Asbestos, Mold & Lead-Based Paint Survey Report Cottonwood and Sage Barracks

Mt. Hebron USDA Station 15407 Old State Hwy MacDoel, CA 96508

PURPOSE

Guzi-West personnel conducted an asbestos, mold and lead-based paint survey in order to determine the presence or absence of these materials at the Cottonwood and

Sage Barracks, located at 15407 Old State Highway, MacDoel, California. The survey was conducted on behalf of the USDA, whom intends to demolish the Cottonwood

Barracks and perform a significant renovation of the Sage Barracks in the near future.

This document is intended to provide the USDA with appropriate documentation to solicit bids from prospective contractors and make them aware of any hazardous materials present and/or special worker protection requirements. Site maps depicting sample locations are presented in Appendix A; laboratory data is presented in Appendix

B; and, a NESHAP Cal-OSHA notification forms are presented in Appendix C.

EXECUTIVE SUMMARY

According to the National Emission Standard for Hazardous Air Pollutants (NESHAP), asbestos-containing building materials (>1% asbestos) must be removed prior to demolition or renovation activities, if the material is considered to be a Regulated

Asbestos-Containing Material (RACM). RACM is generally defined as all friable asbestos containing material and non-friable material, which contains >1% asbestos, and that will become friable during demolition or renovation. A NESHAP notification is required in two circumstances: 1. For any demolition regardless of the presence or absence of asbestos; NESHAP regulations define a demolition as ‘removing a load-bearing structural member,’ or 2. A renovation that disturbs greater than 160 square feet or 260 linear feet of RACM. Both facilities require a NESHAP notification be submitted; the NESHAP notification is required a minimum of 10 working days prior to the abatement or disturbance of asbestos-containing materials. Tables 1

Mt. Hebron (Cottonwood & Sage Barracks) Page 2 and 2 on page 3 identify the asbestos-containing materials, the EPA classification for abatement and disposal purposes, as well the quantities of the asbestos-containing materials. All materials containing asbestos must be removed (regardless of EPA classification) as part of the project.

Mold air quality sampling was performed in order to ensure no special worker protection requirements would be required to perform the renovation and demolition activities. The air sampling performed determined that no black mold (aka Stachybotrys) is present in either barrack. Although both barracks had higher concentrations of mold spores in their interiors when compared to their exterior, control samples, the concentrations present are not at levels which indicate any significant mold contamination issues and/or spore concentrations that would require special worker protection during renovation and demolition activities. Further, the presence and required abatement of the asbestos-containing materials in both barracks will effectively abate any mold growth issues.

The Environmental Protection Agency (EPA) defines lead-based paint as containing greater than 5,000 parts per million lead, the California Code of Regulations, Title 8, Section 1532.1 defines a lead-containing surface coating as a surface coating containing greater than 600 parts per million lead. In the event lead-based paint is identified and greater than 100 square feet will be disturbed, a pre-project notification must be submitted to Cal-OSHA at least 24 hours prior to any disturbance. Both barracks contain lead-based paint and lead-containing surface coatings and at cumulative quantities which require the pre-project notification be submitted to Cal-

OSHA; a copy of a notification form is provided in Appendix C. Lead-based paint was identified in the Sage Barrack in the paint applied to the exterior roof overhang over the back porch, and the exterior facia board; meanwhile, the exterior rafters and interior closet door paint contains concentrations which classify the paint as a lead-containing surface coating. The Cottonwood Barrack has lead-based paint present in the yellow paint striping on the steps to the Barrack; all other exterior paint samples collected

Mt. Hebron (Cottonwood & Sage Barracks) Page 3 contain concentrations of lead which classify the paint as lead-containing surface coatings. Table 3 on page 4 provides approximate quantities of lead-based paint; all painted surfaces on the interior and exterior of both barracks should be considered as a lead-containing surface coating at minimum. Due to the presence of lead paint representing such a small percentage of the waste stream as a whole, prospective contractors should bid the project with lead paint along with other commingled non-asbestos waste being classified as general construction debris.

TTLC analyses of the waste streams are currently being conducted with the high probability of the waste being considered general construction debris;

contractors will be notified via an addendum should the presence of lead cause the non-asbestos waste stream to be classified as something other than general construction debris. Prospective contractors will be required to provide proof of training under the EPA’s Renovation, Repair, and Painting Rule as an EPA Certified Renovator due to the presence of the lead-based paint and lead-containing surface coatings. . The rule specifically requires each firm to be certified, to have at least one certified renovator, and for the remainder of employees involved in renovation activities to either also be certified renovators or be trained on the job by a certified renovator.

SURVEY METHODOLOGY

Guzi-West certified personnel collected suspected asbestos-containing building materials, mold air quality samples, as well as and chip samples at the subject structures on January 13, 2017. Following collection of the samples, the samples were double bagged and then sent via overnight delivery to Quantem Laboratory, LLC, under chain-of-custody, for identification of asbestos, mold, and lead content. Each suspect asbestos-containing material (ACM) identified, was bulk sampled in general accordance with sampling guidelines established by the Environmental Protection Agency and 29

CFR 1926.1101. In accordance with mold air sampling industry standards, an outdoor, control sample was collected at the same time as the interior samples were being collected at each barrack. All sample pumping rates were set at 15 liters per minute

(lpm); the outdoor sample was collected over a ten minute interval; and, the indoor sample was collected over a five minute interval. Meanwhile, the paint chip samples were collected in general accordance with the guidelines established by the California

Department of Public Health (CDPH). The following summarizes the sampling procedures utilized.

• Samples were collected by qualified Guzi-West personnel using appropriate sampling tools and leak-tight containers.

• Decontamination of bulk sampling tools was used to prevent the spread of secondary contamination to subsequent bulk samples.

Mt. Hebron (Cottonwood & Sage Barracks) Page 5

• Each sample was individually numbered, recorded on a Sample Log, and submitted under chain-of-custody to Quantem Laboratory, LLC.

• The locations of lead paint and asbestos samples were marked on site maps for the project, please see Appendix A.

CONCLUSIONS AND RECOMMENDATIONS FOR ASBESTOS, MOLD &

LEAD

As explained in detail in the Executive Summary, asbestos-containing building materials were identified in both barracks. Lead-based paint and lead-containing surface coatings were also identified in both barracks. Notification requirements, quantities, and material classifications are provided in Tables 1-3 of the Executive Summary. No black mold

(Stachybotrys) or excessively high concentrations of mold spores were identified in either barrack, and no special worker protection is required due to the presence of mold spores. Site maps with lead and asbestos sample locations are provided in Appendix

A, all respective laboratory reports are provided in Appendix B, and asbestos and lead-based paint notification forms are provided in Appendix C.

Asbestos and lead regulations are complicated and are subject to change; no federal or state regulations exist governing mold spore concentrations. The intent of the above information is to advise you of some of the regulations that may affect you, but is not intended to be an all-encompassing discussion of asbestos and lead regulations. The sole purpose of this investigation and of this report is to assess the site with respect to asbestos-containing materials, toxic mold spores or high concentrations of mold spores requiring special consideration, and lead-based paint and lead-containing surface coatings. Guzi-West is not responsible for locating asbestos-containing building materials in inaccessible areas such as behind walls, above hard ceilings, beneath flooring, or underground. This report has been prepared on behalf of and for the exclusive use of the USDA’s Klamath Nation Forest Service Station, and is subject to and issued in connection with the agreement and the provisions thereof.
