About this file
This is an Amendment 1 document related to a South Carolina Department of Social Services (DSS) contract opportunity for Personal Care Attendants (PCAs) and Certified Nursing Assistants (CNAs) providing services to children in DSS care. The amendment modifies the original contract terms and conditions governing the provision of in-home personal care and nursing assistant services for vulnerable children under state custody or supervision. The document establishes the framework for qualified healthcare personnel to deliver essential daily living assistance, medical support, and supervision to eligible children within their home environments or designated care settings.
The amendment addresses modifications to contract provisions, payment structures, service delivery requirements, or operational procedures from the original solicitation. Key amendments likely include updates to reimbursement rates, staffing qualifications, service scope definitions, reporting requirements, or compliance standards for PCAs and CNAs serving the DSS population. The document serves as the authoritative update to the base contract and supersedes conflicting provisions in the original agreement, ensuring all service providers operating under this contract opportunity adhere to the revised terms and conditions established by South Carolina DSS.

QUESTIONS FROM OFFERORS - AMENDMENT (JUN 2017)
THE SOLICITATION IS AMENDED AS PROVIDED HEREIN. INFORMATION OR CHANGES RESULTING FROM QUESTIONS WILL BE SHOWN IN A QUESTION-AND-ANSWER FORMAT. ALL QUESTIONS RECEIVED HAVE BEEN REPRINTED BELOW. THE “STATE’S RESPONSE” SHOULD BE READ WITHOUT REFERENCE TO THE QUESTIONS. THE QUESTIONS ARE INCLUDED SOLELY TO PROVIDE A CROSS-REFERENCE TO THE POTENTIAL OFFEROR THAT SUBMITTED THE QUESTION. QUESTIONS DO NOT FORM A PART OF THE CONTRACT; THE “STATE’S RESPONSE” DOES. ANY RESTATEMENT OF PART OR ALL OF AN EXISTING PROVISION OF THE SOLICITATION IN AN ANSWER DOES NOT MODIFY THE ORIGINAL PROVISION EXCEPT AS FOLLOWS: UNDERLINED TEXT IS ADDED TO THE ORIGINAL PROVISON. STRICKEN TEXT IS DELETED. [02-2A097-1]
The following questions were received pursuant to the date and time specified on the cover page of the solicitation:
Q1. Is this a new initiative?
State’s Response: Yes, this is the first time a solicitation has been issued for these services for Child Welfare. However, the current need for these services is being met by emergency contracts.
Q2. Please provide the names of current vendor(s) providing these services.
State’s Response: The agency has emergency contracts for Child Welfare with the following: Divine Healing, Open Hearts, Quality Home Care, and Integrity Home Care.
Q3. Can you please let us know the previous spending of this contract?
State’s Response: The Approximate spend is $3,200,000 through the 4 emergency contracts.
Q4. Please confirm if we can get the proposals or pricing of the incumbent(s).
State’s Response: We are not releasing that information at this time.
Q5. Are there any pain points or issues with the current vendor(s)?
State’s Response: We do not have any issues with our current vendors.
Q6. Please confirm the anticipated number of awards.
State’s Response: Awards will be made to all responsive and responsible bidders.

Q7. I currently have an Emergency contract that is in place until 6/30/24 through the current PO.
(a) Will the Fixed Price contract automatically replace this Emergency Contract or start after the contract end date?
State’s Response: Yes, once this solicitation is awarded, all emergency contracts will cease, and the agency will use only the contractors on this fixed price bid.
I’m asking because based on my rates that I currently pay I will have to adjust drastically. I currently receive $40 per hour for all services.
Q8. In looking at all the requirements for employees? Are you saying, now we have to add on top of everything they all be FBI fingerprinted?
State’s Response: The Contractor must perform background checks and results must be “clear” to cover all persons prior to beginning any work associated with this contract that will be in direct contact with client or client data. Checks include national background check performed by a third-party vendor, a SLED CATCH check, state and national sex offender registry check, and a Central Registry check.
No person (employees, contractors, subcontractors, volunteers), shall perform work for DSS under this contract unless all required background checks are clear.
A breach of this term is a material breach and may result in termination of the contract for cause, in addition to all other legal and equitable remedies available to the state.
