TECHNICAL PROVISIONS - PAINT BUILDING EXTERIOR/INTERIOR AND REPLACE SIDING AND TRIM
SECTION 1 – GENERAL – Reqn 374024 1.1 SCOPE: The work to be performed under these specifications consists of furnishing all material, equipment, labor, and transportation and in performing all operations required for painting of surfaces on the exteriors and interiors of buildings and removal and replacement of designated siding; fascia; window and door trim; and the like according to the contract, in strict accordance with these specifications and the Maintenance and Reconstruction Log.
1.2 PRINCIPAL FEATURES: These contract specifications provide instructions and guidelines for performing siding replacement and painting work both in the interior and on the exterior of buildings on the National Forests in Southern California. The following paragraphs provide a description of the basic principal features of first the exterior and then the interior work as it is to be accomplished under these specifications.
1.2.1 EXTERIOR SURFACES: The work consists of exterior painting and siding replacement of each structure as called for on the Maintenance/Reconstruction Log, to include the following:
a. Remove designated siding, fascia, trim and replace with new materials as shown on the Maintenance/Reconstruction Log.
b.
Paint all new and/or previously painted exterior wood, metal and trim with two coats of paint (includes surface preparation), except unpainted masonry and concrete surfaces.
b.
Paint all exterior wood framed windows and trim with two coats of paint (includes surface preparation) and remove and replace all putty and caulking.
c.
Paint exterior side, both edges, top, bottoms, and trim of all exterior doors with two coats of paint (includes surface preparation).
d.
Remove all paint from masonry and concrete surfaces, including overspray and painted foundations, sills, porches, and trim of concrete or masonry.
1.2.2 INTERIOR PAINT: The work consists of interior painting of buildings, as called for by the contract, to include the following:
a.
Repair, putty, patch holes as needed. Replace wall base where it exists to match existing as close as reasonably possible.
b.
Paint two coats of paint on all previously painted walls. If wall base is wood, paint with two coats of trim color.
c.
Apply texture only as required to match existing wall texture.
d.
Install/repair corner beads, when required.
e. Permanently remove as needed any type of trim, chair rails, and similar items. Prepare the wall behind it to receive paint.
f. Repair drywall joints in which the tape and compound on the joints between sheets of drywall is damaged and requires repair to provide a uniform appearance prior to painting.
1.3 CONSTRUCTION COORDINATION: The Contracting Officer’s Representative (COR) will coordinate individual work dates with the availability of each building.
1.4 DEMOLITION AND DISPOSAL: All debris shall be placed in containers or removed from the job site each day. On completion of the project, the contractor shall remove all rubbish and accumulated material and scrap from the premises, leaving the job site in a clean, acceptable condition. Any adjacent areas which are damaged by the contractor due to demolition or removal shall be cleaned, repaired, or replaced to the satisfaction of the COR. All scrap and debris shall be disposed of off the installation at an approved landfill or recycling facility at the contractor’s expense.
1.5 UTILITIES: The government will provide reasonable utilities required for accomplishment of work. The contractor may utilize existing utility resources. This excludes specialized requirements that necessitate modification, alteration, or extension of existing systems.
1.6 MOLD TREATMENT: Where mold is present, clean the areas with a five (5) percent (%) bleach and ninety five (95) percent (%) water solution. After treating the area with the bleach solution, skim coat this area of drywall and re-texture it. The contractor shall mix, according to the manufacturer's directions, a mold inhibitor called "Super Mildex" made by Valspar Corporation or approved equal into the primer and apply the resultant product according to the manufacturer's direction. The recommended primer is Zinsser Corporation’s “Cover Stain Primer Sealer Stain Killer Bond Coat” or approved equal. Finally, apply two coats of paint.
1.7
MOBILIZATION
1.7.1 DESCRIPTION
This work shall consist of preparatory work and operations necessary for the movement of personnel, equipment, supplies, and incidentals to the project site, and for all other work and operations that must be performed or that cause costs to be incurred prior to beginning work on the various items on the project site.
1.7.2 MEASUREMENT AND PAYMENT
Progress payments will be made as follows:
(a) When 5 percent or more of the original contract amount is earned from other pay items, 50 percent of the amount for mobilization, or 5 percent of the original contract amount, whichever is less, will be paid.
(b) When 10 percent or more of the original contract amount is earned from other pay items, 100 percent of the amount for mobilization, or 10 percent of the original contract amount, whichever is less, will be paid(c) Upon completion of all work on the project, any unpaid amount for mobilization will be paid.
The total of all payments shall not exceed the original contract amount for this item.
