SECTION 01010
SUMMARY OF WORK
PART 1 GENERAL
1.01 SCOPE
This contract consists of clearing, excavation, and installation of a new steel buildings (40’W x 60’L x 20’H) with concrete slab foundation, AS SHOWN ON THE DRAWINGS. This work includes, but is not limited to, provision of all labor, materials, equipment, supervision and all the incidentals needed to complete the work.
1.02 STORAGE AREAS
Storage areas will be identified by the Contracting Officer.
1.03 TRAFFIC
A. Traffic Control: Constuction signing shall be required during construction operations Traffic Safety: Safety precautions shall be in accordance with the latest edition of the State of California Construction Safety Regulations.
B. Hauling Restrictions: The Contractor shall comply with all legal load restrictions in the hauling of materials on public roads within and outside of the limits of the project. Federal, State or local permits will not relieve the Contractor of liability for damage which may result from the moving of equipment.
C. Equipment Cleaning: All equipment shall be free of noxious weeds, free of soil, seeds, vegetative matter, or other debris that could contain or hold seeds. Contractor shall contact the Contacting Officer to arrange an inspection, to verify that equipment is free of noxious weeds prior to commencing operations on the project site. Contractor shall employ whatever cleaning methods that are necessary to ensure that all equipment is free of noxious weeds. Equipment shall be considered free of soil, seeds and other such debris when a visual inspection does not disclose such material. Disassembly of equipment components or specialized inspection tools are not required. Contractor shall, at least 5 working days prior to moving each piece of equipment onto the project site, identify the location of the equipments’ most recent operation.

SECTION 01040
COORDINATION
This section identifies Contractor and Government responsibilities for coordinating contract work with other governmental entities, utility companies, adjacent land users and other contractors.

1.03 GOVERNMENT (FOREST SERVICE) RESPONSIBILITIES
A. Provide Contractor a maximum of three (3) sets of 11X17 drawings and contract documents upon request.
1.04 CONTRACTOR RESPONSIBILITIES
A. Submit Work Progress Schedule (see FAR 52.236-15).
B. Arrange for and bear the cost of temporary utilities and services from public utilities if desired.
C. Obtain and pay for minor, temporary permits and services necessary for construction activities.
D. Coordinate with public utility companies for protection of existing utilities, including requesting "Blue Stake" location service in advance of any ground-disturbing activities.
E. Coordinate with utility companies for permanent connection of services constructed under this contract.
F. Coordinate access and construction activities under this contract with any other contractors working adjacent to the project site.
G. Coordinate with Forest Service at the project site during construction activities which disruptaccess at the site.
H. Notify Contracting Officer and Forest Service personnel at site 24 hours in advance of any utility interruption to the site.
Additional coordination needs shall be brought to the attention of the Contracting Officer.

SECTION 01060
REGULATORY REQUIREMENTS
This Section describes the Regulatory Requirements and the Codes and Standards that apply to the work in this contract.
1.02 REGULATORY REQUIREMENTS
A. All laws, ordinances, codes, and regulations of the United States Government shall apply and be implemented into this contract.
B. The following codes and standards shall apply to the work in this contract. Where no date is specified, the applicable edition shall be the one in effect on the date of solicitation.

