SIERRA NATIONAL FOREST DIVISION 1 01010-1
FLOW METERS & CHLORINATORS PROJECT
SECTION 01010
SUMMARY OF WORK
PART 1 GENERAL
1.01 SCOPE
This project work consists of installing 32 new flow meters and installing 13 new chlorinators throughout the Sierra National Forest. Work consists, but is not limited to, electrical wiring, plumbing, concrete slab construction (if applicable), well house building construction (if applicable), disinfecting of water distribution, and any miscellaneous work involved with this project. The work includes all labor, materials, equipment and services requried for the contract as specified here in and AS SHOWN
ON THE DRAWINGS.
1.02 STORAGE AREAS
The Contractor will be required to restore any staging or storage areas to their original conditions as outlined in Section 01711. Material storage and maintenance of equipment will be confined to the marshalling areas. Marshalling areas will be identified by the
CONTRACTING OFFICER. When not in use, equipment shall be stored in a marshalling area or AREAS approved by the CONTRACTING OFFICER.
1.03 TRAFFIC
A. Traffic Control: Warning devices and barricades shall be maintained in the construction area at all times, and shall be in conformance with the Manual on
Uniform Traffic Control Devices.
B. Traffic Safety: Safety precautions shall be in accordance with the latest edition of the State of California Construction Safety Orders.
C. Hauling Restrictions: The Contractor shall comply with all legal load restrictions in the hauling of materials on public roads within and outside of the limits of the project. A special permit will not relieve the Contractor of liability for damage which may result from the moving of equipment.
D. Equipment Cleaning: All-off road equipment shall be free of noxious weeds, free of soil, seeds, vegetative matter, or other debris that could contain or hold seeds.
Contractor shall certify in writing that all off-road equipment is free of noxious weeds prior to commencing operations on the project site. Contractor shall employ whatever cleaning methods that are necessary to ensure that all off-road equipment is free of noxious weeds. Equipment shall be considered free of soil, seeds and other such debris when a visual inspection does not disclose such material. Disassembly of equipment components or specialized inpection tools are not required. Contractor shall at least, 5 working days prior to moving each piece of equipment onto the project site, identify the location of the equipments’ most recent operation.

E. Traffic Speed: In the project area the speed limit shall be 10 mph. This speed limit shall be strictly adhered to by the Contractor under this contract.
F. Administrative and Emergency Traffic: The Contractor shall keep the project area open for administrative and emergency traffic at all times.
1.04 PAYMENT
No separate measurement or payment will be made for the work specified in this section.

SECTION 01315
SCHEDULES AND REPORTS
This Section includes the requirements for the submittal of the Contractor's proposed work schedule for the project and a breakdown of the Contractor's bid amount for purposes of making progress payments. The breakdown shall include percent of work completed and materials used for the contract project. Progress payments may also include materials on hand at project site. These items of materials on hand shall be deducted from subsequent progress payments as materials are installed or placed into service. Contractor is responsible to insure the accountability of these items in reporting to the Contracting Officer.
PART 2 PRODUCTS
2.01 SUBMITTALS
The submittals of the work schedule shall be on paper and shall include three copies of each.
PART 3 EXECUTION
3.01 WORK SCHEDULE
Within 15 days of the issuance of the Notice to Proceed, the Contractor shall submit to the Contracting Officer for approval a proposed work schedule for the project. Such schedule shall be in the form of a critical path network or other approved format and shall include the timing for each major phase of the work. The Contractor shall update such approved schedule as necessary when significant changes occur during the progress of the work.
Include in the critical path schedule time for submissions and approval of substitutions as well as tests and inspections.

SECTION 01442
QUALITY CONTROL & QUANTITY MEASUREMENT
This work shall consist of providing certification that the quality and quantity of construction conforms to the drawings, specifications, and requirements of the contract.
1.02 MEASUREMENT
Measurement and/or payment will be made for the work described in this Section
AS SHOWN IN THE SCHEDULE OF ITEMS.

3.01 CONSTRUCTION REQUIREMENTS
A. Offsite Produced Materials. The Contractor shall furnish certificates executed by the manufacturer, supplier, or vendor, stipulating that all offsite produced materials incorporated into the work meet the applicable requirements AS SHOWN
ON THE DRAWINGS or stated in the specifications. Each certificate shall apply to a single commodity or invoice. Incidental purchases needed to remedy minor shortages of material shall be certified by the Contractor.
3.02 SAMPLING, TESTING AND INSPECTION
The Contractor shall provide and maintain appropriate measuring and testing devices, equipment, and supplies to accomplish the required measurement, testing and inspection in a timely manner. Tests, measurements, and certifications shall be made as required by the drawings and specifications. The Contractor shall take samples and perform inspections and tests necessary to achieve the quality of construction required by the contract. Sampling and testing frequency for specific items shall be AS SHOWN ON THE DRAWINGS or in a Special Project
Specification, or as noted below:

3.03 RECORDS
As-built drawings. The Contractor shall maintain a set of the contract drawings depicting as-built conditions resulting from Contracting Officer-authorized changes. The drawings shall be maintained in a current condition. Changes from the original contract drawings shall be indicated in red on the drawings. At the completion of the contract work, a set of neatly red-lined as-built drawings identifing the changes shall be submitted to the Contracting Officer.