The quantities, as measured above, will be paid for at the contract unit price for Item 1, Mobilization.
SECTION 2 – SIDING AND PAINTING
2.1 SCOPE: The work covered by this Section of the Specification includes the furnishing of all paint, siding, labor, miscellaneous materials, and transportation and performing all operations in connection with siding replacement, interior, and exterior painting, completed in strict accordance with this specification.
2.2 GENERAL: The term “paint” as used herein includes emulsions, enamels, paints, varnishes, sealers, cement-latex filler and other coatings whether used as a primer, intermediate, or finish coat. The term siding as used herein includes fiber cement siding, stucco, wood siding, composite siding containing asbestos, and aluminum siding.
2.3 MATERIALS: Materials shall conform to the minimum requirements of these specifications and the Maintenance/Reconstruction Log. Paint shall be furnished in sealed, unbroken containers that plainly show the designated name, formula or specification number, batch number, date of manufacture, manufacturer’s instructions, and name of manufacturer. Paints shall be furnished in containers not larger than 5 gallon capacity. Materials shall be homogeneous and show no separation that cannot be overcome by stirring. Paints stored more than 12 months shall not be used.
2.4
CLEANING AND PREPARATION OF SURFACES:
2.4.1
PREPARATION OF EXTERIOR SURFACES:
a. General: Surface preparation, prior to painting, shall be completed in accordance with paint manufacturers recommendations. Hardware, hardware accessories, lighting fixtures, and similar items in place and not to be painted shall be removed prior to surface preparation and painting operations or shall be otherwise protected. Gutters and downspouts shall be removed only as necessary to permit the complete painting of the items and adjacent surfaces. Such removal shall be done by workmen skilled in the trades involved. Exposed nails or other ferrous metals on surfaces to be painted with water-thinned paints shall be clean before applying paint or surface treatments. Oil and grease shall be removed with clean cloths and cleaning solutions. Cleaning solutions shall be low toxicity and shall have a flashpoint in excess of 100 degrees F. Cleaning and painting shall be accomplished in two separate phases. The first phase will include all preparation work and cleanup prior to any priming and painting. The contractor shall verify the actual area in square feet to be painted, and must receive approval of the COR prior to proceeding on to the second phase of priming and painting.
b. Siding: Existing siding, fascia, trim, and the like, designated to be replaced, shall be removed with appropriate care taken to avoid damage to existing improvements, such as sheathing, framing, doors, windows, rain gutters and downspouts. All materials removed shall be disposed of by recycling whenever possible. For materials not able to be recycled, they shall be disposed of by disposal at an approved hazardous waste site for hazardous materials or at a County landfill. New siding, fascia, trim and similar materials shall be installed and painted in accordance with manufacturer’s instructions/specifications. New siding shall be Stucco or CertainTeed Fiber Cement Siding, as designated in the Maintenance and Reconstruction Log. For Certainteed siding, horizontal application shall be Prefinished or Stain Finish Cedar Lap (as designated on the Maintenance/Reconstruction Log), 5/16” thick, 9-1/4” width, with soffit and trim to match. Stucco shall conform to Section 3.10.
c. Wood Surfaces: Wood surfaces to be painted shall be cleaned of all dirt, oil, or other substances with mineral spirits, scrapers, sandpaper, and/or wire brush. All blistered, loose, and curled paint shall be removed from previously painted wood surfaces and disposed as non-hazardous waste. Where paint is not removed entirely, edges of paint shall be feather sanded. Where wood is deteriorated or pitted or warped due to age, weather, damage, etc., the wood will either be repaired with wood putty or similar material, or replaced with new wood of identical size and type as approved by the COR.
d. Ferrous Surfaces: Ferrous surfaces shall be cleaned of all dirt, loose rust, oil, grease, and other foreign matter which may impair adhesion of the coating. The surface then must be properly prepped so that paint will adhere to the ferrous surface. All loose, cracked, brittle, or non-adherent paint shall be removed and edges shall be feather sanded.
2.4.2
PREP OF INTERIOR SURFACES
a. General: Surface preparation, prior to painting, shall be completed as per paint manufacture’s recommendations. Hardware, hardware accessories, lighting fixtures, and similar items in place and not to be painted shall be removed prior to surface preparation and painting operations or shall be otherwise protected. Where hardware is attached to walls with hollow wall anchor bolts, existing anchor bolts will not be reusable. The contractor is to provide replacement anchor bolts of same size and type to re-attach hardware. Cleaning solutions shall be low toxicity and shall have a flashpoint in excess of 100 degrees F. Cleaning and painting shall be accomplished in two separate phases. The first phase will include all prep work and cleanup prior to any priming and painting. The contractor shall verify the actual area in square feet to be painted, and must receive the COR approval prior to proceeding on to the second phase of priming and painting.
b. De-glossing: All existing gloss surfaces which are to receive a water base coating shall be pretreated with a chemical de-glosser prior to painting to assure bonding with old finish.
