About this file
This document is an amendment to a solicitation for the purchase of one CFM56-3C1 aircraft engine and one engine transportation dolly/cradle from the Justice Prisoner & Alien Transportation System (JPATS). Key details include: JPATS requires documentation showing the engine has a minimum 20 degree EGT margin at full power of 23,500 lbs as demonstrated by a recent max power assurance run sheet from either a test cell or on-wing run, provided the engine has not been operated since. The amendment changes pre-award inspection and deliverables requirements to accept this documentation in lieu of inspecting the physical engine. The solicitation number and award date are not provided, but the response date is not extended by this amendment.

Address questions submitted via e-mail. JPATS’ answers to each of the questions are included below:
Questions and Answers
Question 1: What is the tentative contract award data?
Answer 1: The contract will be awarded after all quotes have been thoroughly evaluated and the offer that represents the best value has been determined.
Question 2: When is the tentative date for the pre-award inspection?
Answer 2: The pre-award inspection occurs following the issuance of the “Notice of Apparent Successful Offeror” by JPATS. This date will be based on the offeror’s response (Factor 2 – Delivery Schedule) to the RFQ.
Question 3: If the engine is currently undergoing Performance Restoration in the shop, what would JPATS require for a pre-award inspection?
Answer 3: JPATS requires the offeror to have the engine ready and available for inspection within the continental United States. See Technical Specifications-Requirements, Paragraph IV, Pre-Award Inspection.
Question 4: Will there be any preference given to zero time from Performance Restoration engines with AD 2017-14-08 terminated?
Answer 4: This is a “best value” procurement using the trade-off process. The Government will make an award to the responsible offeror, whose offer is most advantageous to the Government, price and other factors considered. A best value determination using the trade-off analysis will be conducted.
Question 5: Is the (20) degree EGT Margin at 23,500 lbs of thrust requirement as per AMM 71-00-00 Test No. 5?
Answer 5: If the proposed engine is not undergoing a shop visit, AMM Task 71-00-00-725-025-C00 for Test No. 5 - Power Assurance Check will sufficiently demonstrate EGT Margin by completing Table 505/71-00-00-993-836-C00. If the proposed engine is undergoing a shop visit, the Summary Log of Engine Test or Engine Test Cell Results will demonstrate EGT Margin.
Question 6: Please confirm the definition of QEC is all parts listed in the Boing PPBU, or does JPATS have a separate listing?
Answer 6: JPATS confirms that for the purposes of this solicitation the definition of Quick Engine Change (QEC) is per Boeing’s PPBU manual and shall include all QEC items identified in said manual except as identified in the solicitation. JPATS does not have a separate QEC listing.
Question 7: Does JPATS have a MIN requirement list for the back to birth trace on LLP’s?
Answer 7: JPATS does not have a minimum requirement for back to birth traceability on LLP’s. The offeror must sufficiently demonstrate LLP life remaining of all installed LLP’s.