SECTION 01505
MOBILIZATION
This work shall consist of preparatory work and operations necessary for the movement of personnel, equipment, supplies, and incidentals to the project site, and for all other work and operations that must be performed or that cause costs to be incurred prior to beginning work on the various items on the project site.
1.02 PAYMENT
Measurement and/or payment will be made AS SHOWN ON THE SCHEDULE OF ITEMS.
Progress payments will be made as follows:
A. When 5 percent or more of the original contract amount is earned from other pay items, 50 percent of the amount for mobilization, or 5 percent of the original contract amount, whichever is less, will be paid.
B. When 10 percent or more of the original contract amount is earned from other pay items, 100 percent of the amount for mobilization, or 10 percent of the original contract amount, whichever is less, will be paid.
C. Upon completion of all work on the project, any unpaid amount for mobilization will be paid.
The total of all payments, including bonding, shall not exceed the original contract amount for this item.

SECTION 01511
TEMPORARY FACILITIES AND UTILITIES
The work of this Section includes providing all temporary facilities and controls needed for the project. The Contractor shall furnish all equipment, labor, materials and incidentals necessary to hook-up, install and maintain the facilities. Such facilities include but are not limited to:
1. Sanitary facilities.
2. Directional signs, safety signs and barricades.
3. Temporary utilities such as water, electricity, and telephone service.

1.03 QUALITY ASSURANCE

CFR Part 1910, Subpart Z.
1.04 MEASUREMENT AND PAYMENT
No separate payment will be made for the work specified in this Section.
2.01 WATERING EQUIPMENT
Watering equipment, including piping, shall be watertight. Tanks shall be of known capacity. Equipment used for dust control and finishing operations of subgrade and surfaces shall provide uniform and controlled application of water from the driver's position at all times.

3.01 SANITARY FACILITIES
The Contractor shall provide temporary sanitary facilities for all workers and maintain the facilities in a clean and sanitary state. During the recreational season, the
Contractor may use the existing comfort stations. Contractor furnished facilities shall be available for Government personnel use.
3.02 REMOVAL
The Contractor shall remove temporary facilities and controls as progress of the work will permit or as approved by the Contracting Officer.
3.03 FENCES
Temporary fences will be permitted for securing materials, equipment, vehicles, tools, for protection of work, and protection for the public.
3.04 OPERATIONS AND STORAGE AREAS
Operations and storage areas shall be restricted to the project site, AS SHOWN ON
THE DRAWINGS if applicable or as approved by the Contracting Officer.
3.05 COSTS
All fees and costs for the hook-up, installation, use, maintenance and removal of temporary facilities and controls shall be paid by the Contractor.

SECTION 01640
PRODUCT HANDLING
Work included: Contractor shall protect products scheduled for use in the work by means including, but not necessarily limited to those described in this Section.
1.02 RELATED SECTION
General Provisions FAR 52.236-5, Material and Workmanship.
1.03 TESTING LABORATORY RECOMMENDATIONS
A. Except as otherwise approved by the Contracting Officer, Contractor shall determine and comply with testing Laboratory's recommendations on product handling, storage and protection.
B. Facility and Equipment: The Contractor shall provide, install, maintain, and operate a complete and adequate facility for the handling, execution, disposal, and distribution of all material and equipment required for the proper and timely performance of all work connected with the Contract.
1.04 PACKAGING
A. Delivery and Storage: Deliver all manufactured materials in the original packages, containers, or bundles (with the seals unbroken) bearing the name or identification marks of the manufacturer.
1. Maintain packaged materials with seal unbroken and labels intact until time of use.
2. Promptly remove damaged material and unsuitable items from the job site, and promptly replace with material meeting the specified, requirements, at no additional cost to the Government.
B. The Contracting Officer will reject as non-complying materials and products that do not bear identification satisfactory to the Contracting Officer as to grade, quality, or other pertinent information.

1.05 PROTECTION
Contractor shall protect finished surfaces until accepted by the Contracting Officer.
Store all materials in such a manner as necessary to properly protect them from damage. Materials shall be transported and handled to preserve their quality and fitness for the work. Materials or equipment damaged by handling, weather, dirt, or from any other cause will not be acceptable.
Store material so as to cause no obstructions. Store material off sidewalks, roadways, and underground services. The Contractor shall be responsible for protecting all material and equipment furnished under the Contract.
1.06 REPAIRS AND REPLACEMENTS
A. In event of damage, Contractor shall promptly make replacements and repairs as approved by the Contracting Officer, and at no additional cost to the Government.
B. Additional time required to secure replacements and to make repairs will not be considered by the Contracting Officer to justify an extension of the Contract time.
1.07 SUBSTITUTION OF MATERIALS
When a specific manufacturer, trade name or material is specified, or indicated, it is to establish a standard of quality and shall not be construed as limiting competition. If the Contractor desires to use a manufacturer, trade name or material other than that specified, they shall request approval of such substitutions, in writing, to the
Contracting Officer. Submittals for approval of substitute manufacturer, trade name or materials should contain sufficient information, descriptive brochures, drawings, samples or other data as necessary to provide direct comparison to the specified products. Each submittal shall be well marked and identified as to the type and kind of items being submitted for approval. It is the sole responsibility for the Contractor to submit complete descriptive and technical information so that the Contracting Officer can make proper appraisal. Lack of proper information will be sufficient cause for rejection. References to catalogs that the Contracting Officer may or may not have, will not be accepted.
Substitutions shall not be offered unless a thorough check is made of all related items and interferences, revised arrangements and other changes that may result. Prepare drawings of revised equipment and piping arrangements caused by substitutions. Such drawings shall be equal in quality to Contract Drawings. The cost of supplying drawings shall be included by the Contractor in their estimate of proposed substituted materials.
By offering a substitution the Contractor shall accept responsibility for its effect on the work of all trades, including any possible delays in the completion time of the Project.
All costs of changes in the work of other trades and drawings, etc., affected by inclusion of Contractor requested substitution shall be paid by the Contractor requesting approval of such substitution.