2.4.3
PREPARATION OF SURFACES POTENTIALLY CONTAINING LEAD BASED PAINT
a. Many facility exteriors contain lead paint. In dealing with paint projects where paints have been identified as having known or presumed concentrations of lead, the contractor shall adhere to all applicable EPA, HUD and OSHA regulations.
b. When the contractor encounters paint that is peeling or flaking, the contractor shall have workers certified for handling lead base paint remove samples of the paint for testing. The paint shall be tested by an approved testing authority. If lead is not present, the contractor shall dispose of the material as a non-hazardous waste. If the presence of lead is confirmed, the paint will be removed from structures by stripping, wet sanding, or wet scraping following EPA, HUD and OSHA regulations and guidance. The contractor shall contain all debris and chips during work and remove from the work site daily. The contractor will collect and dispose of the lead paint waste generated during the course of the contract at an EPA approved treatment, storage, disposal facility (TSDF) and in accordance with all federal, state, and local environmental regulations. The contractor will utilize the Uniformed Hazardous Waste Manifest and Land Disposal Restrictions Form for all shipments of waste generated at each site. Prior to shipping these wastes from the site, contractor will coordinate the Uniformed Hazardous Waste Manifest with the COR for generator’s signature. A copy of the completed manifest indicating receipt by the disposal facility must be received by the COR within 35 days of the shipment date. The contractor shall follow all OSHA guidance on personnel protection measures and equipment.
1. The contractor shall notify building occupants and post signs conveying the hazards of work and debris one week prior to start of work.
2. All State of California regulations for permitting of lead paint removal shall be met by the contractor.
PAINT APPLICATION:
2.5.1 GENERAL: The finished surfaces shall be free from runs, drops, ridges, waves, laps, brush marks, spray laps, and variations in color, texture, and finish. The coverage shall be complete and each coat shall be so applied as to produce film of uniform thickness. Special attention shall be given to insure that all surfaces, including edges, corners, cracks, fissures, crevices, welds, and rivets receive a film thickness equal to that of adjacent painted surfaces. All fissures or openings in previously painted surfaces shall be thoroughly filled and sealed by applied coating. Adjacent areas and installations shall be protected by use of drop cloths, or other approved precautionary measure. Metal or wood surfaces adjacent to surfaces to receive water-thinned coatings should be made damp during extremely dry periods of weather. The Contracting Officer shall be notified immediately if there is any lifting or raising of old paint by new application. Application of new coating shall cease until a corrective action has been determined and approved by the Contracting Officer.
2.5.2 COATING PROCESS: Sufficient time shall elapse between successive coats to permit proper drying. This period shall be modified as necessary to suit adverse weather conditions. Paint shall be considered dry for recoating when paint feels firm, does not deform or feel sticky under moderate pressure of the thumb, and the application of another coat of paint does not cause lifting or loss of adhesion of the undercoat.
2.5.3 STORAGE, MIXING, and THINNING: At time of application, paint shall show no signs of hard settling, excessive skinning, livening, or other deterioration. Emulsion paints shall be protected from exposure to cold weather. Paint shall be thoroughly stirred, strained, and kept at a uniform consistency during application. Paints of different manufactures shall not be mixed together. Where necessary to suit conditions of surface, temperature, and method of application, packaged paint other than cement-emulsion filler may be thinned immediately before application per manufacturer’s instructions, but not in excess of one pint of suitable thinner per gallon.
2.5.4 ATMOSPHERIC CONDITIONS: Paints shall be applied only to surfaces that are completely free of surface moisture as determined by sight or touch. While painting is being done, the temperature of the surface to be painted and of the atmosphere in contact therewith shall be at or above 450 F.
2.5.5 TIME BETWEEN SURFACE PREPARATION and PAINTING: Surfaces that have been cleaned, pretreated, or otherwise prepared for painting shall be given a coat of material within 24 hours after such preparation has been completed, and before any deterioration of the prepared surface. Where prepared surface has deteriorated or 24 hours has elapsed without the specified coating being applied, the conditioning process will be repeated to restore required surface.
