AMENDMENTS TO SOLICITATION (JAN 2004) (modified): (a) The Solicitation may be amended at any time prior to opening. All actual and prospective Offerors should monitor the following web site for the issuance of Amendments: www.procurement.sc.gov(b) Offerors shall acknowledge receipt of any amendment to this solicitation by identifying the amendment number and date in the space provided for this purpose on Page Two and returning with solicitation response (c) If this solicitation is amended, then all terms and conditions which are not modified remain unchanged.

Questions from Offerors - amendment (Jun 2017) The solicitation is amended as provided herein. Information or changes resulting from questions will be shown in a question-and-answer format. All questions received have been reprinted below. The “state’s response” should be read without reference to the questions. The questions are included solely to provide a cross-reference to the potential Offeror that submitted the question. Questions do not form a part of the contract; the “state’s response” does. Any restatement of part or all of an existing provision of the solicitation in an answer does not modify the original provision except as follows: underlined text is added to the original provision. Combined vendor questions:

1. Reason for the rebid?

State’s Response: We are issuing the new solicitation because the current licensing and maintenance agreements will soon expire. Additionally, SCDOT plans to add functionality to the current system to support agencywide learning activities. Currently, we only have an interim maintenance and support agreement in place with the provider.

2. Is the incumbent allowed to rebid?

State’s Response: Yes, the provider of SCDOT’s current Module-based Learning System will be allowed to respond to this solicitation.

3. Is there specific criteria for the "hosted" environment?

State’s Response: The hosted environment must be FedRAMP certified and compliant.

4. Under “System Overview and Requirements”: Section G. Reporting #5 page 22, there is a requirement that includes the language “export reports to a variety of formats”. Are there specific formats the State requires?

State’s Response: At a minimum, SCDOT requires the ability to export reports in the following formats: Excel, PDF, and Word doc.

5. Under Section H. Calendar #4 page 22, there is a requirement that includes the language “site location mapping”. Can you elaborate on this requirement please?

State’s Response: Learners currently have and will need the ability to link to Google maps, or other equivalent mapping option, for direction to training site locations in which they are registered to attend from their transcript or other accessible location.

6. Under Section J. Course Enrollment #1 page 23, with regards to course registration, is there a need for an eCommerce solution?

State’s Response: At this time there is no need for an eCommerce solution.

7. Under Section L. Job Related Training page 23, there is a requirement that includes the language “vendor must provide job related training”. Is the State asking if we (the vendor) provide training on the use of our platform to State employees whom would be administering the Learning Platform, or is the State asking if our Learning Platform also includes pre-built courses that you may offer to users of the Platform?

State’s Response: SCDOT is requesting the vendor provides training on platform use. Pre-built courses added by the vendor to the catalog would be an additional advantage.

8. Under Section N. Online Library #4 page 23, there is a requirement that includes the language “supports integration with external repositories”. Can the State elaborate on the nature of these external repositories and what is meant specifically by “integration” therewith?

State’s Response: SCDOT receives training modules from federal and local partners that must be uploaded and accessible within our Learning Management System. Once uploaded, training materials must integrate and perform equally to training developed in-house. If SCDOT elects to purchase training materials from an outside vendor integration with the vendor and the LMS must be seamless. (i.e. LinkedIn Learning)

9. Under Section O. Implementation #1 page 23, can you please provide a timeline for implementation, training and Go Live?

State’s Response: SCDOT’s current license and maintenance contract end date is June 23, 2021. So our employee’s do not encounter any down time, our Go Live date must be prior to June 23, 2021. All implementation, training and testing must be completed prior to June 1, 2021. SCDOT will be ready to begin transition after the proposal is awarded on February 25, 2021.

10. Under Section (II) #1 page 27 – can you please clarify the historical data requirement? What exactly will need to be migrated over to the new LMS?

State’s Response: Historical data would include full transcript records for all current SCDOT employees, contract employees and interns as well as previous employees for the past six years; catalog information which includes completed/scheduled events and sessions, facilities and resources, vendors, instructors, online modules, materials and videos; and organization hierarchy.

11. On page 21 when you reference the term “customizable” please describe the level of customizations you require, and are you seeking a multi-tenant environment ?

State’s Response: SCDOT requires a high level of customization to our site. (1) We must have the ability to customize the Welcome page as needed with widgets, colors, images and notifications. (2) We must be able to customize the catalog availability so that specific users may search and access specific training, materials, and resources; additionally specific users may be prevented from searching and viewing the same said items (3) We must have the ability to create custom fields as needed within the learners profile and report on those fields.

12. On page 23 please clarify what you mean by job related training?

State’s Response: SCDOT requires that the vendor provide system training and documentation for end user and administrators on how to use the system.

13. What is the Not To Exceed (NTE) budget amount allocated for this RFP?

State’s Response: This information is not available.

14. If applicable, is there an incumbent currently providing the services?

State’s Response: The contractor who provided the last iteration of our Module-based Learning System is providing basic maintenance and support services, only.

15. In section II - Technical Proposal of the Instruction to Bidders section, you state 'Submit a response that addresses each component listed in Section III. Scope of Work, using (as applicable) the same major section subject headings, subheadings, letters and/or numbers. This would include, but not be limited to the following information...' - please can you confirm which set of requirements to respond to, those in section III or in the instructions to bidders?

State’s Response: Offerors will use the outline provided in Section IV: Information for Offerors to Submit as the outline for their RFP response. We have attempted to align this section with the specifications set forth in Section III: Scope of Work/Specification. Offerors are encouraged to use those specifications in Section III to validate their responses and to verify that specifications can be met and are adequately addressed in their RFP response.

16. There is a requirements section in the document (page 21) – will this require a line by line response?

State’s response: Offerors will use Section IV: Information for Offerors to Submit as an outline for structuring their proposal response. Each section and line item starting with the heading “Proposal Content” must be addressed.

17. There seems to be conflicting submittal instructions: question is – due to our current situation; will hardcopies be required? Want to confirm we are submitting our response electronically via the States Procurement Website and no hard copies will be required?

Please follow instructions on page 3.

18. The RFP clearly states a 35-page limitation; after looking at the extent of the questions in this RFP, our team has determined that responses will likely surpass the 35-page limitation.

a. Will South Carolina DOT be open to an addition of pages or how flexible will you be to this restriction?

Page limit will be increased to no more than 50 pages. We still require (and emphasize) that Contractors provide succinct complete answers and avoid any marketing content.

All other terms, condition, bidding instruction, and specifications remain unchanged. If there are any question or if any confusion or uncertainty arises as a result of this amendment, it is the sole responsibility of the Offeror to contact the procurement officer for clarification. Contact information can be found in the top right-hand corner of the cover page of this amendment reference the “Duty to Inquire” in the original Request for Proposal (RFP).