1.03 CODES AND STANDARDS
Standards and practices set forth by the references mentioned elsewhere in these specifications shall be adhered to unless otherwise noted.
1.04 DUTIES OF THE CONTRACTOR
A. Responsibilities. It is the duty of the Contractor to perform all work in accordance with the approved plans, specifications and regulations required for completion, during the term of this contract.
B. Performance of the work. The Contractor shall study carefully the approved plans and specifications and shall plan their schedule of operations well ahead of time. If at any time it is discovered the work is being done which is not in accordance with the approved plans and specifications, the Contractor shall correct the work immediately.
Any inconsistencies or items which appear to be in error in the contract documents shall be promptly called to the attention of the Contracting Officer. Local conditions which may affect the project shall likewise be brought to the attention of the Contracting Officer at once. In no case, however, AUBERRY STEEL BUILDING DIVISION 1 01060-2 shall the instruction of the Contracting Officer be construed to cause work to be done which is not in conformity with the approved plans, specifications and change orders.
The Contractor shall not carry on work except with the knowledge of the Contracting Officer.
Where so indicated or in lieu of drawing or specification requirements, materials shall be used and installed in the best quality manner and method recommended by the manufacturer. Such recommendation shall be submitted in writing by the Contractor. Substitution of materials shall be considered a Contract Change and will be subject for approval by the Contracting Officer prior to use or fabrication.
Subcontractors engaged to do work on the project must be approved by the Contracting Officer.
1.05 MEASUREMENT AND PAYMENT
No separate measurement or payment will be made for the work of this Section.
PART 2 PRODUCTS
2.01 GENERAL
Products and Materials: All products and materials incorporated into this contract shall meet the standards and requirements of the codes and standards as referenced in Part 1 – General of this Section, and elsewhere herein unless otherwise SHOWN ON THE DRAWINGS, the more stringent requirements shall take precedence within the codes and standards that govern this Contract.
All materials, unless specified otherwise, shall be handled, stored, installed, and maintained in accordance with the manufacturer's instructions and recommendations.
PART 3 EXECUTION
3.01 WORK REQUIREMENTS
All work in the contract shall meet the standards and requirements of the codes and standards referenced in Part 1 - General of this Section and elsewhere herein, unless otherwise SHOWN ON THE DRAWINGS or in the specifications. When more stringent requirements are called out in these specifications or shown on the drawings, the more stringent requirements shall take precedence over the codes and standards. All work shall be performed in a workman-like manner according to the best practices of the trade and the best standards of the industry.

SECTION 01300
SHOP DRAWINGS AND SUBMITTALS
Perform all work necessary and required for the construction of the project as indicated. Such work includes but is not limited to the following:
1. Shop Drawings
2. Samples
3. Catalog Data
4. Operation and Maintenance Manuals
5. Certificates and Warranties
1.02 SUBMITTALS
Submittals shall include all pertinent data required to understand the quality of components, dimensional relationships, integration with other materials, assembly techniques, structural aspects, color, finish, texture, and other such characteristics as may be necessary to fully describe the item and its intended use.
1.03 MEASUREMENT AND PAYMENT
No separate measurement or payment will be made for the work of this Section.

3.01 SUBMITTALS
Submittals and shop drawings shall be submitted in a timely fashion to allow 14 days for review by the Contracting Officer. No work shall begin until shop drawings and submittals are approved.
3.02 SHOP DRAWINGS
A. Original Submittal: A reproducible and two legible copies of all shop drawings shall be submitted for approval as required under 3.01 above prior to fabrication, installation or order placement to allow for checking and coordination. The reproducible will be retained by the Contracting Officer.
B. Resubmittal: When a resubmittal is required, one print so indicating will be returned to the Contractor. After revision of the original, a new reproducible and one hard-copy and one e-copy shall be submitted for approval.
C. Approval: Once approved, stamped documents shall be returned to the Contractor and shall be complied with as noted. Variation from the approved documents shall be likewise submitted and approved before being carried out.

3.03 SAMPLES
A. Original Submittal: Two samples of each item for which samples are required, unless otherwise specified, shall be furnished for approval. Approval shall be obtained prior to delivery of the material to the project site. These samples shall be representative of the actual material proposed for use in the project and of sufficient size to demonstrate design, color, texture and finish as they will appear in the completed installation.
B. Resubmittals: All rejected samples will be returned upon request and any or all resubmittals required shall consist of two new samples.
C. Approval: Upon approval, one sample so noted will be returned and the remainder will be retained by the Contracting Officer until completion of the work. When requested, all approved samples will be returned for installation providing identity is maintained in an approved manner until final acceptance of the project.
3.04 CATALOG DATA
Submittals: Two legible copies of catalog data are required for the original submittal and each resubmittal. Catalog data shall be submitted along with shop drawings. One copy will be returned unless additional copies are requested.
Data: Each submittal shall have all pertinent data contained therein that is applicable to the item submitted for approval.
3.05 IDENTIFICATION
A. Catalog Data: Each separate catalog brochure or page submitted shall have the identification shown. Catalog of brochures submitted containing multiple items for approval need have only cover identification. In such cases the identification shall include page and catalog item numbers.
B. In the event one or more of the multiple items are not approved in any submittal, the additional copies required will not be requested until all items are approved.