2.5.6 APPLICATION METHOD: Paint may be applied by spraying, brushing or rolling.
a. Spraying: Spraying will only be permitted on a case by case basis and must be approved in advance by the COR. Spraying shall be of a style and quality that will enable proper application of paint. The spraying should be done so that a smooth application is obtained as nearly uniform in thickness as possible.
b. Brushing: Brushing shall be of a style and quality that will enable proper application of paint. Contractor shall follow manufacturer’s instructions for application of paint by brushing. There shall be no brush marks left in the applied paint. Surfaces not accessible to brushes shall be painted by daubers, sheepskins, or painting mitts.
c. Rollers: Roller application is permissible if complete covering is attained without build-up or thin spots. Paint rollers shall be of the style and quality to insure proper application, continuity and thickness. Paint applied by roller shall conform to manufacturer’s instructions.
2.6
THICKNESS AND CONTINUITY:
To the maximum extent possible, paint shall be applied as a continuous film of uniform thickness free of pores. Any thin spots or areas missed in the application shall be repainted at no additional cost to the government.
2.7 INSTALLATION OF REMOVED ITEMS: Following completion of painting of each space, items removed under paragraph 2.4, shall be reinstalled by experienced and competent workers. Any damage to said items will be corrected at the contractor’s expense.
2.8
PAINT SCHEDULE:
2.8.1 GENERAL: All currently painted surfaces shall receive surface preparation, and 2 coats of paint. All new surfaces will receive surface preparation, a prime coat, and 2 coats of paint. Colors will be specified in each delivery order. Benjamin Moore and Company products listed are given to establish the type and quality of products to be used. Other products of equivalent quality may be submitted to the Contracting Officer for review and approval. Top line products of Pratt & Lambert, Sherwin-Williams, Fuller-O’Brien, Olympic, and Pittsburgh paints are equivalent to those listed in this specification. Contractor shall submit color samples from selected vendor for each of the finish items in the following Paint Schedules.
2.8.2
EXTERIOR PAINT SCHEDULE
a. New wood siding or trim use Benjamin Moore Fresh Start All Purpose Alkyd Primer (N024/C024).
b. Wood/Cement Fiber siding use Benjamin Moore Moorgard Exterior Low-Lustre Paint (N103).
c. Wood siding use Benjamin Moore Alkyd Transparent Stain (N323/C323).
d. Doors and Trim use Benjamin Moore IronClad Alkyd Low Lustre Metal and Wood Enamel (C163).
e. Concrete and Concrete Block sealer use Benjamin Moore Concrete Waterproofing Sealer (N075), clear.
2.8.3 INTERIOR PAINT SCHEDULE
a. Walls use Benjamin Moore Regal Eggshell Paint (N319).
b. Doors, trim, and cabinets use Benjamin Moore Regal Semi-Gloss Paint (N333).
CLEANING: All cloths and cotton waste must be placed in closed metal containers or destroyed at the end of each day. Upon completion of the work, all staging, scaffolding, and containers shall be removed from the site or destroyed in an approved manner. Paint spots, oil, or stain on adjacent surfaces shall be removed. All paint shall be removed from glass surfaces, including old paint, and outside of windows shall be cleaned.
2.10
STUCCO
2.10.1 GENERAL: This section includes furnishing and installing the materials for “Three-Coat” stuccoing for the exterior of the structure.

Test Method for Physical Testing of Gypsum, Gypsum Plasters and Gypsum Concrete
b. SUBMITTALS:
1. Certificates of Conformance: Submit 3 copies of written certification from the supplier of the Contractor-furnished items to be used on this project that they conform to the requirements of this specification section.
2. Samples: Submit one sample of each color and texture of stucco to be used on this project. Samples shall be 12 square inches. Samples shall be actual material in colors required. Finished stucco work shall match the approved sample panels.
c. DELIVERY, STORAGE, AND HANDLING:
Storage: Keep cementitious materials dry and stored off the ground, under cover, and away from sweating walls and other damp surfaces until ready to be used.
d. PROJECT AND SITE CONDITIONS:
Environmental Conditions: Maintain an ambient temperature of not less than 40 degrees F continuously where stuccoing work will be done. Maintain this temperature for not less than 48 hours prior to the application of stucco, while the stuccoing is being done and during the curing operation.
2.10.2. PRODUCTS
a. MATERIALS:
1.
Portland Cement: Shall meet the requirements of ASTM C 150, gray portland cement Type [I,] [II,] [III]; white portland cement, Type [I] [III.]
2.
Plastic Cement: Shall meet the requirements of ASTM C 150, Type [I] [II,] except for the limitations on insoluble residue, air entrainment, and additions subsequent to calcinations. Plasticizing agents may be added to portland cement Type [I] [II] in the manufacturing process, but not in excess of 12 percent of the total volume.
3.
