or importing records from these platforms, or a commitment to support additional platforms during the contract term?

State’s response: No. We need all of the platforms we are currently using covered in one platform/dashboard.

Commitments are only relevant to new platforms we consider using

Clarification Question: Is SCPRT requiring the selected vendor to retroactively capture, ingest, and/or reconstruct social media content that was created prior to implementation of the vendor's solution? Or is the SCPRT looking for comprehensive reporting capabilities in an ongoing fashion. Is SCPRT looking for a single report that highlights all annual activity across all social media accounts? Or a swould of more granular reports?

State’s response: Vendor must be able to retroactively collect and archive content from the initiation of each platform use... I.e. Facebook content from the brand's establishment on that platform in June of 2009. Reporting question would be both/and.

Clarification Question: Does SCPRT currently utilize, or is SCPRT considering the use of, a centralized Social

Media Management platform to manage, approve, schedule, and distribute content across its various social media accounts and channels?

State’s response: We use some platforms for scheduling mechanisms, and for others we use a scheduler. We are using Civic Plus.

Clarification Question: In addition to capturing social media communications for public-records and records-retention purposes, would SCPRT be interested in capabilities that provide active governance and compliance controls over its official social media accounts?

State’s response: Yes. SCPRT would be interested in learning about capabilities that provide active governance and compliance controls over its official social media accounts, in addition to social media archiving for public records and retention purposes. Any such capabilities would be considered in relation to requirements and scope of solicitation.
