Encroachment permit is required per special project specification section 01 32 00 part 3.05.

A3: All asbestos cement pipe is assumed to be a category II nonfriable asbestos containing material.
Q4: Is the Contractor responsible to remove all buried asbestos cement (AC) pipe and if the quantity is unknown how is the Contractor going to be reimbursed for this work?
A4: A pay item has been added to properly reimburse the Contractor for removed and properly stored
AC pipe onsite. Transport and disposal of asbestos cement pipe has been removed from this contract and therefore a licensed hazardous waste contractor is not required for this Contract.
When excavation exposes AC pipe the Contractor shall carefully remove it from ground and store it onsite for future disposal. Existing AC pipe underneath S. Derrick Flat shall be abandoned in place.
And where large trees have grown overtop of AC pipe or if the removal of AC pipe would significantly damage large tree roots than Contractor shall abandoned in place those sections of AC pipe.
