About this file

This is Amendment 2 to a Request for Qualifications (RFQ) issued by the SC State Housing Finance & Development Authority for the creation of a Qualified Providers List for Low-Income Housing Tax Credit (LIHTC) Market Studies. The solicitation seeks to establish a qualified provider list of firms capable of conducting market studies for LIHTC rental housing developments. The original opening date was January 23, 2023, which was subsequently extended to January 27, 2023 at 10:00 AM ET. Questions from prospective offerors were required to be received by January 5, 2023 at 12:00 PM ET. The Approved Market Study Provider List was scheduled to be posted on January 31, 2023, with a revised posting date of February 8, 2023. Offerors are required to submit one complete submission of all required documents online through www.procurement.sc.gov, and must hold their offers open for a minimum of thirty calendar days after the opening date. No pre-bid conference or site visit is applicable to this solicitation.

The amendment clarifies mandatory minimum qualifications for providers seeking inclusion on the qualified list, requiring applicants to demonstrate at least five years of experience as the primary author of LIHTC market studies, documented LIHTC market research experience in South Carolina, and a primary business operation dedicated to market study preparation with no other business-related interests such as appraisal, survey, or financial services. Additionally, applicants must demonstrate prior experience working with or contracted by other State Housing Finance Authorities. The amendment specifically addresses a question regarding firms that provide both market studies and appraisals, confirming that the primary business operation requirement applies to all applicants. Preferences are not applicable to this solicitation. All amendments, solicitation documents, and related notices are available at www.procurement.sc.gov, and the procurement officer is Kelly Cobian, reachable at 803.896.8694 or kelly.cobian@schousing.com.
