Hayden Flat Campground May 26, 2010 On-site Pre-Bid Meeting Questions and Answers

1. Will there be a time extension? Yes, an additional week will be added to amended solicitation.

2. Are the responses due back electronically or hardcopy? “Contractors must register and submit proposals to the www.fbo.gov website” Block 10 in the May 7, 2010 solicitation.

3. Will the campground be closed to the public during construction? Yes

4. What if trees are in the way of trenching? The priority is to keep all trees in the developed Campground. Due to archaeological concerns, another priority is to dig up the old existing utilities and replace them in those previously disturbed locations. This is not possible in all locations for all utilities, therefore, any trees larger than 12 inches in diameter will need to be reviewed and approved prior to removal per special specification “Clearing 02100”.

5. Is the old horizontal well being destroyed? No, but the 2 inch diameter steel pipe from the old horizontal well shall be physically disconnected between the storage tank and the horizontal well.

6. Is this a Request for Proposals (RFP) or a Request for Quotations (RFQ)? This solicitation is a RFP.

7. Is the Government going to provide the generator for one of the option items discussed during the prebid meeting? No, the purchase and installation of the generator is part of the bid item.

8. Is the Contractor responsible for stubbing out the laterals from the generator and hooking up the propane tank? Yes, all connections shall be complete to operate.

9. Is the Government going to provide the propane tank for the generator? If this option item is awarded, the Contractor will provide temporary propane tank to show that the generator system works properly.

10. Has the Government been in contact with PG&E to determine if they would install a drop down electric line closer to the well? Yes, those communications have begun but not resolved at this time.

11. Will the Government know which option they will be awarding by the time the work starts? Yes, if the project receives additional funding prior to the start date, options will be awarded to the Contract.

12. If the old utilities are to be removed, where are they assumed to be for bidding purposes? The location of the existing utilities will be shown on the amended drawings. Base Bid tank road utilities were assumed to be in the middle of native surface road. Option 3 assumed the utilities are located on edge of chip sealed road.

13. Will the new waterlines be connected to the existing? Yes, all newly replaced main and laterals are to be connected to the existing laterals going to faucets and the host site lateral.

14. What are the compaction requirements going to be when utilities cross the roads with chip seal and native surface road work? 95% of AASHTO T-99 Method C or D.

15. Is there going to be any paving or cold mix replacement? No. Chip seal areas shall have 6” aggregate base compacted to a density of 95 percent of AASHTO T99 Method C or D unless approved otherwise. The native surface tank road shall be compacted in 12-inch loose measure lifts to match the density of the surrounding native soil. Refer to special specification section 02322 Excavating, Backfilling, And Compacting for Utilities.

16. Would road base aggregate be considered an alternative to the sand bedding in the trench detail? No

17. Is side casing of excess trenching material allowed off of storage tank native surface road? No, side casting of excavated materials is not allowed. Excess excavation or excavation not suitable for backfill shall be disposed of off Government property. Refer to special specification section 02322 Excavating, Backfilling, And Compacting for Utilities.

18. How are the new waterlines going to be connected the existing water storage tank? Since it has been confirmed that the existing inlet does have a riser pipe inside the tank, the new inlet waterline will be trenched around to existing horizontal well inlet and connected outside the tank below grade. No additional holes will be necessary to cut into the top of the tank for the inlet connection. The outlet will be connected to the existing outlet outside the tank below grade.
