About this file

This is Amendment #1 to a Fixed Price Bid solicitation issued by the South Carolina Department of Probation, Parole and Pardon Service for inmate psychological evaluations. The solicitation seeks professional psychological evaluation services across three regions: Appalachian, Coastal, and Midlands. The estimated quantities include 60 inmate evaluations per region and 5 feedback sessions per region. A pre-bid conference was conducted via WebEx on October 1, 2020 at 10:00 AM. The original offer submission deadline of October 27, 2020 was extended to November 5, 2020 at 10:00 AM. Questions from offerors were due by October 5, 2020 at 10:00 AM. Award notification was scheduled for November 9, 2020, with all award information and amendments posted at www.procurement.sc.gov. Offerors were required to submit one online copy of their offer and acknowledge receipt of this amendment. Offers were to remain open for a minimum of 30 calendar days following the opening date.

The amended bidding schedule establishes a maximum unit price of $680.00 per psychological evaluation, increased from the original $550.00, which includes interview, evaluation, and related expenses such as travel and test materials. Each psychological evaluation must be performed by a licensed clinical psychologist and include a personal interview of at least 50 minutes in length; trainees may only observe and cannot actively participate. The 30-minute feedback sessions are capped at $200.00 per session and are provided only at the request of the contract monitor. Bidders may offer rates lower than the maximum price, and bids exceeding the maximum price will be deemed nonresponsive. The estimated quantities are subject to change, with actual volume of inmate evaluations potentially exceeding or falling short of the stated estimates. All evaluations must be conducted in accordance with the requirements specified in Section III—Scope of Work of the original solicitation.

I. Questions (Black) / Answers (Red)

1. Given that MUSC is an educational institution, are trainees, psychology post docs, allowed to participate in the evaluations under the direct supervision of our licensed clinical psychologists?

Trainees may observe but not actively participate in the evaluations. All psychological evaluations “MUST” be performed by a licensed clinical psychologist.

2. We would like to know if gathering of collateral information, feedback sessions, and potentially even the inmate interview itself could be done virtually.

All evaluations must be performed in accordance with the requirements listed in Section III – Scope of Work of the solicitation.

3. What weight is given to the final evaluation on the decision whether or not to release an inmate?

Parole is granted at the full discretion of the SC Board of Paroles and Pardons. Their decisions are autonomous and factors are not weighted.

4. What is the average time other psychologists have spent on these evaluations?

The overall evaluation time will vary from psychologist to psychologist and inmate to inmate. The solicitation however requires personal interviews with the inmate to be at least 50 minutes in length.

5. How was the maximum rate of $550 per evaluation determined for an in depth risk-assessment?

The maximum rate for Psychological Evaluations has been increased from $550 to $680. This increase has been reflected on the “Modified” Bidding Schedule included with this amendment.

II. Clarification/Changes

1. The Bidding Schedule has been updated to reflect adjusted rates for the services to be rendered. Offerors should use the “Modified” Bidding Schedule with their submittal.

2. The Due date has been extended from 10/27/2020 to 11/05/2020. This change have been made to the coverpage of this amendment.
