Request for Information, Question and Answers

1. Question: Power line falling.

Answer: There will be no falling of trees in “Powerline right of ways”

2. Question: Traffic Control.

Answer: The contractor(s) will be responsible for traffic control. The contractor(s) shall submit a traffic control and signing plan for the project for approval by the COR prior to starting work. The plan shall comply with the provisions of the current edition of the Manual of Uniform Traffic Control Devices

(MUTCD).

3. Question: If a green tree or seedling is damaged what will the contractor's liability be?

Answer: The contractor will need to fall a severely damaged tree and treat the slash. Actual Damages will not be accessed, however if excessive damage is occurring the Forest Service will exercise its right to terminate for default and re-procurement costs will be accessed.

4. Question: Locked Gates.

Answer: ATVs or similar vehicles are being allowed to drive behind locked gates this week only. The Forest Service will need to know which roads to ensure which gate key is appropriate and to advise of any known issues on roads. Office hours are 8 to 4:30.

5. Question: Specification on lopped material length or pile size

Answer: There are no specifications on length of lopped material.

Piles shall be properly constructed to facilitate burning. They shall be built in a haystack shape, be roughly as long as they are wide and be at least as tall as half the width. They shall be constructed so the material is tightly compacted and free of dirt. This may require treating the slash to build a proper pile. The piles shall be placed so that when burned they will not damage any remaining vegetation (particularly conifers and oaks). Additionally they shall not be placed near stumps, downed logs or other concentrations of flammable material, this also includes not building the piles so close to one another that fire could radiate from one to the next. Maximum pile size of 12 ft. X 12 ft. length/width, and no higher than 6 ft. The Contractor shall construct a fire line cleared to mineral soil and at least 3 feet wide around each pile. In areas where there is potential for burning material to roll, firelines shall be trenched on the downhill side of each pile to adequately prevent material from crossing firelines. Trenches shall be constructed by hand unless otherwise agreed.
