About this file
This document is an amendment to a solicitation for the purchase of an aircraft engine, transportation dolly, and cradle by the Justice Prisoner & Alien Transportation System (JPATS). JPATS requires one CFM56-3C1 aircraft engine, along with an engine transportation dolly and cradle. The pre-award inspection of the engine, dolly, and cradle will take place after contract award when the items are located in the continental United States, even if the engine overhaul is occurring overseas at time of award. Offerors will propose firm fixed prices for the engine and transportation equipment, which should include all costs. Payment terms are net 30 days for large businesses and net 15 days for small businesses, to be made after delivery to JPATS in Oklahoma City. The amendment provides answers to questions from potential offerors to clarify requirements.

Address questions submitted via e-mail. JPATS’ answers to each of the questions are included below:
Questions and Answers 8 - 10
Note: Questions 1 - 7 were answered via Amendment 0001
Question 8: SOW, Section II, states “The engine, transportation dolly and cradle will be subject to a Pre-Award Inspection by JPATS following the “Notice of Apparent Successful Offeror” by JPATS. The Pre-Award Inspection shall take place in the continental United States.” If the successful offeror’s engine is being overhauled OCONUS at the time of award, or waiting for the award to be inducted into a shop OCONUS, will the pre-award inspection take place when work on the engine is complete and the engine can be shipped back CONUS?
Answer 8: Yes, the pre-award inspection will take place when all engine work is complete and the engine is physically located in the Continental United States. The timing of this inspection is based upon the offeror’s proposed delivery schedule.
Question 9: SOW, Section IV, is very specific regarding the “pre-award inspection” so we would view this as a “pre-delivery” inspection to be completed when the engine is through the shop and for us shipped to a CONUS location for your review.
Answer 9: The pre-award inspection is similar to a pre-delivery inspection; however, it will be performed prior to award. If the engine or transportation dolly & cradle is found to be not as represented in the offer, the Government can elect not to award to the apparent successful offeror and move on.
Question 10: Finally – will the “Apparent Successful Offeror” be awarded a contract which allows the contractor to incur costs to produce the engine required prior to the inspection?
Answer 10: The offerors will propose a Firm Fixed Price for the engine and transportation dolly & cradle. This should include all costs. The successful offeror can submit their invoice when the engine and transportation dolly & cradle are delivered to Oklahoma City. Payment terms are Net 30 days for a large business & Net 15 days for a small business concern.
