About this file

This is Amendment 1 to Solicitation 5400027486 for Real Estate Education Development issued by the South Carolina Department of Labor, Licensing, & Regulation through the State Fiscal Accountability Authority Division of Procurement Services. The solicitation requests proposals for real estate education development services, with in-person courses permitted at locations throughout South Carolina rather than limited to Columbia. The non-mandatory pre-proposal conference was held virtually on April 24, 2025 at 10:00 AM ET. Offerors must submit proposals online by June 4, 2025 at 11:00 AM ET, with questions required by April 25, 2025 at 12:00 PM ET. Two online submissions are required—one original and one redacted copy. Award is scheduled for posting on August 15, 2025. Offerors must hold their offers open for a minimum of 90 calendar days after the opening date.

The amendment clarifies that course instructors must be South Carolina Real Estate Commission approved instructors in accordance with ARELLO primary provider stipulations, and course authors are not required to personally teach deliverable courses if approved instructors meet the required standards. Justification for pricing is acceptable with price proposals. Offerors may submit copies of ARELLO, CDEI, or other required certifications as part of the solicitation documents in their technical proposals. The procurement officer is Jon Baysden, reachable at 803-896-5304 or jbaysden@mmo.sc.gov. Proposals must be submitted through www.procurement.sc.gov.
