Additional Clarifications based on further Government review of the plans:

1. The retaining wall drainage shall be placed per Detail D4, Sheet A321 with this addition, filter fabric shall be placed between the compacted gravel and the earth. Detail 8, Sheet S5, fails to show the drainage board or drain rock along the length of the retaining wall and is incorrect for that portion of the detail.

2. Detail D2, Sheet A321 incorrectly shows cement-fiber panel siding below watertable. This should be the same as the cement fiber lap siding as shown above the watertable in Detail D2. Refer to building exterior elevations on Sheets A200 and A201 for the correct finished look.

3. There are two Details labeled A4 on Sheet A321. The right hand Detail A4 which shows flashing over the drainage board should be labelled A2 as referenced on Detail D4, Sheet A321. Also the note on Detail A2 (formerly D4 right), “sealant by others” should be changed to “sealant”.

29. Are these proposals to be hand delivered at the Nevada city address?

Response:

Hand deliver is acceptable or Fedex, UPS or other courier service. Fax is acceptable however original bid bond with wet signature and raised seal are required. Remember only 1 fax line is designated to receive proposals and may be busy during the hours prior, if it is not received by closing time of the solicitation it is not responsive. I highly recommend hand delivered or overnight carrier to ensure it is at the location at the proper place and time. The correct address is Tahoe National Forest SO, 631 Coyote St., Nevada City CA 95959.

30. Mention was made at the Site Visit of a fire alarm system being requested for this facility. The drawings do not seem to indicate a fire alarm system and there was no Specification Section for fire alarm provided. If a fire alarm system is required for this building, will the Forest Service provide Div. 28 Specifications for the actual system requirements? Please confirm that the fire alarm system does not have to be provided by a proprietary manufacture and that it is a standalone system that does not tie back into an existing system?

Response:

Per Sheet E001, General Electrical Note “U”, Fire Alarm shall be a Design-Build, deferred submittal. System must meet referenced NFPA and other codes. It can be any commercially available system and does not tie back into any other existing system.

31. Information from the Site Visit indicates the PG&E electrical design documents have yet to be furnished. Will the Forest Service clarify which entity will be paying for the PG&E design and fees? If this is to be the Contractor, will the Forest Service provide the cost information for this utility work?

Response:

PG&E primary electrical power design and wiring shall be paid for by the Forest Service. Contractor will be responsible for installation of service pedestal, trenching, placement of conduit, and back fill per PG&E requirements.

32. Will the government please clarify that in the case were a manufacture is listed by name on the plans or in the specification, that it is the governments intent to allow for the contractors to utilize and equal product that provides the government with all of the salient characteristics of the product called out by name? IF there are any systems that must conform to an existing standard that cannot be met with an equal can the government provide a list of those products.

Response:

For all listed equipment, the “brad name or equal” clause (52.211-6) applies. See solicitation amendment 002.

37. In order to accurately quantify demolition material, please provide as-builts for original building construction.

Response:

As-built drawings are not available for the existing building. Contractor was expected to make this determination during the site visit. Nominal dimensions of Building 2205 are 31.2’x81.5’ for the original building and 12.4’x20’ for the addition. Nominal dimensions of Building 2114 are 63’ x 21’.

38. After extensive examination of the existing building to be demolished (2205), please confirm that testing has been completed for lead paint contamination in the existing sub structure and siding material.

Response:

Testing was only accomplished as documented. Please note that exterior siding at the rear of the building (T-111) was placed over asbestos siding in approximately 1992. No other determinations for sub-structures have been made. Contractor will inform the Government of suspected additional contamination at time of demolition. Investigation by the Government and resulting actions will be accomplished at that time.

39. Please confirm that the property owner will remove all material and debris from Building 2114 before contractor begins demolition.

Response:

All non-structural material will be removed from this building prior to demolition by the Government.

40. The Earthwork Specification states that excess dirt is to be stockpiled in a designated location by the CO. I do not see anywhere in the documents a location onsite to place this. Will the excess material be kept onsite?

Response:

Stockpiling of excess dirt can be staged within the limits of work as shown on Sheet A001. Additional stockpiling can be made at the area east of Building 2112 per the direction of the CO. Excess material not required has to be removed off US Government lands prior to completion of this project.

41. On page C 2.0 it shows the quantity of AC to be removed is 9800 + / -. We have digitized it twice and came out with the square footage to be 12,532.

Response:

A review of the CAD file puts it at 13,400 sf +/-. This includes all driveable AC and Concrete to be removed along with the concrete area in the slope where storage shed identified in reference note “6” is located. This higher number should be reflected in your proposal. The concrete in the covered porch is in addition to this and the area is correct as shown.
