1. A supplier has requested that an alternative product for Specification Section 08 62 50 – Tubular Daylighting Device be submitted for consideration as an approved equal to the Solatube manufactured product (see attached Sun-Dome product data). Will the USFS approve Sun-Dome as an approved manufacturer and the product as an approved equal?

Response:

This would be an acceptable substitute as it is an “or equal” product. Installation shall comply with Detail A1, Sheet A320 (primarily installation will include the blocking, weatherproofing, and insulation as shown on the detail).

2. Section 06 18 00 Structural Glue Laminated Units - None were located on the drawing. Please note where this may be located?

Response:

Structural Glue Laminated Beams were used on a previous version of this building. There is no requirement for this specification on this project.

3. Section 07 25 11 Self Adhere Membrane Flashing - We were unable to locate the detail. Please note where this may be located?

Response:

Self-Adhered Membrane flashing will be installed per Section 07 25 05 3.1 A1.

4. Section 07 46 46 Fiber Cement Siding (Hardie Board) - In section 07 46 46-2 2.3 Paragraph C. Trim Type is Hardtrim HLD Smooth, size as shown on the drawings. In section 06 20 00-2 2.2 Paragraph A.1: Species: Redwood; a. Redwood Inspection Services Grade; Construction Heart. On the drawings it’s all stated to be Redwood. Which type of trim is required as the specifications and drawings do not agree.

Response:

For all trim shown on drawings as 06200.1, material is to be Hardie Board EXCEPT redwood shall be used where shown on Detail D2, Sheet A321 as shaped 4X4 redwood water table and for all fascia.

5. Section 09 30 00 Tiling - We did not locate any. Please note where this may be located?

Response:

Tiling was used on a previous version of this building. There is no requirement for this specification on this project.

6. Section 11 31 00 Residential Appliances - Specifications are under section 11 31 00 but plans reference back to section 11 33 00. Which section is correct? Also, we were unable to locate the make/brand of microwave as this item is not listed in the specifications.

Response:

There is not a Section 11 33 00 in the specifications; plan reference should be to Section 11 31 00. The Microwave shown on Sheet A401, 113300.4 is identified under Key Notes A1 as NIC (Not In Contract).

8. What is the cutoff date to submit future RFI’s?

Response:

Friday, February 12, 2016

9. When responding to the technical proposal requirements within the solicitation, is the past projects format provided the only acceptable method to demonstrate past performance? Is it acceptable to use already completed past projects write ups or stick with the boxes provided in the solicitation?

Response:

You may use whichever format your company prefers as long as it has the information to contact references and provides enough detail to understand scope and size of project.

10. When submitting a safety plan in response to evaluation “Factor h”, is there a page limit for this plan or will an attachment of our project specific company safety plan be acceptable?

Response:

Existing plans that are comprehensive are acceptable or You can provide a safety narrative or summary for project specific safety issues and then reference the company’s comprehensive plan.

11. Per “Section L” of the solicitation, is it acceptable to hand deliver or overnight mail the technical/price proposals (+ one copy of each) to the address listed in box 8 of the SF1442 in lieu of fax?

Response:

Yes hand delivered and overnight is acceptable or fax, however there is only one fax machine and if there are other faxes coming in you may not get your full proposal in by the cut-off time. I would recommend the first two options.

12. If we are currently registered in SAM, will we still need to submit Section K – Reps and Certs. with the price proposal?

Response:

You will have to return section K portion that references and states they are located in your SAM account and nothing more.

13. The due date listed in box 13 of the SF1442 is 2/19/2015. Will this be corrected?

Response:

Yes

14. Will the awarded prime contractor be required to have only (1) Superintendent at the project site the entire duration of the job?

Response:

The requirement is that if there is anyone on site there must be a person on site who has the authority to speak for the prime contractor. The prime contractor can have more than one person delegated as Superintendent, including designating a sub-contractor as having authority to represent the prime contractor in all or for specific circumstances relating to the work being accomplished on site at that time.

15. If so, can the Superintendent perform dual roles as the SSHO/QCM?

Response:

Yes

16. Per section 01 50 00-5 paragraph 1.10.A.5 states Prime Contractor must conduct monthly noxious weed monitoring and treatment for the 1st year after completion. For how many years can this be expected of the Prime?

Response:

This probably shouldn’t be here, but I would limit it to one year. If the project completes in December as planned, it would not need to go past July of the following year.

17. Per section 01 50 00-5 paragraph 1.11 of the specifications states the Prime Contractor is to provide security and facilities to protect work and Government operations. Will this individual be required all night and weekends during off hours?

Response:

Contractor assumes all risk for protection of their work area, how or if they do this is their call. There isn’t a way for them to ensure security of the entire Ranger Station other then be responsible for the staff, sub-contractors, and suppliers actions while on site.

18. Given only (6) working days after the site visit, can the due date of the proposal be extended to provide adequate time for response?

Response:

Extended per this amendment

RFI 05

19. Has the Forest Service performed a Hazardous Material Assessment for the buildings to be demolished or will this be a responsibility of the awarded contractor?

Response:

Yes, a copy is provided with this amendment.

RFI 06

RFI G-001, 02/09/2016

20. Does the existing building have any of the following?

1. Oil separator, clarifier and or below ground pit that is within the demolition plan

2. Any underground fuel lines, propane lines and hydraulic?

3. Are there any hydraulic hoists in side and/or within the demolition plan?

4. Will the backup generator be used during construction for power and will the contractor be responsible for any re-fueling and/or care?

Response:

There is not an oil separator, clarifier, or below ground pit within the demolition area. The plan sheet titled “Groveland RS SSMH Sealing” shows that a vehicle service pit may have been present in front of the building historically. It is the understanding of the Forest Service that this was removed as it is not apparent upon site inspection. There is an underground propane service line to the building from the propane tank. The building does not have a hydraulic hoist. The Forest Service does not have a generator available for this project.

23. On floor plan A130 it calls for wall types EWA-1 and EWA-2 and directs you to look at A321. When you look at A321 it does not show you where these 2 details are.

Response:

Legend notes EWA-1 and EWA-2 on Sheet A130 are only correct in referring to Sheet A321. Detail D4, Sheet A321 shall be used where the exterior wall includes a partial retaining wall, Detail D2, Sheet A321 shall be used where the exterior wall is full length.
