PART 1 - GENERAL
1.1 – Location
There is one (1) fire lookout tower location on the Flagstaff Ranger District where the work shall be performed within the Coconino National Forest. This location is on an administrative site, which consists of a lookout tower, toilet, and lookout quarters. The scope of work described here applies to the lookout wood framed flat roof and wood framed walls.
A) Mt. Elden Fire Lookout Tower
This location is approximately 10 miles north of Flagstaff. To get to Elden, go northwest on Highway 180, then turn north on N. Shultz Pass Road for about one mile, then turn on W. Mt. Elden Road, FSR 557 all the way to the lookout. The first four (4) miles of road is fair, but starts degrading and has several rocky areas. The last mile is very steep and rock. Four wheel drive is recommended. The mountain top is very busy with other communication companies and hikers. There is a small parking area at the base of the tower. Coordinates for the Elden fire lookout tower site are N35.241 W111.5968, and elevation is approximately 9,224 feet.
1.2 – General
1. The intent of this project is to renovate the elevated fire lookout tower cabin. The interior cabin components show lead based paint and asbestos containing materials. The work shall be set in two phases.
Phase I is demolition, which will include removal of all existing components of the cabin, including abatement and proper disposal of Lead-Based Paint (LBP) and Asbestos Containing Material (ACM) and installing new flooring, including all the joists, decking, and subfloor.
Phase II includes all of the improvements to the tower, including utilities. The renovation and utility improvements include providing and installing new walls, framing, insulation, windows, fire finder support, bookcase, direct vent wall heater, electrical, painting, and reconnections of existing lightning protection system.
All work shall be completed in accordance with project specifications and construction drawings. The work includes all labor, material, supervision, testing, and equipment necessary to perform all the operations for the work specified herein and as stated in the construction drawings.
The Contractor shall be responsible for any necessary site investigations for detailed and accurate material lists, and all field measurements necessary in order to complete the construction.
2. Attention to detail and accurate field measurements of the existing materials are the responsibility of the Contractor and will be critical for the proper reconstruction of the lookout tower cabin walls, floor, and windows.
3. The drawings which accompany this project are meant for reference and bidding purposes only. These drawings are not the original construction drawings, and although the requirements of these drawings are binding, the plans and elevations shown on them are not meant to be relied upon for construction.
1.3 – Description of Work – Mt. Elden Fire Lookout
A. General:
The tower structure is a galvanized steel framed CL-100 Series, with a catwalk on a 54-feet elevated tower. The cabin is 13’x13’ and was erected in 1977. This cabin is wood framed building with existing wooden built up roof, and wooden interior finishes. The existing roof has very minimal to no pitch. There is an existing 2’ x 2’ roof access required to provide service to Forest Service Radio System. This lookout tower is operated seasonally by the fire lookout personnel from May through October.
Elden Fire Lookout Tower
B. Environmental Work (Phase I): Specification 13281 describes the environmental work in these Specifications.
The Environmental Work (Phase I) will be followed by Renovation Work (Phase II) to complete the work in this contract. Contractor shall coordinate both phases of work to minimize any time lapse. Weather will become a major factor affecting access to site, so renovation work shall start and continue until access is denied. Contractor shall provide and install plywood temporarily to seal the cabin if winter shut down becomes necessary. All exposed openings shall be covered to secure the cabin and protect the floor and interior of the cabin, prior to leaving site when access is no longer available.
Specification 13281 addresses the environmental work, including building utility disconnects, testing, proper removal and disposal of the lead-based paint and asbestos containing materials, required documentation and reporting.
The cabin has been tested for ACM presence and the results are listed within Specification 13281 in Table 1.
The cabin has been tested for Lead-Based Paint and the results are provided within Specification 13281 in Table 2.
All hazardous waste shall be manifested and delivered to an appropriate landfill for disposal. TCLP analysis shall be the responsibility of the Contractor as described within these Specifications.
Existing Utilities:
There are existing utilities to be disconnected from the cabin prior to the removal and disposal of cabin components. Most of the work is described in detail in Specification 13281.
There is electricity available at this site. Contractor is responsible for providing their own connection to source of power.
There is no water available at this site. Contractor is responsible for providing their own source of water.
There is no sanitary services available at this site. Contractor is responsible for providing their own porta potty.
Due to public use of a trail to this lookout, the Contractor shall ensure the safety of the public at all times and shall provide adequate warnings of environmental and safety hazards.
There are existing Forest Service Radio antennas mounted to three corners of the cabin and penetrate through the roof. These antennas provide communication services and needs to remain active throughout the reconstruction. If maintenance is necessary by our technicians/specialists, contractor will be notified to coordinate the access with the technician.
