About this file
This is Amendment 1 to a Fixed Price Bid solicitation issued by the South Carolina Department of Mental Health (SCDMH) for Enhanced Community Residential Care Facilities (CRCF) Nursing Home Beds. The solicitation requests proposals for nursing home bed services to serve SCDMH patients. Offers must be submitted online at http://www.procurement.sc.gov by April 22, 2024, at 3:00 P.M. No pre-bid conference or site visit is required. Award will be posted on April 24, 2024. The amendment incorporates three questions and responses submitted by the April 8, 2024 question deadline, clarifying key operational parameters of the proposed services.
The pricing structure provides $40.00 per day per bed, with payments limited to six months from the date of admission. The SCDMH will not provide additional Medicaid reimbursement for room and board; nursing home staff must independently follow Social Security Administration procedures to become representative payees for patients' financial benefits. After the initial six-month incentive period, patients either transition to lower levels of care, return home, or continue as long-term care residents under standard nursing home protocols. If a patient is determined to be unsuitable within 30 days of admission, the patient may be returned to DMH; however, after six months, patients follow standard internal processes. SCDMH will provide psychiatrist support for behavioral management during the initial period, though medical decompensation after six months would require standard medical care rather than psychiatric intervention. Offerors must acknowledge receipt of this amendment and submit one original and one redacted copy of their offer.

AMENDMENTS TO SOLICITATION (JAN 2004)
The Solicitation may be amended at any time prior to opening. All actual and prospective Offerors should monitor the following web site for the issuance of Amendments: www.procurement.sc.gov (b) Offerors shall acknowledge receipt of any amendment to this solicitation (1) by signing and returning the amendment, (2) by identifying the amendment number and date in the space provided for this purpose on Page Two, (3) by letter, or (4) by submitting a bid that indicates in some way that the bidder received the amendment. (c) If this solicitation is amended, then all terms and conditions which are not modified remain unchanged. [02-2A005-1]
Solicitation is amended by incorporating the below questions and responses submitted by the question submission date of 4/8/2024.
1. In addition to the $40.00 per day/per bed, we will also be receive the individual’s Medicaid reimbursement for the room and board?
RESPONSE: The SCDMH will only pay $40 per day/per bed. The Nursing Home staff would have to follow the Social Security Administration’s process to become patient’s representative payee to receive the patient’s financial benefits, which covers the patient’s Medicaid reimbursement for the room and board.
2. It was explained to me that the $40 per day/per bed would be paid up to six (6) months from date of admission (patient would either be transitioned to lower level of care, home, or become truly long-term care)?
RESPONSE: The $40 per day/per bed would be paid up to six (6) months from the date of admission. There was never any discussion as it related to lower level of care or home, as most patients are truly long-term care. Therefore, the incentive is (6) months of payments post admission date.
3. Should it be determined that the nursing home is not a good fit for the patient during that Six (6) month period, the patient may be returned to DMH?
RESPONSE: The solicitation address if a patient is not in good fit within 30 days. If a patient’s status changes after six months, then like other NH patients, the internal process would be followed. The solicitation does identify psychiatrist being available to assist with any behavioral management of patients, however after six months, a patient may decompensate medically, for which that would require medical care and not psychiatric.
