About this file

This Amendment #1 document modifies a solicitation issued by the South Carolina Law Enforcement Division (SLED) for Ultra High Purity Helium. The solicitation requires offerors to submit bids online at http://www.procurement.sc.gov by May 22, 2024, at 3:00 PM. A pre-bid site visit is scheduled for May 7, 2024, at 10:00 AM at the SLED-Forensic Services Laboratory located at 4700 Broad River Road, Columbia, SC 29210. Questions from offerors must be received by May 8, 2024, at 10:00 AM. Award notification is scheduled for May 24, 2024. Offerors must hold their bids open for a minimum of thirty calendar days following the opening date. The amendment adds a Licenses and Permits clause requiring the contractor to obtain and maintain all necessary licenses, permits, inspections, and related fees required by the State, county, city, or other government entity to accomplish the work. Additionally, the amendment clarifies that a ground tube skid may be offered as an alternative to a trailer for the bulk storage container, provided it meets all other specified requirements.

The solicitation requires submission of one copy of the offer on the provided form, which must be signed by an authorized representative of the offeror. Offerors must acknowledge receipt of this amendment by indicating the amendment number and date on Page Two of the form or through other acceptable methods. Vendors claiming in-state preferences must provide their in-state office address and phone number and should carefully review Section 11-35-1524 of the South Carolina Code of Laws to ensure they qualify for claimed preferences. The procurement officer is James Jackson, reachable at 803-896-7004 or jjackson@sled.sc.gov. All solicitation documents, amendments, and award notifications will be posted at http://www.procurement.sc.gov.
