QUESTIONS FROM OFFERORS - AMENDMENT (JUN 2017)
THE SOLICITATION IS AMENDED AS PROVIDED HEREIN. INFORMATION OR CHANGES RESULTING FROM QUESTIONS WILL BE SHOWN IN A QUESTION-AND-ANSWER FORMAT. ALL QUESTIONS RECEIVED HAVE BEEN REPRINTED BELOW. THE “STATE’S RESPONSE” SHOULD BE READ WITHOUT REFERENCE TO THE QUESTIONS. THE QUESTIONS ARE INCLUDED SOLELY TO PROVIDE A CROSS-REFERENCE TO THE POTENTIAL OFFEROR THAT SUBMITTED THE QUESTION. QUESTIONS DO NOT FORM A PART OF THE CONTRACT; THE “STATE’S RESPONSE” DOES. ANY RESTATEMENT OF PART OR ALL OF AN EXISTING PROVISION OF THE SOLICITATION IN AN ANSWER DOES NOT MODIFY THE ORIGINAL PROVISION EXCEPT AS FOLLOWS: UNDERLINED TEXT IS ADDED TO THE ORIGINAL PROVISON. STRICKEN TEXT IS DELETED. [02-2A097-1]
The following questions were received pursuant to the original date and time specified on the front of the solicitation:
Question 1: A Marketing Communications team is mentioned (pg. 16, Specifications, #3). Is that team housed under Commerce or OoI? How many individuals are on that team? What are their core roles (is it possible to get an org chart)? What is the day-to-day role, currently, that this team plays in marketing/web design/web dev/etc. for Scribble?
State’s Response: The S.C. Department of Commerce has a Marketing and Communications office that supports overall public relations and marketing efforts on behalf of the agency. This division participates at an advisory capacity, while coordinating awareness efforts regarding the Scribble project at large.
Question 2: What are the 30-minute videos used for, currently? Is there any data supporting videos of that length being productive to the marketing efforts of Scribble? Will Commerce/OoI entertain shorter video cuts?
State’s Response: The 30-minute videos are used as part of the State’s strategy to highlight South Carolina’s innovation economy. These features are repacked into shorter video clips, reference existing Scribble website www.scribblesc.com.
Question 3: Which current podcast distribution platform is currently being used?
State’s Response: Spotify, Apple, and Sticher
Question 4: Is the Contractor responsible for finding a host for the podcast interviews (as the video interviews require)? Or, will someone from Commerce or OoI serve as the podcast host?
State’s Response: The podcast, Of Note, is co-hosted, including the Managing Director of OoI.
Question 5: What current digital marketing efforts are underway (see, ppc, sea, social media etc.)? Can you share any analytics pertaining to these efforts as a baseline review? Same question for any traditional placements (if any)?
State’s Response: Scribble currently has an active Instagram, Facebook, and YouTube channel. LinkedIn is underway. Analytics will be shared with selected successful Offeror.
Question 6: Will the Contractor manage day-to-day social media content creation or is that handled in-house by Commerce/OoI?
State’s Response: The majority of content calendaring and distribution is expected to be managed by the Contractor with oversight from OoI.
Question 7: Is the current Contractor being asked to participate in this RFP process?
State’s Response: The current Contractor is aware of the current RFP.
Question 8: How much of the current budget is being spent on professional services time vs. media/hard costs? How are those hard costs currently allocated across outreach methods (SEM, SEO, social advertising, PPC, retargeting, etc.)?
State’s Response: Commerce expects Offerors to provide recommendations on best utilization of resources to achieve outlined goals. The existing budget allocations will be shared with the successful Offeror.
Question 9: Based on the dates in the solicitation, selection of the Contractor will occur in March 2020. There will obviously be a discovery/research phase for any new Contractor, but when would that new Contractor need to begin rolling out content (videos, podcasts, etc.)?
State’s Response: There are currently no specific dates prospective contractors need to address in proposals. These will be determined post-award.
Question 10: Is the estimated budget of $600,000 (see page 4) for one year, or all three years of the Contract? Does it include all media buys?
State’s Response: The estimated budget is for the maximum contract period. See the third paragraph on page 16: “For the duration of the contract, the annual budget must cover the costs of professional services (hourly rates, etc.) as well as – but not limited to – any agreed upon “hard” costs such as media purchasing.”
ALL OTHER TERMS, CONDITIONS, BIDDING INSTRUCTIONS, AND SPECIFICATIONS REMAIN UNCHANGED. IF THERE ARE ANY QUESTIONS OR IF ANY CONFUSION OR UNCERTAINTY ARISES AS A RESULT OF THIS AMENDMENT, IT IS THE SOLE RESPONSIBILITY OF THE OFFEROR TO CONTACT THE PROCUREMENT OFFICER FOR CLARIFICATION. CONTACT INFORMATION CAN BE FOUND IN THE TOP RIGHT HAND CORNER OF THE COVER PAGE OF THIS AMENDMENT. REFERENCE THE “DUTY TO INQUIRE” CLAUSE IN THE ORIGINAL REQUEST FOR PROPOSAL.
