Request for Information, Question and Answers
1. Question: The map identifies the General Highway as being part of the treatment area is this correct?
Answer: No, Generals Hwy is not included
2. Question: Could you provide the actual lop and scatter requirements that will be implemented throughout this project?
Answer: The solicitation states:
Lop and Scatter, Slash shall be scattered to reduce slash concentrations with slash being generally left no more than 18 inches deep on the ground. Slash shall be scattered into openings away from and without unnecessary damage to residual trees. All scattered logs shall be limbed, placed away from trees and positioned so they will not roll. When scattering is specified, another method may be used by agreement.
3. Question: If a skid steer is utilized will there be the same operating requirements as a skidder or a dozer for example?
Answer: Yes.
4. Question: If a green tree or seedling is damaged what will the contractor's liability be? (any cost) "Leave trees and seedlings shall be avoided. The contractor shall work in such a manner that will not damage the bark, bole, or roots of these live trees. When avoidable damage occurs, the contractor shall be liable for actual damages."
Answer: The contractor will need to fall a severely damaged tree and treat the slash. Actual Damages have not been determined, the Forest Service will provide the amounts of actual damages at a later date but before the solicitation closing date.
5. Question: The advertisement only mentions protection of roads, control areas
(arch and sensitive plants), and other landowners properties. Will Fences, structures, or any other locations be protected?
Answer: Yes, any infrastructure in the immediate vicinity that can be damaged by work activities.
6. Question: Just for clarification the goal is to leave 3 snags per that will not hit the road standing, and 5 downed logs per acre?
Answer: The goal is to fell all trees that pose a “high” hazard (per R5 Guidelines) to the road. There is no min/max number of snags or down logs per acre for this project.
7. Question: What will be a reason that flagging or painting is deemed necessary?
Only green trees or questionable trees?
Answer: We wanted to provide the option if a contractor felt a need to ID trees prior to be felling, and in the case of questionable trees to get concurrence before felling.
8. Question: The only tracking that will be required is the total number of trees fell and slash treatment per day?
Answer: The tracking needs to be per week and the trees are by size class (A, B, C or D per tracking form), and specified by road/trail number.
9. Question: The Spotted Owl LOP is not identified on the map, where is this LOP at?
Answer: There is no LOP.
