14. DESCRIPTION OF AMENDMENT/MODIFICATION (Organized by UCF section headings, including solicitation/contract subject matter where feasible.

Auberry Pre-engineered Metal Building This solicitation is amended as follows:

1. The solicitation header has the wrong solicitation number, the correct solicitation number is AG-9A40-S-17- 0011 as listed in FBO.

2. The receipt of Offers is extended to Friday August 25th close of business 4:30 PM.

3. M.4. Evaluation Factors, is revised as follows: See page 2.

4. The Period of Performance listed in the solicitation only applies to the building construction. Two Notices to proceeds will be issued, the first to start the submittal process and the 2nd will be for the construction phase.

The first performance period will be 60 days from the notice to proceed.

5. A pre-bid tour will not be scheduled…If a site visit is requested, please send me dates and times so I can make arrangements to have a Forest Service Representatives on site.

6. Attached are answers to RFIs

Except as provided herein, all terms and conditions of the document referenced in Item 9A or 10A, as heretofore changed, remains unchanged and in full force and effect.

M.4. EVALUATION FACTORS

1. Technical Proposal Instructions: The technical proposal will be used to evaluate and determinate whether the proposal will meet the requirements of the Government.

Therefore, the technical proposal must present sufficient information to reflect a thorough understanding of the requirements and a detailed description of the techniques, procedures, subcontractors, and program for achieving the objectives of the specifications/statement of work. Proposals which merely paraphrase the requirements of the Government’s specifications / statement of work, or use such phrases as “will comply” or “standard techniques will be employed” will be considered unacceptable and will not be considered further. The technical proposal must address all of the technical evaluation factors described below for all of the technical work items listed above.

A. Prior Experience and Past Performance:

(1) Prior Experience: Show and describe in detail past projects related to the construction and erection of metal buildings.

(2) Past Performance: Provide and describe the performance and completion

(on time or ahead of schedule) of projects within the past five years as it relates to the work proposed in this solicitation.

B. Technical Approach:

(1) Capacity:

(a) Describe your ability to accomplish this project in its required timeframe, including a technical narrative and tabular work schedule.

(b) Describe/list your proposed workforce (on hand or proposed, including subcontractors) and equipment (owned or rented) planned to complete this project.

(2) Compliance, Inspection, and Quality Control:

(a) Describe your plan to comply with final design, fabrication, installation, and quality control requirements for materials, construction, and workmanship described in the solicitation.

(b) Describe your plan to provide project supervision with personnel qualified to supervise this type of project. What is the supervisor’s planned job role for this project?

C. Price: Price will be evaluated after the technical evaluation is completed. The award decision will be made in accordance with the award statement in M3 above.

NOTE: Failure to provide a technical proposal addressing each item as listed above will disqualify you from award of the resulting contract!

This request for proposals does not commit the Government to pay any cost incurred in the preparation of the submission of proposals.

REQUEST FOR INFORMATION

1. What will the building collateral load requirements be? Do you plan on future solar on the roof or other types of array? No.

2. The specifications call for 200’ of gutters. Typical metal building construction only allows for gutters on the eaves side of the building not the gable side. This would only allow for only 120’ of gutters. Will the government allow this substitution to the specifications? Only on the eaves. The 200’ is a typo.

3. The specifications call for 0.030-inch nominal uncoated steel thickness on the roof and wall panels. This converts to approximately 22 gauge steel. Typical metal building construction in California with minimal snow loads or extreme wind deflections would be adequate with 26 gauge walls and 24 gauge roof system.

The extra steel thickness will drive the building cost up significantly. Will the government accept the lower gauge steel for roof and wall systems. Yes, include building specifications in the technical proposal.

4. Please confirm the garage doors are to be manual and not electric. Manual

5. Which end or side walls does the government anticipate the garage doors to be installed? I do not know the answer until the building is laid out. Door framing will need to be included in the building.

6. The specifications state disposal of unsuitable materials (spoils) will be removed and disposed of as directed by the Contracting Officer. Will any costs associated with disposal (if any) be borne by the government or contractor? Contractor, however any soil (duff layer) removed from the building site can be scattered on site. All other trash created by the contractor will have to be removed and disposed of accordingly.

7. Please confirm the building location conditions. Is it to be situated in the parking lot area? No. Bare land fairly flat within the Auberry Work Center. One Oak tree will be cut and removed by the Forest Service, however the contractor will need to grub out the root system.

1. Solicitation section M provides the evaluation factors for award. Page 31 (A) prior experience. Can you clarify do we have to show asphalt work prior experience as it does not relate to the scope of work? Any work that would support your companies experience will be evaluated.

2. Per drawing 3 notes concrete slab shall have piping for plumbing and electrical.

Do we need to connect piping/conduit to existing utilities? No, the rough plumbing is for the toilet drain and the uffer ground is all I am looking for.

3. Does this project require to provide rough in for future HVAC, fire alarms and / or fire suppression? No. Not required.

4. Will the design require sidewalks and or parking area? No.

5. The sketch provided mentions R-10 insulation for walls and roofing. This rating does not meet Title-24 how would you like to proceed? Submit your prices as specified R10.

6. No liquidated damages are mention on the solicitation. Is this project exempt from liquidated damages? No liquidated damages.

1. Can we email the Auburry Metal building proposal to you then send a hard copy if needed. No bond is specified. Yes, proposals may be emailed to pgallegos@fs.fed.us.

2. Bid bonds are not required.