SECTION 01315
SCHEDULES AND REPORTS
This Section includes the requirements for the submittal of the Contractor's proposed work schedule for the project and a breakdown of the Contractor's bid amount for purposes of making progress payments. The breakdown shall include percent of work completed and materials used for the contract project. Progress payments may also include materials on hand at project site. These items of materials on hand shall be deducted from subsequent progress payments as materials are installed or placed into service. Contractor is responsible to insure the accountable of these items in reporting to the Contracting Officer.
2.01 SUBMITTALS
The submittals of the work schedule shall be on paper and shall include three copies of each.
3.01 WORK SCHEDULE
Within 15 days of the issuance of the Notice to Proceed, the Contractor shall submit to the Contracting Officer for approval a proposed work schedule for the project. Such schedule shall be in the form of a critical path network or other approved format and shall include the timing for each major phase of the work. The Contractor shall update such approved schedule as necessary when significant changes occur during the progress of the work.
Include in the critical path schedule time for submissions and approval of substitutions as well as tests and inspections.

SECTION 01442
QUALITY CONTROL & QUANTITY MEASUREMENT
This work shall consist of providing certification that the quality and quantity of construction conforms to the drawings, specifications, and requirements of the contract.
1.02 MEASUREMENT
Measurement and/or payment will be made for the work described in this Section as SHOWN IN
THE SCHEDULE OF ITEMS.

3.01 CONSTRUCTION REQUIREMENTS
A. Offsite Produced Materials. The Contractor shall furnish certificates executed by the manufacturer, supplier, or vendor, stipulating that all offsite produced materials incorporated into the work meet the applicable requirements SHOWN ON THE DRAWINGS or stated in the specifications. Each certificate shall apply to a single commodity or invoice. Incidental purchases needed to remedy minor shortages of material shall be certified by the Contractor.
3.02 SAMPLING, TESTING AND INSPECTION
The Contractor shall provide and maintain appropriate measuring and testing devices, equipment, and supplies to accomplish the required measurement, testing and inspection in a timely manner.
Tests, measurements, and certifications shall be made as required by the drawings and specifications. The Contractor shall take samples and perform inspections and tests necessary to achieve the quality of construction required by the contract. Sampling and testing frequency for specific items shall be as SHOWN ON THE DRAWINGS or in a Special Project Specification, or as noted below:
1. Cast-In-Place Concrete:
Contractor shall test for compressive strength, air content, and slump, and as required to meet specifications of Section 03300.
2. Aggregate Base and Surface Courses:
Contractor shall test for gradations, moisture density, in place density and compaction, and as required to meet the specifications of Section 02530.
3.03 RECORDS
As-built Drawings. The Contractor shall maintain a set of the contract drawings depicting as-built conditions resulting from Contracting Officer-authorized changes. The drawings shall be maintained in a current condition. Changes from the original contract drawings shall be indicated in red on the drawings. At the completion of the contract work, a set of neatly red-lined as-built drawings identifing the changes shall be submitted to the Contracting Officer.

SECTION 01505
MOBILIZATION
This work shall consist of preparatory work and operations necessary for the movement of personnel, equipment, supplies, and incidentals to the project site, and for all other work and operations that must be performed or that cause costs to be incurred prior to beginning work on the various items on the project site.
1.02 PAYMENT
Measurement and/or payment will be made AS SHOWN ON THE SCHEDULE OF ITEMS.
Progress payments will be made as follows:
A. When 5 percent or more of the original contract amount is earned from other pay items, 50 percent of the amount for mobilization, or 5 percent of the original contract amount, whichever is less, will be paid.
B. When 10 percent or more of the original contract amount is earned from other pay items, 100 percent of the amount for mobilization, or 10 percent of the original contract amount, whichever is less, will be paid.
C. Upon completion of all work on the project, any unpaid amount for mobilization will be paid.
The total of all payments, including bonding, shall not exceed the original contract amount for this item.

SECTION 01511
TEMPORARY FACILITIES AND UTILITIES
The work of this Section includes providing all temporary facilities and controls needed for the project.
The Contractor shall furnish all equipment, labor, materials and incidentals necessary to hook-up, install and maintain the facilities. Such facilities include but are not limited to:
1. Sanitary facilities.
2. Directional signs, safety signs and barricades.
3. Temporary utilities such as water, electricity, and telephone service.

1.03 QUALITY ASSURANCE
OSHA Compliance: Comply with Occupational Health and Safety Requirements for Construction
(29CFR 1926).
Hazardous Materials Compliance: For hazardous materials regulated by OSHA see 29 CFR Part 1910, Subpart Z.
1.04 MEASUREMENT AND PAYMENT
No separate payment will be made for the work specified in this Section.
2.01 WATERING EQUIPMENT
Watering equipment, including piping, shall be watertight. Tanks shall be of known capacity.
Equipment used for dust control and finishing operations of subgrade and surfaces shall provide uniform and controlled application of water from the driver's position at all times.
3.01 SANITARY FACILITIES
The Contractor shall provide temporary sanitary facilities for all workers and maintain the facilities in a clean and sanitary state. During the recreational season, the Contractor may use the existing comfort stations. Contractor furnished facilities shall be available for Government personnel use.

