ARRA- Grasshopper Grizzly Pre-Bid Q & A 6-14-10
1. Is there a bonding requirement for Phase I submittals?
Answer: No. Bonding will be required for phase II. In the phase II it is anticipated that a 10-20% bid bond will be necessary.
2. Will the survey data be provided to bidders?
Answer: The survey data will be provided to those selected to participate in phase II. Phase I does not have a design requirement requiring the survey information.
3. Is price an evaluation criterion?
Answer: Not in Phase 1. The government has indicated the available funding in the solicitation. This information will assist the proposer in determining the scale of the job. Phase I submittals will not include any design or price proposal. However, the solicitation does require that projects noted in the Relevant Past Performance section of the Phase I proposal include the price of those jobs in order to help the government understand the scale of prior contracts.
Phase II proposals will include a separate price proposal.
4. What will be the review process?
Answer: Other than the general evaluation of a proposal, there is no “review process” of designs until the contract is awarded to a single bidder. The contractor shall submit their final designs to the government for review. During this review the government will evaluate the designs compliance with contract requirements. County of Plumas Environmental Health Department may be asked to review the design for compliance with county and state codes.
5. Will the county be inspecting this project?
Answer: No, the Forest Service will be responsible for all inspection and contract administration.
6. Does the government prefer any specific offerer organization?
Answer: No. The government is indifferent to the organization as long as it is clearly described in the proposal. Any joint ventures must be clear and an agreement between firms must be provide in the offer. Additionally, any subcontractors that will be responsible for 20% or more of the contract shall have relevant information included in the offer. The offerer must have a single contact that is responsible for all communication with the government.
7. What are the details of the Grasshopper Flats Paving contract for 2010?
Answer: Grasshopper will be paved in summer 2010. This work of re-paving the roads will be accomplished in a separate contract. The water system work pertaining to this contract shall be complete prior to the start of work for the paving.
8. Will the system require pressure regulators?
Answer: Yes, we expect so. However, that is an issue for the designer.
9. How big are the existing tanks?
Answer: The existing tanks hold approximately 10,000 gallons each.
10. Page C1.0: What is the other line between the valve box and the well head?
Answer: Power.