It shall be the Contractor's responsibility to insure that substitutes perform in accordance with the design intent of the specified product. Certification to that effect shall be required as part of the approval.
Unless specifically submitted and approved in accordance with above, substitutions will not be allowed.
1.08 MEASUREMENT AND PAYMENT

SECTION 01700
CONTRACT CLOSEOUT AND CLEANUP
This section includes the requirements covering the disposal of excess material resulting from construction operations and the cleanup work required in areas affected by the construction.
1.02 PAYMENT
No separate payment will be made for work specified in this section.
2.01 All cleaning materials and equipment used shall be selected and employed with care to avoid scratching, marring, defacing, staining or discoloring the surfaces cleaned.
3.01 EXCESS MATERIALS AND REFUSE
All refuse and unused materials generated by the Contractor's operations including wood, asphalt, concrete, vegetative materials and the like shall be removed from the project site and disposed of off-site in accordance with State and local regulations.
3.02 CLEANUP DURING CONSTRUCTION
Cleanup shall be performed by the Contractor as required to prevent accidents to personnel and protect all work in-place. Construction cleanup shall consist of the removal of all dirt, trash, scrap, debris, and excess materials.
3.03 FINAL CLEANUP
Immediately prior to the Contractor's request for final inspection of the Project, final cleanup shall be performed.

3.04 QUALITY OF CLEANUP
In addition to the normal "broom clean" requirements, the exposed surfaces of the following materials shall be cleaned as listed below:
A. Site:
Remove all trash, debris and surplus excavated material. No items shall be left or discarded elsewhere on the site. Items that will be discarded shall be removed to a proper disposal location off of the site.
B. Storage Site:
All fencing and equipment shall be removed from this site at the end of project.

C. General:
Remove equipment or materials only after respective items have been inspected, verified and approved to assure that each complies with requirements of the Specifications and Drawings. Labels and plates that are permanently attached to equipment shall not be removed.
3.05 SALVAGEABLE ITEMS
Salvageable items not intended for use in this contract and not specifically designated to remain in the property of the Government shall become the property of the
Contractor. All existing signs shall remain the property of the Government.

SECTION 01711
CLEANUP AND DISPOSAL
This work consists of the cleanup required in areas affected by the construction and the disposal of refuse and excess materials resulting from construction operations.
1.03 MEASUREMENT AND PAYMENT
Section. See Section 01315.

3.01 EXCESS MATERIALS AND REFUSE

National Forest lands in accordance with State and Local regulations. Stumps and other vegetative materials shall be removed and disposed of at designated disposal sites as SHOWN ON THE DRAWINGS and as directed by the Contracting Officer.
3.02 SALVAGEABLE ITEMS
A. Salvageable items not intended for use in this contract and not specifically designated to remain the property of the Government shall become the property of the Contractor. See Section 02100.
B. Items not salveageble shall be disposed of in accordance with article 3.01

SECTION 01720
AS-BUILT DRAWING
1.01 DESCRIPTION OF WORK
This Section describes the contractor’s responsibility to providing complete and accurate as-built drawings, meeting the requirements of this Section.
2.01 MEDIA
Contractor shall be required to update all drawing monthly. The Contractor will be provided five full size (11X17) paper prints of the original drawings and an electronic file with drawings in Auto-CAD 2010 format. The Contractor shall mark one set of original paper prints and make the changes on each sheet of the contract drawings on
Auto-CAD 2010. The drawings and the Auto-CAD information, in CD format, shall be returned to the Government. The Contractor shall also provide to the Government at contract closeout a final plot of as-build drawings on .004 clear film and one set of blue line or black line paper prints.
3.01 REQUIREMENTS
The Contractor shall revise the drawing to reflect changes in the project as construction progresses. These drawings shall be updated at least monthly to reflect the approved changes. The paper copy shall be kept current and be available at all times at the project site. If the Contractor fails to keep AS BUILT drawings current, progress payments will be delayed until the requirements of this section are met.
At the close of the project, the Contractor shall provide final drawings conforming to requirements in Part 2.
Each drawing shall contain the words “AS-BUILT” in a conspicuous location and in the same location on each drawing. The Government will review the as-built drawings, and if revisions are required, the revised as-built drawing will be so noted with the revision date indicated. Final payment under this contract will be withheld until receipt of final, approved as-built drawings. (Also see Section 01442).