3.02 REMOVAL
The Contractor shall remove temporary facilities and controls as progress of the work will permit or as directed by the Contracting Officer.
3.03 FENCES
Temporary fences will be permitted for securing materials, equipment, vehicles, tools, for protection of work, and protection for the public.
3.04 OPERATIONS AND STORAGE AREAS
Operations and storage areas shall be restricted to the project site, AS SHOWN ON THE DRAWINGS or as directed by the Contracting Officer.
3.05 COSTS
All fees and costs for the hook-up, installation, use, maintenance and removal of temporary facilities and controls shall be paid by the Contractor.

PRODUCT HANDLING
Work included: Contractor shall protect products scheduled for use in the work by means including, but not necessarily limited to those described in this Section.
1.02 RELATED SECTION

1.03 TESTING LABORATORY RECOMMENDATIONS
A. Except as otherwise approved by the Contracting Officer, Contractor shall determine and comply with testing Laboratory's recommendations on product handling, storage and protection.
B. Facility and Equipment: The Contractor shall provide, install, maintain, and operate a complete and adequate facility for the handling, execution, disposal, and distribution of all material and equipment required for the proper and timely performance of all work connected with the Contract.
1.04 PACKAGING
A. Delivery and Storage: Deliver all manufactured materials in the original packages, containers, or bundles (with the seals unbroken) bearing the name or identification marks of the manufacturer.
1. Maintain packaged materials with seal unbroken and labels intact until time of use.
2. Promptly remove damaged material and unsuitable items from the job site, and promptly replace with material meeting the specified, requirements, at no additional cost to the Government.
B. The Contracting Officer will reject as non-complying materials and products that do not bear identification satisfactory to the Contracting Officer as to grade, quality, or other pertinent information.
1.05 PROTECTION
Contractor shall protect finished surfaces until accepted by the Contracting Officer.
Store all materials in such a manner as necessary to properly protect them from damage. Materials shall be transported and handled to preserve their quality and fitness for the work. Materials or equipment damaged by handling, weather, dirt, or from any other cause will not be acceptable.
Aggregates shall be stockpiled, loaded, and transported in a manner that will preserve specified gradation and avoid contamination. Stockpiles of aggregate having different gradations shall not be intermingled.
Store material so as to cause no obstructions. Store material off sidewalks, roadways, and underground services. The Contractor shall be responsible for protecting all material and equipment furnished under the Contract.

1.06 REPAIRS AND REPLACEMENTS
A. In event of damage, Contractor shall promptly make replacements and repairs as directed by the Contracting Officer, and at no additional cost to the Government.
B. Additional time required to secure replacements and to make repairs will not be considered by the Contracting Officer to justify an extension of the Contract time.
1.07 SUBSTITUTION OF MATERIALS
When a specific manufacturer, trade name or material is specified, or indicated, it is to establish a standard of quality and shall not be construed as limiting competition. If the Contractor desires to use a manufacturer, trade name or material other than that specified, they shall request approval of such substitutions, in writing, to the Contracting Officer. Submittals for approval of substitute manufacturer, trade name or materials should contain sufficient information, descriptive brochures, drawings, samples or other data as necessary to provide direct comparison to the specified products.
Each submittal shall be well marked and identified as to the type and kind of items being submitted for approval. It is the sole responsibility for the Contractor to submit complete descriptive and technical information so that the Contracting Officer can make proper appraisal. Lack of proper information will be sufficient cause for rejection. References to catalogs that the Contracting Officer may or may not have, will not be accepted.
Substitutions shall not be offered unless a thorough check is made of all related items and interferences, revised arrangements and other changes that may result. Prepare drawings of revised equipment and piping arrangements caused by substitutions. Such drawings shall be equal in quality to Contract Drawings. The cost of supplying drawings shall be included by the Contractor in their estimate of proposed substituted materials.
By offering a substitution the contractor shall accept responsibility for its effect on the work of all trades, including any possible delays in the completion time of the Project. All costs of changes in the work of other trades and drawings, etc., affected by inclusion of Contractor requested substitution shall be paid by the Contractor requesting approval of such substitution.
It shall be the Contractor's responsibility to insure that substitutes perform in accordance with the design intent of the specified product. Certification to that effect shall be required as part of the approval.
Unless specifically submitted and approved in accordance with above, substitutions will not be allowed.

