Forest Service met with contractors at the project site at 10 am. Forest Service introduced personnel and gave a description of the scope of work to replace the existing septic system.
Q: Does the existing septic tank need to be pumped before demolition?
A: The tank the pumped recently. If any liquid still remains, it is mostly water that infiltrated around the tank lid.
Q: Does the work include the removal of all the existing concrete behind the fire warehouse?
A: All the concrete is delineated for removal on the plans. Once concrete is removed and the underground work is complete, the finished slope shall be configured to drain away from the fire warehouse.
Q: How many trees have been identified to be removed?
A: It is anticipated that some trees will be removed but the objective is to keep tree removal to a minimum. Trees will be identified for removal once the project is staked. Limbs and roots will be disposed of by the contractor. Wood that can be used as firewood may be placed in a location designated by the Forest Service or the contractor may obtain a firewood permit and haul the wood offsite.
Q: Can the limbs and other woody debris be chipped and left on site?
A: Yes, the Forest Service will designate a location for the chips.
Q: Can the existing soil be used as backfill over the infiltrator or will the Forest Service accept other materials (pea gravel or sand)?
A: If the native material cannot be used as backfill, the contractor shall provide a backfill material that meets the requirements of the contract (6” minus material). Materials other than native backfill shall be submitted to the Forest Service for approval.
Q: Was a permit obtained from Del Norte County?
A: Yes, the Forest Service has a permit from the county.
Q: Did the County require the Forest Service to dig a test pit?
A: Yes, the test pit was 5 ft deep. The contractors were shown the location of the test pit and some of the material on top represented the characteristics of the soil and rock.
Q: Is it a requirement that the county inspect the work?
A: No, it is not a requirement. The County has indicated that they would like to be notified by the Forest Service when the leach field trenches are excavated. The County may or may not make a site visit depending on the county’s schedule.

Q: Is compaction testing required?
A: All areas backfilled shall be tested for compaction with the exception of the infiltrator trench lines.
Q: Is a bid bond required under this contract?
A: No, a bid bond is not required but a payment bond is required if the contract is awarded for $30,000 or more.
Q: The plan drawing C1.0 indicate the trench elevations are all the same, but the detail drawing 4 on sheet C2.0 show the infiltrator trenches are different elevations. Will the trench depths be the same or will they be different as shown on sheet C2.0?
A: The infiltrator chamber detail on sheet C2.0 is a typical drawing and is not specific to this site. The infiltrator trench lines are designed to be at the same elevation as shown on sheet C1.0.
Q: Are you concerned about the proximity of the remaining trees next to the infiltrator leach lines?
A: Yes, trees will be designated for removal if they have the potential to impact the new leach lines.
Q: What are the setbacks from existing features?
A: The setbacks from the intermittent stream and existing utilities are shown on sheet C1.0. Note: discussed protecting the existing rock wall
Q: What about the open trench draining the existing vehicle wash area?
A: The drawings show the leach field crossing the open trench. The contractor shall remove the portion of the trench within the construction limits of this project.
Q: What is the construction time frame?
A: The Forest Service would like to complete this project within 15 days of notice to proceed. There is an immediate need to have a septic system in place for the recently renovated fire warehouse.
Q: Is the existing hydrant located near the new septic tank designated to remain?
A: Yes, it shall remain.
Q: What is the status of the existing propane tank?
A: The propane tank shall remain. The propane tank will service the fire warehouse. It is the contractor’s responsibility to locate and protect the underground gas line and any other existing underground utilities.
Q: Will the Forest Service designate a location for storage of materials and parking of equipment?
A: Yes, the Forest Service has an equipment yard located within a quarter of a mile of the project site. The Forest Service will allow the contractor to use this area on a temporary basis by written approval.
