About this file

This is Amendment 1 to a Request for Quote (RFQ) issued by the South Carolina Department of Public Safety for OPS cargo boxes for the State Transport Police. The amendment announces a schedule change and provides clarification on product specifications. The original solicitation requested seventeen OPS CVED Durango cargo boxes, Model #12610-A00 or equal units, designed for 2011 and newer Dodge Durango vehicles with specifications including powder-coated black cabinet finishes, 1.5-inch cargo rails, key-locking main drawers with 200-pound slides, removable front boxes, a top drawer for gun storage, galvanized steel mounting brackets, and aluminum construction. The original opening date of August 14, 2026 at 10:00 a.m. EST has been moved to August 20, 2026 at 10:00 a.m. EST, and the award posting date has been moved from August 17, 2026 to August 21, 2026. Questions from offerors must be received by August 10, 2026 at 12:00 p.m. EST. Offerors must submit one online bid and hold their offers open for a minimum of thirty calendar days after the opening date.

In response to a vendor inquiry regarding the part number, the State clarified that Part #12610-A00 is assigned by the manufacturer OPS Public Safety/EZ Stack specifically for SCDPS and is not listed on their website; vendors quoting OPS products must contact the manufacturer directly using this part number. Pricing must be submitted as a fixed unit price per item including all delivery, handling, and shipping charges. Delivery is required within sixty days of receipt of a purchase order to SCDPS Patrol Supply at 1620 Shop Road, Columbia, South Carolina 29201. The State will award to the lowest responsible and responsive bidder. Vendors may claim South Carolina or United States end-product preferences and resident-vendor preferences if they maintain an in-state office meeting specific statutory requirements. All vendors must be registered with the State of South Carolina to submit offers. No pre-bid conference or site visit is scheduled.

PREFERENCES - A NOTICE TO VENDORS (SEP. 2009): On June 16, 2009, the South Carolina General Assembly rewrote the law governing preferences available to in-state vendors, vendors using in-state subcontractors, and vendors selling in-state or US end products. This law appears in Section 11-35-1524 of the South Carolina Code of Laws. A summary of the new preferences is available at www.procurement.sc.gov/preferences. ALL THE PREFERENCES MUST BE CLAIMED AND ARE APPLIED BY LINE ITEM, REGARDLESS OF WHETHER AWARD IS MADE BY

ITEM OR LOT. VENDORS ARE CAUTIONED TO CAREFULLY REVIEW THE STATUTE BEFORE

CLAIMING ANY PREFERENCES. THE REQUIREMENTS TO QUALIFY HAVE CHANGED. IF YOU

REQUEST A PREFERENCE, YOU ARE CERTIFYING THAT YOUR OFFER QUALIFIES FOR THE

PREFERENCE YOU'VE CLAIMED. IMPROPERLY REQUESTING A PREFERENCE CAN HAVE SERIOUS

CONSEQUENCES. [11-35-1524(E)(4)&(6)]

PREFERENCES - ADDRESS AND PHONE OF IN-STATE OFFICE: Please provide the address and phone number for your in-state office in the space provided below. An in-state office is necessary to claim either the Resident Vendor Preference (11-35-1524(C)(1)(i)&(ii)) or the Resident Contractor Preference (11-35-1524(C)(1)(iii)). Accordingly, you must provide this information to qualify for the preference. An in-state office is not required, but can be beneficial, if you are claiming the Resident Subcontractor Preference (11-35-1524(D)).

QUESTIONS FROM OFFERORS - AMENDMENT (MODIFIED)

THE SOLICITATION IS AMENDED AS PROVIDED HEREIN. INFORMATION OR CHANGES RESULTING FROM QUESTIONS WILL BE SHOWN IN A QUESTION-AND-ANSWER FORMAT. ALL QUESTIONS RECEIVED HAVE BEEN REPRINTED BELOW.

THE “STATE’S RESPONSE” SHOULD BE READ WITHOUT REFERENCE TO THE QUESTIONS. THE QUESTIONS ARE INCLUDED SOLELY TO PROVIDE A CROSS-REFERENCE TO THE POTENTIAL OFFEROR THAT SUBMITTED THE QUESTION.

QUESTIONS DO NOT FORM A PART OF THE CONTRACT; THE “STATE’S RESPONSE” DOES. ANY RESTATEMENT OF PART OR ALL OF AN EXISTING PROVISION OF THE SOLICITATION IN AN ANSWER DOES NOT MODIFY THE ORIGINAL

PROVISION.

The purpose of this Amendment is to move the Opening & Award Date and answer a vendor’s question.

OPENING DATE/TIME WAS: 08/14/2026 10:00 AM EST

NEW OPENING DATE/TIME: 08/20/2026 10:00 AM EST

AWARD POSTING DATE WAS: 08/17/2026

NEW AWARD POSTING DATE: 08/21/2026

VENDOR QUESTION: Could you please advise whether there is a specific part number associated with this request? I researched part #12610-A00 but was unable to find any matching results.

STATE’S RESPONSE: Please see “Attachment A – OPS #12610-A00 Spec Sheet” in the Request for Quote. The Spec Sheet that the manufacturer provided SCDPS lists Part #12610-A00 (on top right) and lists the items that make up this cargo box (on bottom left). Per the manufacturer (OPS Public Safety/EZ Stack) this is the part number they assigned the cargo box setup for SCDPS - it is not listed on their website. If a vendor decides to quote OPS they would need to reach out to the manufacturer directly and reference the part number provided.

ALL OTHER TERMS, CONDITIONS, BIDDING INSTRUCTIONS, AND SPECIFICATIONS REMAIN

UNCHANGED. IF THERE ARE ANY QUESTIONS OR IF ANY CONFUSION OR UNCERTAINTY ARISES AS A RESULT OF THIS AMENDMENT, IT IS THE SOLE RESPONSIBILITY OF THE OFFEROR TO CONTACT THE PROCUREMENT OFFICER FOR CLARIFICATION. CONTACT INFORMATION CAN BE FOUND IN THE TOP

RIGHT HAND CORNER OF THE COVER PAGE OF THIS AMENDMENT. REFERENCE THE “DUTY TO

INQUIRE” CLAUSE IN THE ORIGINAL INVITATION FOR BID.