SECTION 01700
CONTRACT CLOSEOUT AND CLEANUP
This section includes the requirements covering the disposal of excess material resulting from construction operations and the cleanup work required in areas affected by the construction.
1.02 PAYMENT
No separate payment will be made for work specified in this section.
2.01 All cleaning materials and equipment used shall be selected and employed with care to avoid scratching, marring, defacing, staining or discoloring the surfaces cleaned.
3.01 EXCESS MATERIALS AND REFUSE
All refuse and unused materials generated by the contractor's operations including wood, asphalt, concrete, vegetative materials and the like shall be removed from the project site and disposed of off-site in accordance with State and local regulations.
3.02 CLEANUP DURING CONSTRUCTION
Cleanup shall be performed by the Contractor as required to prevent accidents to personnel and protect all work in-place. Construction cleanup shall consist of the removal of all dirt, trash, scrap, debris, and excess materials from the construction space or walking surface that may cause the tripping or sliding of workers, ladders, or equipment.
3.03 FINAL CLEANUP
Immediately prior to the Contractor's request for final inspection of the Project, final cleanup shall be performed.
3.04 QUALITY OF CLEANUP
In addition to the normal "broom clean" requirements, the exposed surfaces of the following materials shall be cleaned as listed below:
A. Glass: Remove excess putty and paint and all glass shall be washed clean.
B. Painted Surfaces: Remove marks, stains, fingerprints and dirt. All cleaned and new surfaces shall appear to be the same.
C. Roof: Remove all dust, dirt and debris.
D. Hardware: Clean.
E. Quarry Tile: Mop and clean, remove stain marks and heel marks as necessary.
F. Site: Remove all trash, debris and surplus excavated material. No items shall be left or discarded elsewhere on the site. Items that will be discarded shall be removed to a proper disposal location off of the site.

G. General: Remove paper labels from glass fixtures and equipment only after respective items have been inspected, verified and approved to assure that each complies with requirements of the Specifications and Drawings. Labels and plates that are permanently attached to equipment shall not be removed. Remove paint and clean all permanent labels so that they are legible.
H. Lighting fixtures defusers wiped clean.
3.05 SALVAGEABLE ITEMS
Salvageable items not intended for use in this contract and not specifically designated to remain the property of the Government shall become the property of the Contractor. All existing signs shall remain the property of the Government.

SECTION 01711
CLEANUP AND DISPOSAL
This work consists of the cleanup required in areas affected by the construction and the disposal of refuse and excess materials resulting from construction operations.
1.03 MEASUREMENT AND PAYMENT

SECTION 02100
CLEARING AND DEMOLITION
This work shall consist of all site clearing required to complete the Project as indicated by the Contract Documents and Drawings. The work includes, but is not limited to, removal and disposal of all any material that are not designated to remain.
1.042 MEASUREMENT
Measurement and/or payment will be made for the work described in this Section as SHOWN IN THE
SCHEDULE OF ITEMS.

All designated facilities and pavement are to be removed unless specifically identified. Work shall be confined within the designated construction limits AS SHOWN ON THE DRAWINGS.

Accumulations of vegetative materials laying on top of the mineral soil (ie. pine needles and duff) shall be removed and conserved for spreading over disturbed areas.

3.07 TRANSPORTATION
All materials designated to be salvaged shall be carefully removed.

SECTION 02200
EARTHWORK
This work consists of all excavation, compaction, grading, trenching, fill, and backfilling for the building concrete slab. Earthwork shall include but is not limited to the following:
A. Excavate to levels and lines required for foundations, trenches and other subgrade work.
B. Fill and backfill to grades indicated, including the importing of approved material.
C. Removal of unsuitable subgrade material and replacement with acceptable material.
D. Compaction
E. Rough and finish grading to levels and lines indicated.
F. Granular rock base, sand AS SHOWN ON THE DRAWINGS for slabs on grade.
1.02 PROTECTION
Furnish, install and maintain all supports, shoring and sheet piling required to support the sides of excavation and to protect adjacent work or existing improvements.
1.03 VERIFICATION OF CONDITIONS
The Contractor shall carefully examine existing conditions and information, shall become familiar with the nature and location of the work, the conformation of the ground, the nature of subsoil conditions, groundwater conditions, nature and extent of materials or existing improvements to be encountered and any and all determinable matters that can affect the work, prior to beginning work.
1.04 MEASUREMENT