SECTION 01741
MANUFACTURER'S WARRANTIES
The work consists of the assignment of manufacturer's warranties for products incorporated into the work.
1.02 MEASUREMENT AND PAYMENT
section. See Section 01315.
2.01 Contractor shall provide manufacturer's warranties for all the material used for the completion of the project.
3.01 MANUFACTURER'S WARRANTIES
All manufacturers’ warranties shall be executed in the name of the Forest
Supervisor, Sierra National Forest, 1600 Tollhouse Road Clovis, California, 93611. The Contractor shall file the original copy of each manufacturer's warranty in a loose leaf binder. The binder shall be delivered to the Contracting
Officer at, or prior to the Final Inspection.

SECTION 02100
CLEARING AND DEMOLITION
This work shall consist of all site clearing and demolition required to complete the project as indicated by the contract documents and drawings. Inorganic material is the responsibility of the contractor and shall be removed from Forest Service lands, in accordance with state and local regulations.
1.02 MEASUREMENT
Measurement and/or payment will be made for the work described in this Section as
SHOWN IN THE SCHEDULE OF ITEMS.
PART 2 PRODUCTS: Not applicable
3.01 GENERAL
Material designated for removal, shall be desposed of off government land inaccordance with local and state requirements. Work shall be confined within the designated construction limits AS SHOWN ON THE DRAWINGS.
3.02 VEGETATION CLEARING
A. Within the clearing limits, remove all stumps to a minimum depth of 4 feet or to depth required to remove all roots 1-1/2" diameter or larger. Remove all grass, weeds and natural vegetation to a minimum depth of 4". Branches on remaining trees and shrubs shall be trimmed to give a clear height of 14 feet above roadbed. Tree limbs shall be trimmed as near flush with the trunk as practicable. If applicable.
3.03 SOIL LITTER
Accumulations of vegetative materials laying on top of the mineral soil (ie. pine needles and duff) shall be removed and conserved for spreading over disturbed areas.
3.04 PAVEMENTS
Remove all pavement materials within the construction limits, and designated for removal, off government land. Any aggregate material encountered under the existing pavement may remain and be incorporated into the subgrade.

3.05 UTILITIES
All below-grade utility services not designated to remain shall be disconnected, capped and plugged. All above-grade utilities not designated to remain shall be removed and disconnected, capped and plugged below grade to a depth of 2 feet or to the lateral connected to, whichever is less. The contractor shall coordinate with the affected utility companies prior to starting work. If applicable.
3.06 TRANSPORTATION
All materials designated to be salvaged shall be carefully removed. The materials shall be delivered to the locations SHOWN ON THE DRAWINGS or as DIRECTED BY
THE CONTRACTING OFFICER. The contractor shall coordinate the transportation and delivery of these materials with the CONTRACTOR OFFICER a minimum of 5 working days prior to the proposed moving date.
3.07 DISPOSAL
All demolition materials, not designated for salvage, shall be disposed of off National
Forest lands, in accordance with State and local regulations. Burning of removed materials will not be permitted on project site.

SECTION 02675
DISINFECTION OF WATER DISTRIBUTION SYSTEM
1.01 Scope: The work consists of cleaning, flushing, and disinfecting waterlines and appurtenances in compliance with AWWA C 651-99 and as specified herein.
1.02 Codes and Standards
A. The following codes and standards will apply to work in this Section.
1. AWWA Manual M20, "Water Chlorination, Principles, and Practices".
2. AWWA Standard C 651-99 “Disinfecting Water Mains”.
2.01 Disinfecting Agent: Disinfecting agent shall be calcium hypochlorite, sodium hypochlorite, or elemental gaseous chlorine to produce a stock solution of known strength.
3.01 Preliminary Flushing: Flushing shall be done before installation of the water meter assembly to prevent damage to the meter. Before disinfection, the main shall be flushed thoroughly with water. Flushing shall be done after the pressure test has been made. Develop a minimum velocity in the main of at least 2.5 feet per second.
3.02 Valve Damage by Foreign Material: If it appears that foreign material may be in the main, all valves on the line shall be thoroughly flushed, and carefully inspected after flushing, to see that the entire operating mechanism of each valve is in good condition.
3.03 Disinfection Methods: After flushing is completed, disinfection (using liquid chlorine, sodium hypochlorite, or calcium hypochlorite) can proceed by one of the following methods or other method approved by the Contracting Officer.
Distribution system disinfection shall be done prior to structures systems disinfection.

A. Continuous Feed: In this method, water from the distribution system or other approved source and the chlorine form selected are fed at constant rate into the new main at a concentration of at least 50 milligrams per liter (mg/L). A properly adjusted hypochlorite solution injected into the main through a solution-feed chlorinator and booster pump may be used. The chlorine residual shall be checked in the presence of the Contracting Officer to insure that the proper level is maintained. Chlorine application shall continue until the entire main is filled. The water shall remain in the main for a minimum of 24 hours, during which time all valves, hydrants, and the like, along the main must be operated to insure their proper disinfection. Following the
24-hour period, no less than 25 mg/L chlorine residual shall remain in the main.
B. Slug Method: In this method, a continuous flow of water is fed with a constant dose of chlorine (as in the previous method) but with rates proportioned to give a chlorine concentration of at least 300 mg/L. The chlorine is applied continuously for a period of time to provide a column of chlorinated water that will contact all interior surfaces of the main for a period of at least three hours. As the slug passes tees, crosses, and the like, proper valves shall be operated to insure their disinfection.
3.04 Disinfecting Broken Waterlines: After determining location and exposure of the break, the area shall be carefully inspected to locate and isolate sewers and other contaminant sources. Following this, the contractor shall flush the main while standing water in the trench is being pumped away. The affected section shall be isolated, service connections shall be shut off, and the section shall be subjected to disinfection procedures described for new mains. The slug may be increased to 500 mg/L. Bacteriological samples shall be taken by the contractor of his representative following disinfection to test the effectiveness of the process.
3.05 Final Flushing: Following disinfection, all treated water shall be thoroughly flushed from the newly laid pipelines.

