About this file

This is Amendment 1 to a Fixed Price Bid solicitation issued by the South Carolina Commission for the Blind for Summer Teen Program Pre-ETS Services. The solicitation requests services to support a summer teen program with an expected enrollment of approximately 20 students, with a maximum capacity of 36 participants. The SC Commission for the Blind will handle all student invitations and provide transportation for any approved off-campus activities. The program includes structured activities and curriculum that must be performed in the specified order as outlined in the solicitation, including a semi-formal meal with etiquette instruction during Week three. SCCB staff will be present at all on-site and off-site activities but will not assist with curriculum presentation. Offerors must submit sealed bids online at http://www.procurement.sc.gov by April 26, 2022, at 14:00:00. Questions must be received by April 20, 2022, at 14:00:00. Award is scheduled for April 28, 2022. No pre-bid conference or site visit is applicable to this solicitation. Offerors must submit one original copy of the bid and hold their offer open for a minimum of 90 calendar days after the opening date.

The amendment clarifies key operational requirements through questions and answers, including confirmation that activities cannot be combined and must follow the prescribed sequence, that off-campus field trips require pre-approval and must relate directly to the day's curriculum, and that SCCB will provide demographic information for invoicing purposes. Offerors must register as a South Carolina vendor and submit their Taxpayer Identification Number and state vendor number with their bid. The solicitation requires identification of the offeror's entity type, state of incorporation if applicable, and authorized signature from a person with binding authority on behalf of the organization. All amendments, the solicitation, and award information will be posted on the South Carolina procurement website at http://www.procurement.sc.gov.

ANY RESTATEMENT OF PART OR ALL OF AN EXISTING PROVISION OF THE SOLICITATION IN AN ANSWER DOES NOT MODIFY THE ORIGINAL PROVISION EXCEPT AS FOLLOWS: UNDERLINED TEXT IS ADDED TO THE ORIGINAL PROVISON. STRICKEN TEXT IS DELETED.

1. Question: How many students are projected to attend for budgeting purposes?

- State’s Response: No Change. SCCB expects around 20 students to attend the Summer Teen Program but maximum capacity is 36.

2. Question: Is SCCB completing all of the student invites?

- State’s Response: No Change. Yes, SCCB is handling all of the student invitations.

3. Question: Is it possible to combine some of the topics in the activities that are listed in the solicitation and can activities be performed in a different order than listed in the solicitation?

- State’s Response: No change. No, topics can not be combined. Keeping them separate allows one topic to build on the other and they all topics/activities are expected to be performed in the order the solicitation gives in Section III.

4. Question: Are Consumers allowed to be taken off campus for an activity and who will provide transportation?

- State’s Response: No Change. Consumers can be taken off campus for an activity, but any field trips will need to be pre-approved by SCCB. Any field trip shall be directly related to the topic/curriculum required for that day(s) activity. SCCB will provide transportation for any off-site activity.

5. Question: Will SCCB Chaperone any off-site activity?

- State’s Response: No Change: SCCB will have staff present for all activities, on site or off site, but SCCB Staff shall not be expected to help present the curriculum and/or activity.

6. Question: What will the meal be that is referenced in Week three (3) and how many courses will be set?

- State’s Response: No Change: SCCB has not finalized the menu for Week three (3), but it will be a semi-formal meal such as a meat and three (3) vegetable option. The vendor shall plan etiquette instruction that is associated with a semi-formal meal. For example: salad and bread plates, salad and dinner forks, knife placement, glassware placement, formal napkins, etc.

7. Questions: Will SCCB provide demographic information for invoicing purposes?