2.02 BACKFILL - STRUCTURES
A. General. All fill material shall be approved by the Contracting officer. Excavated materials from the site may be used if approved. Imported fill shall be nonexpansive and predominantly granular soil or soil-rock mixture which is free from organic matter and deleterious substances and which does not contain materials over two inches in greatest dimension. Material having a dimension greater than 1-1/2 inches shall not be used in the upper six inches of fill. Liquid limit shall not exceed 20; plasticity index in accordance with ASTM D4318; sieve analysis in accordance with ASTM C136.
B. Material for use as building and foundation subgrade compacted backfill shall consist of approved well graded, clean sands and gravels.

2.03 IDENTIFICATION TAPE (UTILITY LINES)
Identification tape shall be minimum 2-inch wide "Idento-Tape" as manufactured by Allen Systems, Inc., or approved equal. Tape shall be color coded to correspond with the utility below. Where there are multiple utilities, the tape shall be 6 inches wide and read "Utilities Buried Below". A #14 CU locating insulated conductor wire shall be strapped to any run, water, sewer or gas line over 5 feet in length and stubed off at 12 “ minimum above ground at the ends of the rise or sweeps inside valve boxes and marked with an unremovable aluminum tag with the corresponding utility
2.04 ROCK BASE FOR SLABS ON GRADE
Aggregate material shall be crushed stone or gravel free of organic matter and other deleterious materials.Material shall be graded as follows:

Drawings of the project are intended for reference only. Contractor shall verify all actual site conditions, levels and grades prior to beginning work and inform the Contracting Officer as to any discrepancies that exist, prior to start of work.
3.02 EXCAVATION AND DISPOSAL
All excavations of every description and of whatever substances encountered shall be performed to the depth indicated on the drawings or staked on the ground. All materials shall be piled in an orderly manner a sufficient distance from the banks of an excavation to avoid overloading and to prevent slides or cave-ins. Any excess excavated material may be utilized in other work areas, provided it is suitable material. Sheeting and shoring should be used as is necessary for the protection of the work and for the safety of personnel. Excavations shall be by open cut. Whenever depth of excavation exceeds 5 feet, the surface shall be sloped back at a 1-1/2 to 1 slope or the excavation shall be shored, as per OSHA requirements.
3.03 SITE EXCAVATION
The existing surface materials shall be removed in accordance with Section 02100. All suitable excavated material shall be used in the construction of subgrades, shoulders, slopes, bedding and backfill for trenches and structures and backfill of future landscape areas.
3.04 EXCAVATION FOR FORMWORK AND STRUCTURES
A. Excavation for slabs on grade shall be sufficient to allow for rock base, vapor barrier, sand, and slab thickness AS SHOWN ON THE DRAWINGS and as otherwise required.
B. The Government will not make payment on excavations beyond indicated limits unless such excavations are authorized by the Contracting Officer in advance of doing the work.
Overexcavation shall be restored to specified elevations with compacted backfill approved by the Contracting Officer. Overexcavation below footings shall be filled with concrete poured integrally with the footing.
C. Excavated material not suitable for backfill shall be removed and disposed of off National Forest lands or as specified elsewhere herein.

