About this file
This is Amendment #1 to an Invitation for Bid issued by the South Carolina Department of Natural Resources for construction work on Building YWC 7 (Whitemarsh House) at the Tom Yawkey Wildlife Center in Georgetown, South Carolina. The project encompasses four separate lots: Lot 1 covering installation of 13 vinyl replacement windows with composite trim; Lot 2 addressing rough-in and trim-out electrical wiring including meter base, panels, fixtures, outlets, and switches; Lot 3 providing rough-in and trim-out plumbing for supply lines, drain lines, and fixtures in kitchen, bathrooms, laundry room, and exterior spigots; and Lot 4 installing new HVAC ductwork and registers compatible with existing equipment. A mandatory pre-bid conference is scheduled for July 22, 2026 at 11:30 a.m. at Tom Yawkey Wildlife Center, with attendees required to meet at the boat ramp for waterway crossing. Sealed bids must be submitted by August 12, 2026 at 10:00 a.m. EST to the SC Department of Natural Resources Procurement Services office. Questions from bidders must be received by July 23, 2026 at 3:00 p.m. EST. Award notification is scheduled for August 13, 2026, with all work to be completed within 120 days of purchase order receipt, with an estimated contract period from August 14 through November 30, 2026.
The amendment addresses vendor questions and provides clarifications on project scope including generator size specifications (maximum 16 kW), material supply responsibilities, and electrical installation details. SCDNR will supply the main electrical panel for the outdoor shed, the trench from meter to house, overhead lights, ceiling fans, vanity lights, shower valves, faucets, and toilets, while the contractor is responsible for meter base, wire, breakers, conduit, service feeder wire, subpanels if required, and all installation labor. The amendment corrects electrical device quantities in multiple rooms from earlier draft specifications. Payment terms follow South Carolina Code Section 11-35-45, requiring payment within thirty work days following acceptance of goods or services and proper invoice, with interest penalties of up to fifteen percent annually on unpaid balances exceeding the thirty-day period. Award will be made to the lowest responsible and responsive bidder by complete lot(s), with unit prices governing evaluation. Contractors must be licensed in their respective trades, provide current insurance certificates with specified minimum coverage, and offer one-year labor warranties on craftsmanship plus manufacturer warranties on materials.

After the thirtieth work day, following acceptance or the postmark on the invoice, the Comptroller General shall levy an amount not to exceed fifteen percent each year from the funds available to the agency, this amount to be applied to the unpaid balance to be remitted to the vendor unless the vendor waives imposition of the interest penalty.
(B) All agencies and institutions of the State are required to comply with the provisions of this section. Only the lump sum institutions of higher education are responsible for the payment of all goods or services within thirty work days after the acceptance of the goods or services and proper invoice, whichever is received later, and shall pay an amount not to exceed fifteen percent per annum on any unpaid balance which exceeds the thirty work-day period, if the vendor specifies on the statement or the invoice submitted to such institutions that a late penalty is applicable if not paid within thirty work days after the acceptance of goods or services.
(C) The Comptroller General shall issue written instructions to the agencies to carry out the intent of this section. All offices, institutions, and agencies of state government shall fully cooperate with the Comptroller General in the implementation of this section.
