About this file
This is an American Iron and Steel (AIS) Material Checklist for Road Sewer Projects issued by the Pipeline Design Division in May 2023, applicable to the Washington Suburban Sanitary Commission (WSSC) Broadmore Road Sewer Rehabilitation project in Maryland. The checklist outlines required AIS-compliant materials for sewer infrastructure work, including manhole frames, covers, and bolts; reinforced concrete pipe (RCP); reinforced concrete; ductile iron pipe (DIP); saddles; and coupling/adapters. The Broadmore Road Sewer Rehabilitation project involves repair, rehabilitation, or replacement of 1,228 linear feet of defective sewer mains, 737 linear feet of defective sewer laterals, and seven manholes within Prince George's County's Paint Branch Basin. Sealed responses must be submitted electronically through WSSC's eProcurement Portal by 2:00 pm on Thursday, December 18, 2025, with a question submission deadline of December 2, 2025. The project requires substantial completion within 140 calendar days from the Notice to Proceed, with liquidated damages assessed at $925.00 per day for delays.
Contractors must comply with Davis-Bacon wage rates, American Iron and Steel product requirements, and the Build America Buy America Act (BABA), as the project is funded through the Maryland Department of the Environment's State Revolving Fund (SRF) Loan program. A 26 percent Minority Business Enterprise (MBE) and Small Local Business Enterprise (SLBE) subcontracting goal applies, with African American firms counting fully toward the goal and Hispanic American and Women-Owned firms counting at 13 percent and 14 percent respectively. Bidders must provide a 5 percent bid guarantee, performance and payment bonds equal to 100 percent of the contract value, and evidence of commercial general liability insurance with $1,000,000 per occurrence limits. Key personnel must demonstrate minimum three years of experience in open cut underground utility construction, including certified traffic control and erosion and sediment control personnel.