D. All material to be excavated shall be unclassified and shall include earth fills, gravels, boulders, debris and any other materials encountered in excavation and grading operations. The Contractor shall remove all materials to the depth and extent indicated on the drawings or specified herein.
E. Unsuitable material not having the required bearing capacity AS SHOWN ON THE DRAWINGS or that has been disturbed or weakened by construction activity shall be completely removed and replaced with compacted backfill material or concrete to the required levels. The unsuitable material removed shall be disposed of as directed by the Contracting Officer.
3.06 EXISTING UTILITY LINES
A. The Contractor's attention is directed to the existence of pipe and other underground improvements which may or may not be SHOWN ON THE DRAWINGS. All reasonable precautions shall be taken to preserve and protect any such improvements. The Contractor shall be responsible for contacting U.S.A. 811 48 hours before excavating to locate utilities.
B. The Contractor shall be aware of the possible existence of underground utilities and improvements which may be in place but not shown on the drawings. If such are encountered the Contractor shall notify the Contracting Officer immediately and take precautions to preserve and protect any such improvements until further instructions can be issued by the Contracting Officer.
C. Where existing utilities or improvements interfere with the work, they shall not be removed, relocated or otherwise disturbed unless authorized by the Contracting Officer.
3.07 CONTROL OF WATER
Whenever subsurface water is encountered or surface water can enter an excavation, the Contractor shall furnish, install and maintain, and operate all necessary machinery, appliances, and equipment to keep the excavation free of water until the placing of the bedding material, laying and joining of the utility line, installation of tanks or structures, inspection and approval for backfill, is complete and all danger of flotation and other damages is removed.
3.08 SITE BACKFILL AND COMPACTION
Compact all subgrade areas to receive surfacing (asphalt concrete or concrete pads) to not less than 95 percent of AASHTO T 180, method C or D for a minimum depth of 2 feet below subgrade elevation.
Areas identified for future landscaping shall be graded and wheel rolled.
The density of the material specified for compaction shall be determined during the progress of thework by AASHTO T-191 or T-205 or T-238. Moisture of the fill material shall be determined by AASHTO T-217 or T-239 or T-255. Adjustment for coarse particles will be made in accordance with AASHTO T-224.
In areas where field density test results indicate less than the required degree of compaction, or in areas where previously accepted compaction has been disturbed, the backfill shall be replaced or recompacted to obtain the required results at no additional cost to the Government.
3.09 BACKFILLING UTILITY TRENCHES N/A
3.10 BACKFILLING FOR WATER VALVES AND VALVE BOXES N/A
3.11 BACKFILL FOR STRUCTURES
A. Backfilling behind exterior foundation walls shall consist of materials as specified elsewhere hereinand shall be compacted to a density of not less than 95 percent of the maximum dry density determined by ASTM Procedure D-1557 Method C or AASHTO T 180, Method C or D. Material placed outside the perimeter of the building shall be compacted to a density of not less than 90 percent of maximum.

B. Backfill behind interior walls, below slab-on-grade, footings and foundation mats shall consist of materials as specified elsewhere herein and shall be compacted to a dry density of not less than 95 percent of the maximum dry density determined by ASTM Procedure D-1557, Method C or AASHTO T-180, Method C or D.
C. Backfilling against foundation walls shall not be started until conditions have been inspected and approved by the Contracting Officer. No backfill shall be placed until the foundation walls have cured sufficiently to develop the strength necessary to withstand, undamaged, the pressure that will result from backfilling and compaction operations (minimum 7 days).
D. Prior to placement of backfill, all forms shall be removed and the excavation be cleaned of all trash, debris and unsuitable material.
E. Where self-propelled or power mechanical compaction is used, the uncompacted thickness of each lift of structural backfill shall be not more than 8 inches. Where hand-operated mechanical compaction is used, the structural backfill shall be placed in thinner layers of not more than six inches, such that the specified degree of compaction is attained.
F. Rollers shall not be operated within two feet of structural walls unless otherwise approved by the
Contracting Officer. Care shall be exercised in placing backfill to avoid damage to conduit and piping systems.
G. Fill material shall be placed and compacted at a moisture content suitable for compaction. No fill material shall be placed when free water is standing on the surface of the area where the fill is to be placed and no compaction of fill will be permitted with free water on any point of the surface of the fill to be compacted. Any fill containing organic materials or other unacceptable material previously described shall be removed and replaced with approved fill material prior to compaction.
H. Unless otherwise specified, all backfill not accessible to roller compaction shall be compacted by power tampers or vibratory compactors or other approved means to the same degree of compaction specified.
I. Native soil or borrow material for concrete trail construction shall exceed 95 percent of the maximum density as determined by AASHTO T-99, Method C or D.
3.12 BORROW MATERIAL
If in the process of fulfilling the grading and backfill requirements of this specification, a deficit of material results, the Contractor shall import suitable material from the source designated, approved and staked by the Forest Service.
3.13 VAPOR BARRIERS
Vapor barriers are required under all interior slabs-on-grade unless otherwise SHOWN ON THE DRAWINGS. Install with complete coverage over gravel base. Lap all joints six inches minimum.
Seal all tears and breaks and all pipe and conduit penetrations with waterproof tape recommended by the manufacturer for that purpose. Cover all vapor barriers with a minimum of two inches of clean sand.
3.14 SUBSURFACE DRAINS
Subsurface absorption drains and transmission lines shall be installed where indicated on the drawings and backfilled with filler material. Provide not less than four inches of filter material under pipe.
Solvent welded plastic perforated pipe shall be laid with perforations down. Where subsurface drains connect to site drainage of plumbing systems, verify inverts of connections and lay pipe accordingly.