Masonry Cement: Shall meet the requirements of ASTM C 91, natural in color.
4.
Hydrated Lime: Shall meet the requirements of ASTM C 206, Type S.
5. Aggregates:
(l). Sand for Gypsum Base Coats: Shall meet the requirements of ASTM C 35.
(2) Sand for Gypsum Sand Float Finish: Shall meet the requirements of ASTM C 35, natural color, and shall pass a No. 12 sieve.
(3) Sand for Portland Cement Lime Stucco: Shall meet the requirements of ASTM C 144, except gradation of sand shall conform to the following requirements:

b. Sand Gradation for Finish Coats: Sand for finish coat shall be natural color and shall be graded within the limits shown above for basecoats, except that the sand shall pass the No. 8 sieve except for smooth finish, when the sand shall pass the No. 30 sieve.
6. Water: Shall be clean and free from mineral and organic substances which would affect the hardening or durability of the plaster or stucco. Potable water is acceptable without testing.
7. Coloring: Submit color chart, color to be chosen by Contracting Officer.
b. MIXES:
1. General: Except where otherwise specified, materials are specified on a volume basis and shall be measured in approved containers, which will ensure that the specified proportions will be controlled and accurately maintained during the progress of the work. Measuring materials with shovels "shovel count" will not be permitted. Ready-mix stucco shall be prepared for use by the addition of water only.
2. Mixing: Mix materials in approved, mechanical mixers of the type in which the quantity of water can be controlled accurately and uniformly, except that finish coats containing lime may be hand mixed. While the mixer is in continuous operation, add approximately 90 percent of the estimated quantity of water, half of the sand, all of the cementitious materials, and the other one-half of the sand shall be introduced into the mixer in that sequence and mix thoroughly in the remainder of the water until the mixture is uniform in color and consistency. Avoid excessive mixing or agitation.
3. Portland Cement-Lime Stucco Basecoats: Mix scratch coat in the proportion of one part by volume of portland cement to not more than 3/4 parts by volume of hydrated lime and not less than 2-l/2 nor more than 4 parts by volume of damp, loose sand. Mix brown coat in the proportion of one part by volume of portland cement to not more than l/2 part by volume of hydrated lime and not less than 3 nor more than 5 parts by volume of damp loose sand. Workability shall govern the actual amount of lime and sand used in the scratch and brown coats.
4. Plastic Cement Stucco: Mix scratch coat in the proportion of one part by volume of plastic cement to not less than 2-l/2 nor more than 4 parts by volume of damp, loose sand. Mix brown coat in the proportion of one part by volume of plastic cement to not less than 3 nor more than 5 parts by volume of damp, loose sand. Brown coat shall have the same proportion of sand used in the scratch coat or a greater proportion of sand than used in the scratch coat, within the limit specified.
5. Masonry Cement Stucco Basecoat: Mix scratch coat in the proportion of one part by volume of masonry cement to not less than 2-l/2 nor more than 4 parts by volume of damp, loose sand. Mix brown coat in the proportion of one part by volume of masonry cement to not less than 3 nor more than 5 parts by volume of damp, loose sand. Brown coat shall have the same proportion of sand used in the scratch coat or a greater proportion of sand than used in the scratch coat, within the limit specified.
6. Finish Coat Proportions:
(1) Portland Cement Lime Stucco Finish Coat: Mix finish in the proportion of one part by volume of portland cement to not more than one part by volume of hydrated lime, and not more than 4 parts by volume of damp, loose sand. Workability shall govern the actual amount of lime and sand used in the finish coat, within the limits specified herein. Approved coloring compounds shall be added to produce the required color. Prepared stucco finish containing not less than l/3 portland cement by weight may be provided, as approved.
(2) Plastic Portland Cement Stucco Finish Coat: Mix finish coat in the proportion of one part by volume of masonry cement to not less than 2-l/2 nor more than 3 parts by volume of damp, loose sand.
2.10.3 EXECUTION:
a. EXAMINATION:
Requirements: Check metal grounds, corner beads, screeds, and other accessories carefully for alignment before the work is started. Do not apply stucco to surfaces containing frost.
b. PREPARATION:
General: Clean the surfaces to which stucco is to be applied of dust, loose particles, grease, bond breakers, projections, and other foreign matter. Do not apply stucco directly to (l) surfaces of masonry or concrete that have been coated with bituminous compound or other waterproofing agents, or (2) to surfaces that have been painted or previously plastered. Before stucco work is started, wet masonry surfaces thoroughly with a fine fog spray of clean water to produce a uniformly moist condition. Lathing and accessories are specified in Section 09207 - Metal Lath.
c. APPLICATION:
1. General: Stucco may be applied by hand or by machine. When a plastering machine is used, the fluidity of portland cement-lime stucco shall be controlled to have a slump of not more than 2-l/2 inches when tested using a 2 by 4 by 6 inch high slump cone. Subsequent to determining water content to meet this slump, do not add additional water to the mix. Conduct the slump test according to the following procedure:
(1) Place cone on level, dry, non-absorptive base plate.