SECTION 03100
CONCRETE FORMWORK
This work shall consist of furnishing and placing all formwork, formwork supports, formwork coating and soaking, screeds and levels required. Work shall also include all formwork removal.
1.02 MEASUREMENT AND PAYMENT
No separate payment will be made for the work in this Section. See Section 01315.
2.01 FORM COATINGS
Provide commercial formulation form coating compounds that will not bond with, stain, nor adversely affect concrete surface's bond or adhesion, nor impede the wetting of surfaces to be cured with water or curing compounds.
2.02 FORMS
Forms shall consist of plyform grade plywood, or approved equal, for exposed work; and boarding or plywood for concealed work.
2.03 WALERS, STUDS, AND BRACES
Support materials shall be of size and spacing to assure satisfactory alignment and strength of forms.
3.01 INSTALLATION
All formwork shall be built accurately to the dimensions of the formed structure AS
SHOWN ON THE DRAWINGS. Forms shall be of sufficient strength to withstand any load during construction without undue deflection. Formwork shall be adjusted as required for the installation of work by others.
A. Form Coatings: Coatings shall be applied according to the manufacturer's recommendations.
B. Cleaning Forms: At the time concrete is placed in the forms, the surfaces of the forms shall be free from mortar or grout deposits or other foreign material.

C. Soaking: Forms shall be completely soaked until all joints are tight immediately before placement of concrete.
D. Approval of Work: All forms and foundations shall be approved by the Contrac-ting Officer before placement of concrete.
3.02 REMOVAL OF FORMS
A. General: No form shall be removed until approval from the Contracting Officer.
B. Forms: Forms shall not be disturbed for at least seven days after the last concrete is placed, except as authorized by the Contracting Officer.

SECTION 03200
CONCRETE REINFORCEMENT
This work shall consist of providing and installing all concrete reinforcement, accessories and performance of related work AS SHOWN ON THE DRAWINGS.
1.02 CODES AND STANDARDS
Contractor shall comply with the provisions and recommendations of the latest editions of the following codes and standards:
A. ACI 301 "Specifications for Structural Concrete for Buildings".
B. ACI 315 "Manual of Standard Practice for Detailing Reinforced Concrete Structures".
C. ACI 318 "Building Code Requirements for Reinforced Concrete".
D. Concrete Reinforcing Steel Institute "Manual of Standard Practice".
E. Concrete Reinforcing Steel Institute "Manual of Recommended Practices for Placing
Reinforcing Bars".
F. Concrete Reinforcing Steel Institute "Manual for Reinforcing Bar Splices".
G. Uniform Building Code, 1991 Edition.
1.03 QUALITY ASSURANCE
A. Allowable Tolerances: Accurately place all reinforcing and adequately secure it against displacement within the tolerances permitted by "Specifications for Structural
Concrete for Buildings", ACI 301.
B. The Contractor shall examine the substrate and the conditions under which concrete reinforcement is to be placed prior to beginning the work to assure they are satisfactory for proper installation.
C. Steel Identification: All reinforcing steel must be accompanied by producer's certificate of mill analysis, tensile and bend tests. Where such identification is not available, the Contractor shall furnish test data on tensile and bend tests for each 10 tons (or fractions thereof) of each size bar from each source.

1.04 SUBMITTALS
A. General: The Contractor shall not deliver materials or install reinforcement until samples and all other required submittals have been received, examined and approved by the Contracting Officer.
B. Certificates: The Contractor shall submit two copies of certified mill tests of the chemical and physical properties of the reinforcing steel furnished to the job.
1.05 MEASUREMENT AND PAYMENT
No separate measurement or payment will be made for the work of this Section. See
Section 01315.
2.01 MATERIALS
A. Reinforcing bars shall be deformed bars manufactured from steel which conforms to
"Standard Specification for Deformed and Plain Billet-Steel Bars for Concrete
Reinforcement", ASTM A-615-84A grade 60. All bars shall conform to bend test requirements of "Building Code Requirements for Reinforced Concrete", ACI 318.
B. Welded wire fabric shall conform to "Standard Specifications for Welded Steel Wire
Fabric for Concrete Reinforcement," ASTM A-185-79 or "Standard Specifications for
Welded Deformed Steel Wire Fabric for Concrete Reinforcement", ASTM A-497-79.
Welded wire fabric shall be No. 10 wire each way spaced six inches on center unless otherwise SHOWN ON THE DRAWINGS. Wire fabric shall be free from rust, scale, oil, and frost.
C. Accessories shall conform to the requirements of the Concrete Reinforcing Steel
Institute Manual of Recommended Practices for Placing Reinforcing Bars and shall include high chairs, slab bolsters, clips, ties and other devices that are required to properly assemble, space, place and support reinforcing. All accessories shall be completely encased with hard, durable, pre-formed plastic tips for a length of three quarters of an inch or this element may be entirely of plastic. Tie wire shall be ASTM
A-82, black annealed, of the thickness required for the intended purpose, but not less than 18 guage.
D. Welded Reinforcing Bars: Welding of reinforcing bars will not be allowed.
E. Bar Supports: Furnish support in accordance with "Manual of Standard Practice for
Detailing Reinforced Concrete Structures", ACI 315. Use galvanized, stainless steel or plastic coated supports to prevent surface staining where supports are in contact with exposed concrete surface.
Such supports include: bolsters, chairs, spacers and other devices for spacing, supporting and fastening reinforcement in place.