3.15 GRADING
All areas covered by the project, including excavated and embankment areas and adjacent transition areas, shall be uniformly graded so that finished surfaces are at elevations that conform to the surrounding terrain. Areas to receive future topsoil shall be graded to allow for such material in the finished elevations. Finished surfaces and surfaces to receive paving and aggregate base shall be reasonably smooth, compacted and free from surface irregularities that would affect drainage. Ditches, gutters and swales shall be furnished to permit proper surface drainage.
3.16 TESTING
A. All inspection and testing shall be in accordance with Section 01442.
B. Where fill, backfill, or in-place materials are required to be compacted to a specific density, the maximum density for control shall be determined by using ASTM D1557 or AASHTO T99 or T180 method C or D. The results of these tests shall be the basis upon which satisfactory completion of work will be judged. Any area or portion thereof that does not meet minimum density requirements shall be reworked and recompacted until it meets the project density requirements.

SECTION 02530
AGGREGATE
This work shall consist of placement of aggreagate, AS SHOWN ON THE DRAWINGS.
Submittal: The Contractor, 10 days prior to placement, shall submit to the Engineer, in writing, a proposed job mix-formula for the aggregate mix. The design shall be in accordance with California Test No. 105. The mix design shall include curves for asphalt content versus density, stability and air voids.
1.02 MEASUREMENT
Measurement and/or payment will be made for the work described in this Section as SHOWN IN
THE SCHEDULE OF ITEMS.
2.01 AGGREGATES
All aggregate shall be clean and free from decomposed material, organic material and other deleterious substances. The aggregate shall meet the following requirements:
A. Coarse Aggregate: Coarse aggregate shall consist of crushed stone or crushed gravel retained on the No. 4 sieve. At least 25 percent by weight shall be crushed particles having more than one fracture face, and at least 50 percent by weight shall have at least one fractured face.
B. Fine Aggregate: Fine aggregate shall consist of material passing the No. 4 sieve. At least 20 percent by weight of the particles passing the No. 4 sieve and retained on the No. 8 sieve shall be crushed particles having at least one fractured face. The remainder may consist of natural fine aggregate.
C. Combined Aggregate: The combined aggregate shall not have a percent wear greater than 50 when tested in accordance with AASHTO T 96, and shall not have a sand equivalent of less than 45 when tested in accordance with AASHTO T 176. When there is a difference of 0.20 or more between the bulk specific gravity (AASHTO T 85) of the coarse aggregate and the apparent specific gravity (AASHTO T 84) of the fine aggregate, the blend of aggregate shall be modified by California Test No. 105. The combined aggregate gradation shall meet the requirements below:

3.01 SURFACE PREPARATION
Fine grade and proof-roll subgrade or aggregate base course. If surface shows soft spots, such areas shall be removed and replaced with compacted aggregate base material.
The prepared surface shall be approved by the Contracting Officer, in writing.
3.02 SPREADING AND FINISHING EQUIPMENT
Compaction shall be accomplished by either:
A. Vibratory steel-wheeled roller (minimum 6 tons)
B. Non-vibratory steel-wheeled roller (minimum 250 lbs per inch of width) and pneumatic roller (smooth wheel 80 psi minimum).
3.03 COMPACTION TESTING AND ACCEPTANCE
In place density shall be determined according to ASTM D 2950 or AASHTO T 230. The compaction requirements are as follows:
A. All individual test results equal or exceed 92 percent compaction of relative maximum density from the job mix formula; and
B. The average of all test results equals or exceeds 95 percent compaction of the relative maximum density from the job mix formula.

SECTION 03100
CONCRETE FORMWORK
This work shall consist of furnishing and placing all formwork, formwork supports, formwork coating and soaking, screeds and levels required. Work shall also include all formwork removal.

No separate payment will be made for the work in this Section. See Section 01315.
2.01 FORM COATINGS
Provide commercial formulation form coating compounds that will not bond with, stain, nor adversely affect concrete surface's bond or adhesion, nor impede the wetting of surfaces to be cured with water or curing compounds.
2.02 FORMS
Forms shall consist of plyform grade plywood, or approved equal, for exposed work; and boarding or plywood for concealed work.
