Solicitation AG-91T5-S-13-0006 ANF SCMRRD Plantation Chipping – Fuel Reduction Project

Q & A:

Will we be allowed to cross Pacific Crest Trail (PCT)? Crossings will need to be pre-approved by COR/inspector and will be minimized. When possible, crossing the PCT will be avoided and access points will be allowed on each side versus crossing the trail. Where the trail is crosses, disturbance will be minimizes using brush and/or rehab and restoration of any damage will be required.

Will we need to post signs on the PCT? Yes, either the FS or the contractor will need to post signs. If you plan to do so as a contractor, please include it in your proposal as part of your safety plan.

How will we access Digger plantations with the existing barriers for access? The barriers will either be removed and replaced or there will need to be a new access point created which will then need to be restored to prevent further illegal access, using chips or existing slash. We prefer to create a new access point and leave the existing barriers but if we need to remove the existing barriers, we will need to use slash to create new ones. Please include the method you intend to use in your proposal.

Do we need to treat the fallen dead trees by limbing etc? No, the only other responsibility under this contract other than chipping of piles is to fall dead trees, buck and limb them, and associated clean up.

Can the FS share the budget for this project with the contractors? No!

Since we are currently limited to rubber tired chippers, can we use a masticator with rubber tires/tracks or a chipper with rubber tracks? Yes, you can use any rubber tire or rubber tracked equipment. No steel tracked equipment will be allowed inside ANY of the plantations. In Digger and Mile High plantations, all equipment will be limited to existing routes including temporary roads, staging locations, and existing fuelbreaks. There will be no cross country use of equipment in the Digger and Mile High plantations. In Upper Shake, Atmore, Fish, and Maxwell plantations, cross country use is allowed but will be minimized and all routes will be approved by the COR/inspector. Please include your ability to minimize access routes with the equipment proposed for use in your proposal. Any cabling/lining and/or masticating in rows are examples of this.

Can we use a steel tracked chipper on the road only? Yes. No steel tracked equipment will be allowed inside of the plantations.

How many acres are each plantation? Upper Shake is digitized at approximately 91 acres but has not been GPSed and is smaller in size. Digger is GPSed at approximately 8 acres. Fish is GPSed at approximately 6.5 acres. Atmore is GPSed at approximately 6.5 acres. Mile High is GPSed at approximately 13 acres. Maxwell is GPSed at approximately 12.5 acres. This leaves a total of approximately 138 acres.

Do we need to be certified to apply sporax? All county and state laws for pesticide/fungicide application must be followed for the application of sporax. Since this project is not primarily for the focus of sporax application and its use is secondary to the removal of standing dead trees, training for all applicators on sporax use and application is required at a minimum.

Can I hire a subcontractor to apply the sporax? Yes but since their main purpose would be to apply a pesticide, their certification requirements are stricter and you must be familiar with those and follow all state and county laws associated with the application.

Do we need to call in to a PAL number every day on this project? Yes, the Project Activity Level (PAL) will tell you what limitations there are for equipment use and other project activities for each day. These levels are explained in detail in the fire plan of your contract.

Can you share a list of 8a contractors with us so we may contact them to work with them on future projects? Refer to FBO list of interested parties.

Will a bid summary/synopsis be sent out after all the bids are in and one is selected? Refer to FBO for Award.