1. Use wire bar type supports complying with CRSI recommendations, unless otherwise indicated. Do not use wood, brick and other unacceptable materials.
2. For slabs on grade, use supports with sand plates for horizontal runners where base material will not support chair legs.
3.01 FABRICATION
A. Reinforcing steel shall be fabricated in accordance with the requirements of the applicable codes and specifications of this Section and to the tolerances of CRSI
"Manual of Standard Practice".
B. Reinforcing steel shall be furnished in the longest lengths practical and spliced in accordance with ACI 318. Reinforcing steel shall be cut and bent cold to exact lengths and shapes indicated on the approved shop drawings. Bend in accordance with CRSI
Manual of Standard Practice, Chapter 7. Make all splices at points of minimum stress and show them on Shop Drawings. Reinforcing shall not be bent or straightened in a manner that will damage the material. Bars with kinks or bends not shown on the plans or shop drawings shall not be used. Bar length, depths and bends exceeding specified fabrication tolerances will not be permitted. Bars with reduced cross-section due to rust or other cause shall not be used.
3.02 PREPARATION
A. Before placing, reinforcement shall be cleaned of all loose mill scale, rust, dirt, mud, ice, frost or any other coating or adhering material that might reduce the bond with the concrete.
3.03 PLACING
A. General: Install to conform with the CRSI recommended practice for "Placing
Reinforcing Bars." Reinforcement shall be accurately placed and securely fastened and supported to prevent displacement in positions indicated. Care shall be exercised in placing and securing reinforcement to maintain proper distance and clearance between parallel bars and from forms and earth and to prevent marring of interior faces of forms or shifting of formwork. Reinforcement shall be supported at proper height and location on runners, bolsters, spacers, hangers or chairs. Accessories shall not mar, discolor or be visible on the hardened concrete surfaces.
B. Tieing: Reinforcing bars shall be securely tied where bars cross and at chairs, bolsters and other accessories. Stirrups shall be securely wired to bars at top and bottom. Tie wires shall be bent behind reinforcement and away from concrete face. Tieing reinforcing steel with wires to nails in forms or using wooden spacers is not permitted.

C. Dowels for walls, slabs and other assemblies to receive subsequent work shall be wired in place before depositing concrete and secured againstdisplacement during placing of concrete. A sufficient length of dowelshall be exposed to develop the strength of the bar in subsequent pour as detailed.
D. Where reinforcement in beams or girders is placed in two or more layers, use a clear distance between layers of not less than one inch and place the bars in the upper layers directly above those in the bottom layer.
E. Conform with ACI 318 for reinforcement protection.
F. Splices in reinforcing steel shall be made in accordance with the applicable codes and specifications of this Section and as SHOWN ON THE DRAWINGS.
G. Reinforcing bars shall not be cut to clear sleeves or slots through slabs or walls. Bars shall be respaced around sleeves snd slots unless otherwise SHOWN ON THE
DRAWINGS.
H. Welded wire fabric shall be rolled out, straightened, cut to required size and laid flat and supported in place at the cross section centerline of all slabs unless otherwise noted. Welded wire fabric shall be lapped at least one half-mesh plus end extension of the wires, but not less than six inches at edges and ends and wired together at frequent intervals. For structural slabs, lap at least 1-1/2 meshes plus extension of the wires, but not less than 12 inches. Mesh shall be extended to within one inch of edge pour.
I. Projecting reinforcement shall not be bent in the field. The Contractor shall prevent projecting rebars from causing rust stains on exposed concrete. Bars shall be cleaned before concreting.
J. Concrete cover on reinforcement shall not be less than the following:
1. Members cast against earth...3 inches.
2. Members exposed to weather or in ground contact...2 inches.
3. Walls exposed to the weather or in contact with the ground...1-1/2 inches.
J. Tack welding of reinforcing shall not be permitted unless specifically SHOWN ON
THE DRAWINGS.
K. Store concrete reinforcement materials at the site in a manner to prevent damage and accumulation of dirt or rust.

3.04 INSPECTION
Reinforcement shall be delivered to the site bundled, tagged and marked using metal tags to indicate bar size, length and other information corresponding to markings on placement drawings. When miscellaneous metal is to be embedded in concrete or attached to structural steel, the
Contracting Officer shall be notified at least 24 hours in advance. For embedded items, all miscellaneous metal and accessories within the limits of the day's pour shall be in place, properly supported and firmly wired in sufficient time to permit inspection, necessary corrections and approval, before concrete placement begins.

