About this file
This is Amendment 1 to a Fixed Price Bid solicitation issued by the South Carolina Department of Mental Health (SCDMH) for Hospital Inpatient Bed Days. The solicitation was issued on June 30, 2022, with a submission deadline of July 6, 2022, at 3:00 PM through the online procurement portal at www.procurement.sc.gov. Questions from offerors must be received by June 30, 2022, at 12:00 PM. No pre-bid conference or site visit is required. Award is scheduled to be posted on July 8, 2022. Offerors must submit one copy of their signed offer and agree to hold their offer open for a minimum of thirty calendar days after the opening date. The procurement officer is Sharling Thompson, reachable at 803-898-8481 or sharling.thompson@scdmh.org.
Amendment 1 clarifies three key requirements for submission: offerors must provide a minority business checklist, a certificate of liability insurance, and a signed copy of the SCDMH Business Associate agreement. The amendment also addresses a frequently asked question regarding transportation assistance for crisis-funded patients upon discharge; SCDMH will not assist with any transportation costs for patients returning to their home counties. Offerors must register for a South Carolina Vendor Number at www.procurement.sc.gov and may claim applicable in-state preferences if they meet the statutory requirements under South Carolina Code Section 11-35-1524, provided they have an in-state office and certify their eligibility for any preference claimed.

PREFERENCES - A NOTICE TO VENDORS (SEP. 2009): On June 16, 2009, the South Carolina General Assembly rewrote the law governing preferences available to in-state vendors, vendors using in-state subcontractors, and vendors selling in-state or US end products. This law appears in Section 11-35-1524 of the South Carolina Code of Laws. A summary of the new preferences is available at www.procurement.sc.gov/preferences. ALL THE PREFERENCES MUST BE CLAIMED AND ARE APPLIED BY LINE ITEM, REGARDLESS OF WHETHER AWARD IS MADE BY ITEM OR LOT. VENDORS ARE CAUTIONED TO CAREFULLY REVIEW THE STATUTE BEFORE CLAIMING ANY PREFERENCES. THE REQUIREMENTS TO QUALIFY HAVE CHANGED. IF YOU REQUEST A PREFERENCE, YOU ARE CERTIFYING THAT YOUR OFFER QUALIFIES FOR THE PREFERENCE YOU'VE CLAIMED. IMPROPERLY REQUESTING A PREFERENCE CAN HAVE SERIOUS CONSEQUENCES. [11-35-1524(E)(4) & (6)]
PREFERENCES - ADDRESS AND PHONE OF IN-STATE OFFICE: Please provide the address and phone number for your in-state office in the space provided below. Accordingly, you must provide this information to qualify for the preference.
