Non-Site Specific Erosion Control Plan for Well Drilling Projects 10/7/04

Erosion control measures shall minimize erosion and sedimentation during and after well drilling construction.

The purpose of this plan is to facilitate the transition from the environmental analysis to the contract to ensure that erosion control measures described in the environmental analysis are not lost during the transition. This plan applies to all work performed during the implementation of the contract.

This erosion control plan compliments the Best Management Practice 2.2 Erosion Control Plan that requires the Contractor to submit a general plan that describes erosion control measures to be employed on roads, construction work, and well drilling on the project. Below is a generic erosion control plan that will enable the contractor to know what is required in the erosion control plan. This plan will also display the erosion control measures that will be used for each project and for each type of disturbance. Site-specific erosion control measures may be added to this plan if needed.

Timing of Erosion Control Work

Description of Erosion Control Measure Applicability of Erosion Control Measure to Project BMP

Contractor conducts operations in a timely manner within the Limiting Operation Period. Applies to project area 1.5, 2.3

Contractor implements and constructs erosion control work.

As stated in contract or BMP practice or until accepted by FS (see monitoring section below)

2.9, 2.24

Use of Mechanical Equipment in Riparian Reserves

Description of Erosion Control Measure Applicability of Erosion Control Measure to Project BMP

Dispose of all waste material (fuels, lubricants, etc.) properly and select service/refueling areas well away from wet areas and surface water.

Applies to project area 2.12

No piling of brush/debris or spoils in Riparian Reserves. Applies to project area 2.4, 2.19

Control construction and maintenance activates within and adjacent to any stream management zone. Applies to project area 2.13, 2.14

No disposal of spoils (fines) within 100 feet of culverts, road dips, in an inside ditch, above a ditch or anywhere material can reach a stream channel.

Applies to project area 2.11

No debris disposal in or within 100 feet Streamside Management Zone, meadows, wetlands, or Riparian Reserve. Applies to project area 2.11, 2.19

Equipment use will be restricted when, after rain events, the soil surface becomes unstable and susceptible to damage.

Soil moisture guidelines will be developed based on the characteristics of the site soil.

Applies to project area 5.6

Roads and Well Drilling

Description of Erosion Control Measure Applicability of Erosion Control Measure to Project BMP

Spot rocking of native surface roads with aggregate if used during wet weather operations. Applies to project area 2.7, 2.23

Utilize proper techniques for water source development. Applies to project area 2.21 Well water will be diverted to a stable area and allowed to infiltrate at least 100 feet from stream high water mark.

Well mud and cuttings will be contained and removed as specified by inspector.

Applies to project area

Disturbed soils at drilling site will be mulched and seeded.

Mulch at 3000 lbs/acre with certified weed free hay or straw. Seed at 35 lbs/acre with a native seed mix as specified by Zone Botanist.

Applies to project area 2.28

Monitoring Requirements Wet weather operations implementation and effectiveness monitoring.

Construction and/or maintenance activities may occur outside of the Normal Operating Season (NOS), defined as May 15 to October 15, providing that the following guidelines are adhered to.

Daily monitoring of all activities consisting of BMP forms or daily diaries will document implementation and effectiveness of BMP’s. Project activities will be curtailed and corrective action taken when any of the following are encountered or expected:

• Drill Site

• Rills (greater than ½″ deep and 10′ in length) or sediment deposition has extended more than 20 feet off of landing.

• More than one cubic yard of material (from erosion or slope failure) has moved into riparian reserve.

Erosion control materials and preventative maintenance measures would be in place prior to working outside the NOS. These measures include a combination of water-bars, mulch spot rocking, and road maintenance. When activities extend outside the NOS, erosion control plans are implemented and kept current on a daily basis.

The Shasta-Trinity National Forest shall provide NOAA Fisheries with a monthly report of concurrent BMP monitoring for all ground-disturbing activities that occur outside the NOS.

Mitigation measure implementation and effectiveness monitoring

• Site review by hydrologist, geologist, and/or project manager

BMP implementation and effectiveness monitoring

• Follow standard BMPEP monitoring plan

Bedrock Map Hayden Flat Campground

Hayden Flat Campground is located just north of the Trinity River and CA State Highway 299- West upon meta-sediments of the Eastern Hayfork geologic terrain. Aerial photography and available geologic mapping of this area did not reveal the presence of lineaments or faults at this location. The geomorphic character of the campground appears to be that of an erosional river terrace. The bedrock/colluvial-alluvial interface was calculated at a depth of 24 feet below ground surface in a shallow seismic survey done by Forest Geologist.