SECTION 03300
CAST-IN-PLACE CONCRETE
1.01 This work consists of providing and installing reinforced concrete and related work.
1.02 RELATED WORK
Concrete Formwork - Section 03100; Concrete Reinforcement - Section 03200.
1.03 SUBMITTALS
As specified in Section 01300.
A. Certificates and Reports (Ready-Mix Concrete):
1. Concrete Mix Design: Comply with 5.3.2 of ASTM C94-84; furnish statement of composition of concrete mix and evidence that mix will meet quality specified herein.
2. Admixtures: Submit admixture types and manufacturers with a written statement showing chloride content if chloride was added during manufacture.
1.04 QUALITY ASSURANCE
A. Concrete Mix Design (Ready-Mix):
1. Strength Requirements: ASTM C94-84.
2. Enforcement of Strength Requirements: Substitute the following for Paragraph 18.1 of ASTM C94-84:
B. If the 28-day strength tests fail to meet the requirements of Paragraph 17.5.2 of ASTM
C94-84, Contracting Officer may require that core samples be taken and tested in accordance with ASTM C42-84a at Contractor's expense. Cores shall be air dried
(temperature 60 to 80 degrees, relative humidity less than 60 percent) for 7 days before test and shall be tested dry. If the core tests are below strength, if there is evidence of damage by freezing, or if concrete fails in other ways to meet specifications, the
Contracting Officer may require that the defective concrete be removed and replaced at no additional expense to the Government.
C. Slump and Air Content Tests: Samples may be required after discharge of 15 percent and
85 percent of load. If slumps differ by more than 2 inches, the mixer or agitator shall not be used until the condition causing this variation is corrected. The equipment for these tests will be furnished and performed by the Contractor.

D. Compression Tests: Test specimens shall be taken and tested in accordance with ASTM
C39-84a, using standard 6-inch diamenter by 12- inch high cylinders, and shall be taken by the Contractor's certified independent testing laboratory technician. Curing, shipment to, and testing by an independent laboratory shall be at the expense of the Contractor.
The Contractor shall supply 3 cylinders for every truck load of concrete placed.
1.05 DELIVERY, STORAGE, AND HANDLING
A. Delivery: Batch, mix and transport concrete so slump will not increase nor decrease by more than 1 inch from design slump.
B. Storage: Store cement and aggregates to prevent deterioration or contamination. Store each size of aggregate separately. Do not use cement which has caked, partially set, or deteriorated, or any material which has become damaged or contaminated.
1.06 CODES AND STANDARDS
The latest editions of the following codes and standards shall govern, with modifications as specified herein:
ACI 318 - Building Code Requirements for Reinforced Concrete
ACI 306 - Cold Weather Concreting
ACI 305 - Recommended Practice for Hot Weather Concreting
PART 2 MATERIALS
2.01 CONCRETE MIX DESIGN
Composition and Requirements:
A. Except for exposed aggregate surfaced concrete, the maximum size of aggregate shall be either one (1) inch or not larger than three-quarters (3/4) of the minimum clear spacing between reinforcing bars or between reinforcing and concrete surface with the smaller dimension governing. Aggregates shall conform to ASTM C-33. Exposed aggregate concrete surfaces shall have pea gravel aggregate in the top one inch surface layer that does not exceed one-quarter inch in diameter in any dimension.
B. Minimum Portland Cement content shall be six and one half (6 1/2) sacks per cubic yard, and will be Type I or II unless otherwise specified. The Contractor shall obtain from his supplier of cement (or from his supplier of ready-mixed concrete when ready mix is used) a certificate stating that the cement is of the type required and complies with the specifications of ASTM C150-85. Use cement containing not more than 0.60 percent alkalies (calculated as the percentage of sodium oxide plus 0.658 times the percentage of potassium oxide) in concrete with aggregate that may be deleteriously reactive.

C. The water/cement ratio of the design mix shall be maintained at all times regardless of making field adjustments due to weather or placement conditions. Maximum allowable mixing water shall not exceed seven (7) gallons per sack. Mixing water shall be reduced by the amount of moisture in the aggregate above saturated surface dry conditions.
D. Concrete shall be air-entrained, and shall contain not less than three (3) nor more than six (6) percent entrained air determined by test prodedure ASTM C-138. Only air-entrained agents meeting the requirements of ASTM C-260 will be permitted and shall be added at the mixer.
E. Water shall be fresh, clean, free from injurious amounts of alkali, organic matter, or other deleterious substances.
F. The slump of the concrete as designed and placed on the job shall not exceed four (4) inches.
G. The concrete shall have a minimum 28-day compressive strength of 3,000 pounds per square inch when tested in accordance with ASTM C-39, or the strength specified in the drawings.
H. Admixtures: No admixtures containing chlorides will be permitted unless approved by the Contracting Officer.
2.02 GRADATION AND DESIGN
The Contractor shall submit to the Contracting Officer, prior to the start of construction, a laboratory mix design of the materials to be used on the project. The following table shows the combined grading requirements for both fine and coarse aggregates that may be used in the mix design:

2.03 MEASURING AND BATCHING
Depending on local conditions, or direction of the Contracting Officer, the methods of mixing may be limited to one of the following:
A. Batching and mixing at the site of the work with approved mechanical mixer. This method shall be limited to 1/2 cubic yard placements.
B. Batching and mixing at a central plant on the project site, or remote location with delivery to the project by truck.
C. Batching at a central plant and mixing enroute to the project in a transit mix truck.
Regardless of the batching and mixing methods that are to be used on the project, the allowable tolerances for cement and water shall not exceed one (1) percent, two (2) percent for each aggregate, or one (1) percent for aggregate weighed cumulatively.
2.04 GROUT
A. Concrete Grout: Aggregate mix for bulk grouting shall be a 3/8" minus with not less than
50% sand. Cement content shall not be less than six (6) sacks per yard of freshly mixed concrete. Water content shall not exceed seven (7) gallons per sack of cement. Slump shall not exceed five (5) inches. The grout mix for small portions shall consist of one part cement to three parts sand, measured volume, and minimum water necessary to provide consistency to work into place and still hold shape. Pea gravel may be used in lieu of sand. Factory packaged grouts containing iron which will stain the surroundings will not be permitted. SEE DIVISION 04200-2.02.
B. Patching Grout: Neat portland cement, water, and fine sand passing a NO. 30 mesh sieve.
C. Nonshrink Grout: Masterflow 713, manufactured by Master Builders Company, Cleveland, Ohio, or approved equal.
2.05 CEMENT MORTAR
As required in Section 04100.
2.06 CURING MATERIALS
A. Curing Compounds: Use liquid and wax membrane-forming curing compounds with a fugitive dye on all permanently exposed surfaces (ASTM C309-81). Where surfaces are to receive waterproofing, adhesive for application of other materials, concrete fill, epoxy-resin flooring, or setting beds or are to be painted, use a compound which will have no deleterious effect to the application or adherence thererof.
B. Sheet Materials: ASTM C171-69, 4-mil polyethtlene film or waterproof paper.

2.07 JOINT FILLER
Poured joint filler for joints shall meet the requirements of AASHTO M 173 or AS
SHOWN ON THE DRAWINGS. Preformed filler for joints shall meet the requirements of AASHTO M33, AASHTO M153, or AASHTO M213 and shall be punched AS
SHOWN ON THE DRAWINGS to admit the dowels. The filler foreach joint shall be furnished in a single piece according to the depth and width required for the joint. When the use of more than one piece is authorized for a joint, the abutting ends shall be fastened securely and held in position by stapling or other positive fastening approved by the Contracting Officer. Pre-molded type, ANSI/ASTM
D17151-83. Size, 1/2 inch by depth of slab minus 1/2 inch, manufactured by W.R.
Meadows, Inc., Elgin, Illinois, or approved equal.
2.08 BONDING AGENT
Concresive 1001-LPL, manufactured by Adhesive Engineering Company, San Carlos, CA, or approved equal.
2.09 JOINT SEALANT
790 Building Sealant, manufactured by Dow Corning Corporation, Midland, Michigan, or approved equal.
2.10 WALL AND FLOOR SLEEVES
PVC Schedule 80 pressure pipe or hot-dipped pipe sleeves.
2.11 OTHER EMBEDDED ITEMS
Items encased in concrete shall not be painted.
3.01 JOINTS AND EMBEDDED ITEMS
A. Construction Joints:
1. Obtain approval for joints not shown and locate them where they least impair the strength of the structure. Joints in walls shall be at the top of footings or floor slabs.
Make joints perpendicular to the main reinforcement.
2. Continue all reinforcing steel and mesh across construction joints.
3. Clean the surface of the concrete at all joints and remove all laitance.
4. When necessary to obtain bond, roughen joint surfaces.

B. Expansion Joints:
1. Install expansion joint fillers to 1/2 inch below slab. Fill remainder of joint with joint sealant in accordance with manufacturer's recommendations.
C. Other Embedded Items:
1. Before concreting, place all required sleeves, inserts, anchor bolts, and embedded items.
2. Give all trades whose work is related to the concrete ample notice and opportunity to introduce embedded items before concrete is placed.
3. Position expansion joint material and embedded items accurately and support them against displacement. Fill voids in sleeves, inserts, and anchor slots temporarily with readily removable material to prevent the entry of concrete.
3.02 MIXING (READY MIX CONCRETE) When the concrete is mixed completely in a truck mixer, 70 to 100 revolutions at the mixing speed specified by the manufacturer are required to produce uniformity of the concrete.
3.03 BATCHING CONCRETE
A. Mixing Equipment: mixers may be stationary mixers or truck mixers. Agitators may be truck mixers or truck agitators.
1. Equip stationary mixers with metal plates plainly marked with the mixing speed of the drum or paddles and the maximum capacity in terms of the volume of mixed concrete. Equip stationary mixers used for the complete mixing of concrete with an acceptable timing device that will not pemit the batch to be discharged until specified mixing time has elapsed.
2. Attach to each truck mixer or agitator metal rating plates plainly marked with the maximum capacities of the drum or container in terms of the volume both for fixed concrete and for agitated concrete.
