About this file

This is an Amendment #1 to an Invitation for Bid issued by the South Carolina Department of Natural Resources for mechanical aquatic vegetation shredding and removal services at Rice Hope Lake and Quarterman Lake in Bonneau, South Carolina. The scope of work requires contractors to remove excessive weed growth and floating vegetative mats from two lakes of approximately 62 acres each on an as-needed basis using specified equipment including hydraulically powered shredding equipment with a minimum 8-foot cutting head and 240 horsepower, an aquatic vegetation harvester with 6-foot or larger cutter heads capable of operating in 2 feet or less of water, a marsh excavator with hydraulic thumb attachment, and a barge boat equipped with a rotovator. All labor, equipment, fuel, materials, and supervision must be provided by the contractor. Sealed bids are due September 16, 2026, at 10:00 a.m. EST, with questions from offerors due by September 2, 2026, at 1:00 p.m. EST. Site visits are highly recommended prior to bid submission, with GPS coordinates provided for both lakes (Rice Hope Lake at 33.078226, -79.910561 and Quarterman Lake at 33.102010, -79.848324). Award notification will be posted on September 17, 2026, and the estimated contract term runs from July 18, 2026, to June 15, 2027. Work is restricted to periods before November 20, 2026, and after February 10, 2027, to prevent disturbance to waterfowl.

Bids must be submitted as a lump sum price for the entire job, and payment will be made as each lake is completed rather than upon final project completion. The state does not release budget information for this procurement. Contractors must maintain General Liability Insurance with limits of at least $1,000,000 per occurrence, Auto Liability Insurance with $1,000,000 per accident limits, and Workers' Compensation Insurance with statutory limits. All subcontractors must possess a South Carolina LLR General Contractor License, and vendors must register with the State of South Carolina to obtain a vendor number prior to bid submission. Contractors must submit equipment photographs, equipment lists, and documentation of previous projects utilizing the proposed equipment. The amendment clarifies that larger shredding equipment beyond the minimum specifications is permissible as long as it can maneuver in the designated areas, and that no material will intentionally be shredded and left to sink or decompose in the reservoirs. Award will be made to the lowest responsible and responsive bidder, and offerors must hold their bids open for a minimum of 90 calendar days after the opening date.

Vendor Questions and Answers:

1. Could you provide GPS Coordinates to the lakes and any specific guidelines to follow when doing a site visit?

Answer:

Rice Hope Lake Lat 33.078226 Lon -79.910561

Quarterman Lake Lat 33.102010 Lon -79.848324

2. Will equipment listed be the only option or would larger shredding equipment be permissible as well as other types of harvesting equipment?

Answer: Larger shredding equipment would be ok. As long as it can maneuver in our areas.

3. Is vegetation allowed to be shredded entirely and harvest what is necessary to create open water?

Answer: No material will intentionally be shredded and left to sink or decompose, as we do not want to add any material to the bottom of the reservoirs. Per the scope of work … Biomass shall be allowed to naturally decompose on shore; some shore clearing may be necessary to provide space to deposit the material .

4. Would partial payments be allowed during the project or just when project is complete?

Answer: Payment will be made as each lake is completed.

5. Is there an estimated cost for this project?

Answer: SCDNR does not release budget information.

All other terms and conditions remain unchanged