(2) While holding cone firmly against base plate, fill cone with plaster taken directly from the hose or nozzle of the plastering machine, tamping with metal rod during filling to release air bubbles.
(3) Screed off plaster level with top of cone. Remove cone by lifting it straight up with a slow and smooth motion.
(4) Place cone in vertical position adjacent to freed plaster sample, using care not to jiggle base plate.
(5) Lay a straightedge across top of cone, again being careful not to vibrate cone. Measure slump in inches from the bottom edge of the straightedge to the top of the slumped plaster sample.
2. Workmanship: Apply stucco in three coats as follows:
Base coats shall be applied with sufficient pressure and stucco shall be sufficiently plastic to provide a good bond to bases. Base coats shall be worked to screeds at intervals of from 5 to 8 feet. Finish stucco work level, plumb, square, and true, within a tolerance of l/8 inch in 8 feet, without waves, cracks, blisters, pits, crazing, discoloration, projections, or other imperfections. Form stucco work carefully around angles and contours, and well up to screeds. Special care shall be taken to prevent sagging and consequent dropping of applications. There shall be no visible junction marks in finish coat where one day's work adjoins another.
3. Portland Cement-Lime Stucco: Apply base coats with sufficient pressure to curl the keys around the back of metal lath and to provide a good bond on masonry.
Stucco: Apply in three coats to a thickness of not less than 7/8 inch. Apply the scratch coat not less than 3/8-inch thick, lightly score horizontally, and moist cure for not less than 24 hours. Apply the brown coat after the scratch coat has been aged at least 24 hours in addition to the moist curing period. Apply the brown coat to bring the base coat out to the screeds, compact and straighten to a true surface with road and darby, and float to receive the finish coat. After the brown coat has been moist cured for not less than 24 hours and aged at least an additional 5 days, apply the finish coat to a thickness of not less than 1/8 inch. Where any previous coat has become dry, dampen the surface evenly with water, prior to the application of the next coat. Finish coat for stucco shall be of the color and texture selected. Moist cure stucco for 24 hours using a fine fog spray of water and apply to the finish coat as frequently as required to prevent dry-out of the stucco. Do not stucco to the point where free water stands on the surface. Prevent staining of the finish coat.
d. CLEANING:
1. General: Remove stucco droppings or spatterings from surfaces. Remove protective covering from floors and other surfaces, and rubbish and debris from the building.
2.
Patching: Upon completion of the building, cut out and patch loose, cracked, damaged, or defective stucco. Patch shall match existing work in texture, color and shall be finished flush with stucco previously applied. Do pointing and patching of stuccoed surfaces and stucco work abutting or adjoining other finish work in a neat and workmanlike manner.
3.
Finishes: Leave clean, exposed stuccoed surfaces, in condition ready to receive paint or other finish.

TECHNICAL PROVISIONS - PAINT BUILDING EXTERIOR/INTERIOR AND REPLACE SIDING AND TRIM
SECTION 1 – GENERAL
1.1 SCOPE: The work to be performed under these specifications consists of furnishing all material, equipment, labor, and transportation and in performing all operations required for painting of surfaces on the exteriors and interiors of buildings and removal and replacement of designated siding; fascia; window and door trim; and the like according to the contract, in strict accordance with these specifications and the Maintenance and Reconstruction Log.
1.2 PRINCIPAL FEATURES: These contract specifications provide instructions and guidelines for performing siding replacement and painting work both in the interior and on the exterior of buildings on the National Forests in Southern California. The following paragraphs provide a description of the basic principal features of first the exterior and then the interior work as it is to be accomplished under these specifications.
EXTERIOR SURFACES: The work consists of exterior painting and siding replacement of each structure as called for on the Maintenance/Reconstruction Log, to include the following:
a. Remove designated siding, fascia, trim and replace with new materials as shown on the Maintenance/Reconstruction Log.
Paint all new and/or previously painted exterior wood, metal and trim with two coats of paint (includes surface preparation), except unpainted masonry and concrete surfaces.
b.
Paint all exterior wood framed windows and trim with two coats of paint (includes surface preparation) and remove and replace all putty and caulking.
c.
