About this file

This American Iron and Steel (AIS) Material Checklist is a submittal requirement document issued by the Pipeline Design Division in May 2023 for road sewer projects managed by the Washington Suburban Sanitary Commission (WSSC) in Maryland. The checklist establishes mandatory material certifications for the Laurie Drive Sewer Rehabilitation project, which involves the repair, rehabilitation, or replacement of 1,171 linear feet of defective sewer mains, 1,006 linear feet of defective sewer laterals, and three manholes in the Paint Branch Basin. Sealed responses must be submitted electronically via WSSC's eProcurement Portal by 2:00 pm on Tuesday, December 23, 2025, with a question submission deadline of December 10, 2025. The contract duration is 130 days from the Notice to Proceed, and comprehensive technical submittals including the AIS material certifications are required within 10 work days of Notice of Award.

The AIS Material Checklist identifies specific required materials and certifications for project compliance, including manhole frames, covers, bolts, reinforced concrete pipe (RCP), reinforced concrete, ductile iron pipe (DIP), saddles, and coupling/adapters. All materials must meet American Iron and Steel product mandates under the Build America Buy America Act, requiring contractors to provide appropriate certificate numbers for each material category. The project is funded through the Maryland Department of the Environment State Revolving Loan (SRF) and is subject to Davis-Bacon prevailing wage requirements. Prime contractors must demonstrate experience with RCP, DIP, and PVC pipe materials and have successfully self-performed a minimum of 15,000 linear feet of open cut replacement on sanitary sewer projects within North America over at least three years. Liquidated damages are set at $925.00 per day for non-compliance, and contractors must provide a 5 percent bid guarantee, 100 percent performance and payment bonds, comprehensive insurance coverage including $1,000,000 commercial general liability per occurrence, a 25 percent Minority Business Enterprise (MBE) and Small Local Business Enterprise (SLBE) subcontracting goal, and a one-year maintenance bond.