Paint exterior side, both edges, top, bottoms, and trim of all exterior doors with two coats of paint (includes surface preparation).
d.
Remove all paint from masonry and concrete surfaces, including overspray and painted foundations, sills, porches, and trim of concrete or masonry.
1.2.2 INTERIOR PAINT: The work consists of interior painting of buildings, as called for by the contract, to include the following:
a.
Repair, putty, patch holes as needed. Replace wall base where it exists to match existing as close as reasonably possible.
b.
Paint two coats of paint on all previously painted walls. If wall base is wood, paint with two coats of trim color.
c.
Apply texture only as required to match existing wall texture.
d.
Install/repair corner beads, when required.
e. Permanently remove as needed any type of trim, chair rails, and similar items. Prepare the wall behind it to receive paint.
f. Repair drywall joints in which the tape and compound on the joints between sheets of drywall is damaged and requires repair to provide a uniform appearance prior to painting.
1.3 CONSTRUCTION COORDINATION: The Contracting Officer’s Representative (COR) will coordinate individual work dates with the availability of each building.
1.4 DEMOLITION AND DISPOSAL: All debris shall be placed in containers or removed from the job site each day. On completion of the project, the contractor shall remove all rubbish and accumulated material and scrap from the premises, leaving the job site in a clean, acceptable condition. Any adjacent areas which are damaged by the contractor due to demolition or removal shall be cleaned, repaired, or replaced to the satisfaction of the COR. All scrap and debris shall be disposed of off the installation at an approved landfill or recycling facility at the contractor’s expense.
1.5 UTILITIES: The government will provide reasonable utilities required for accomplishment of work. The contractor may utilize existing utility resources. This excludes specialized requirements that necessitate modification, alteration, or extension of existing systems.
1.6 MOLD TREATMENT: Where mold is present, clean the areas with a five (5) percent (%) bleach and ninety five (95) percent (%) water solution. After treating the area with the bleach solution, skim coat this area of drywall and re-texture it. The contractor shall mix, according to the manufacturer's directions, a mold inhibitor called "Super Mildex" made by Valspar Corporation or approved equal into the primer and apply the resultant product according to the manufacturer's direction. The recommended primer is Zinsser Corporation’s “Cover Stain Primer Sealer Stain Killer Bond Coat” or approved equal. Finally, apply two coats of paint.
1.7
MOBILIZATION
1.7.1 DESCRIPTION
This work shall consist of preparatory work and operations necessary for the movement of personnel, equipment, supplies, and incidentals to the project site, and for all other work and operations that must be performed or that cause costs to be incurred prior to beginning work on the various items on the project site.
1.7.2 MEASUREMENT AND PAYMENT
Progress payments will be made as follows:
(a) When 5 percent or more of the original contract amount is earned from other pay items, 50 percent of the amount for mobilization, or 5 percent of the original contract amount, whichever is less, will be paid.
(b) When 10 percent or more of the original contract amount is earned from other pay items, 100 percent of the amount for mobilization, or 10 percent of the original contract amount, whichever is less, will be paid(c) Upon completion of all work on the project, any unpaid amount for mobilization will be paid.
The total of all payments shall not exceed the original contract amount for this item.
The quantities, as measured above, will be paid for at the contract unit price for Item 1, Mobilization.
SECTION 2 – SIDING AND PAINTING
2.1 SCOPE: The work covered by this Section of the Specification includes the furnishing of all paint, siding, labor, miscellaneous materials, and transportation and performing all operations in connection with siding replacement, interior, and exterior painting, completed in strict accordance with this specification.
2.2 GENERAL: The term “paint” as used herein includes emulsions, enamels, paints, varnishes, sealers, cement-latex filler and other coatings whether used as a primer, intermediate, or finish coat. The term siding as used herein includes fiber cement siding, stucco, wood siding, composite siding containing asbestos, and aluminum siding.
2.3 MATERIALS: Materials shall conform to the minimum requirements of these specifications and the Maintenance/Reconstruction Log. Paint shall be furnished in sealed, unbroken containers that plainly show the designated name, formula or specification number, batch number, date of manufacture, manufacturer’s instructions, and name of manufacturer. Paints shall be furnished in containers not larger than 5 gallon capacity. Materials shall be homogeneous and show no separation that cannot be overcome by stirring. Paints stored more than 12 months shall not be used.
2.4
CLEANING AND PREPARATION OF SURFACES:
2.4.1
PREPARATION OF EXTERIOR SURFACES:
a. General: Surface preparation, prior to painting, shall be completed in accordance with paint manufacturers recommendations. Hardware, hardware accessories, lighting fixtures, and similar items in place and not to be painted shall be removed prior to surface preparation and painting operations or shall be otherwise protected. Gutters and downspouts shall be removed only as necessary to permit the complete painting of the items and adjacent surfaces. Such removal shall be done by workmen skilled in the trades involved. Exposed nails or other ferrous metals on surfaces to be painted with water-thinned paints shall be clean before applying paint or surface treatments. Oil and grease shall be removed with clean cloths and cleaning solutions. Cleaning solutions shall be low toxicity and shall have a flashpoint in excess of 100 degrees F. Cleaning and painting shall be accomplished in two separate phases. The first phase will include all preparation work and cleanup prior to any priming and painting. The contractor shall verify the actual area in square feet to be painted, and must receive approval of the COR prior to proceeding on to the second phase of priming and painting.
b. Siding: Existing siding, fascia, trim, and the like, designated to be replaced, shall be removed with appropriate care taken to avoid damage to existing improvements, such as sheathing, framing, doors, windows, rain gutters and downspouts. All materials removed shall be disposed of by recycling whenever possible. For materials not able to be recycled, they shall be disposed of by disposal at an approved hazardous waste site for hazardous materials or at a County landfill. New siding, fascia, trim and similar materials shall be installed and painted in accordance with manufacturer’s instructions/specifications. New siding shall be Stucco or Certainteed Fiber Cement Siding, as designated in the Maintenance and Reconstruction Log. For Certainteed siding, horizontal application shall be Prefinished or Stain Finish Cedar Lap (as designated on the Maintenance/Reconstruction Log), 5/16” thick, 9-1/4” width, with soffit and trim to match. Stucco shall conform to Section 3.10.
c. Wood Surfaces: Wood surfaces to be painted shall be cleaned of all dirt, oil, or other substances with mineral spirits, scrapers, sandpaper, and/or wire brush. All blistered, loose, and curled paint shall be removed from previously painted wood surfaces and disposed as non-hazardous waste. Where paint is not removed entirely, edges of paint shall be feather sanded. Where wood is deteriorated or pitted or warped due to age, weather, damage, etc., the wood will either be repaired with wood putty or similar material, or replaced with new wood of identical size and type as approved by the COR.
d. Ferrous Surfaces: Ferrous surfaces shall be cleaned of all dirt, loose rust, oil, grease, and other foreign matter which may impair adhesion of the coating. The surface then must be properly prepped so that paint will adhere to the ferrous surface. All loose, cracked, brittle, or non-adherent paint shall be removed and edges shall be feather sanded.
2.4.2
PREP OF INTERIOR SURFACES
a. General: Surface preparation, prior to painting, shall be completed as per paint manufacture’s recommendations. Hardware, hardware accessories, lighting fixtures, and similar items in place and not to be painted shall be removed prior to surface preparation and painting operations or shall be otherwise protected. Where hardware is attached to walls with hollow wall anchor bolts, existing anchor bolts will not be reusable. The contractor is to provide replacement anchor bolts of same size and type to re-attach hardware. Cleaning solutions shall be low toxicity and shall have a flashpoint in excess of 100 degrees F. Cleaning and painting shall be accomplished in two separate phases. The first phase will include all prep work and cleanup prior to any priming and painting. The contractor shall verify the actual area in square feet to be painted, and must receive the COR approval prior to proceeding on to the second phase of priming and painting.
b. De-glossing: All existing gloss surfaces which are to receive a water base coating shall be pretreated with a chemical de-glosser prior to painting to assure bonding with old finish.
a. Many facility exteriors contain lead paint. In dealing with paint projects where paints have been identified as having known or presumed concentrations of lead, the contractor shall adhere to all applicable EPA, HUD and OSHA regulations.
b. When the contractor encounters paint that is peeling or flaking, the contractor shall have workers certified for handling lead base paint remove samples of the paint for testing. The paint shall be tested by an approved testing authority. If lead is not present, the contractor shall dispose of the material as a non-hazardous waste. If the presence of lead is confirmed, the paint will be removed from structures by stripping, wet sanding, or wet scraping following EPA, HUD and OSHA regulations and guidance. The contractor shall contain all debris and chips during work and remove from the work site daily. The contractor will collect and dispose of the lead paint waste generated during the course of the contract at an EPA approved treatment, storage, disposal facility (TSDF) and in accordance with all federal, state, and local environmental regulations. The contractor will utilize the Uniformed Hazardous Waste Manifest and Land Disposal Restrictions Form for all shipments of waste generated at each site. Prior to shipping these wastes from the site, contractor will coordinate the Uniformed Hazardous Waste Manifest with the COR for generator’s signature.
