STATEMENT OF WORK

Project: Fence Installation at the Central Plains Experimental Range

Scope of Work: A total of approximately 26,400 feet (5 miles) of new 4-wire, wood post fence is needed to be installed at the U.S.

Department of Agriculture (USDA), Agricultural Research Service (ARS), Central Plains Experimental Range (CPER). There are four sections of new fence to be installed, as described below and shown on the attached diagrams:

• Fence 1: Divide fence between pastures 23E/23W (1 mile)

• Fence 2: Exclosure fences (2 miles)

• Fence 3: South side of section 23 (1 mile)

• Fence 4: South side of section 24 (1 mile)

All materials (posts, wire, staples – see below for specs) will be provided by the Government. Installation will be provided by the contractor. Removal of existing fence shall be done by the Government.

The contractor is expected to install 20, 2-post H-braces (terminal), 0, 3-post H-braces, 3, 2-post-H-braces (in-line), and 13 single in-line corner posts. In-line, 2-post H-braces, or single corner posts (see maps) will be installed approximately every 1,320 feet (1/4 mile) on fence with all 4 wires tied off to facilitate pull of wire in opposite directions from the in-line H-brace or in-line single corner post.

For terminal 2-post H-braces (20 of these), the primary corner post in each of these braces will be a 7 inch diameter post with length of 10 feet (120 inches). These posts need to be installed to a minimum of 60 inches, thereby leaving approximately 60 inches aboveground. The secondary corner post in each of these braces will be a 6 inch diameter post with a length of 8 feet (96 inches).

These posts need to be installed to a minimum of 40 inches, thereby leaving approximately 56 inches aboveground. H-brace posts will be connected by a steel pipe (minimum 1.9 inch diameter and a minimum length of 96 inches). A diagonal wire (using #9 wire) will be wrapped around both posts, with it tied to the bottom of the corner on the H-brace using an earth anchor and at top of the other post (see Picture 1a for example of 2-post terminal H-brace, and Picture 1b for example of 3-post H-brace terminal end assembly ).

For in-line H-brace posts (3 of these), both posts will be a 6 inch diameter post with a length of 8 feet (96 inches). These posts need to be installed to a minimum of 40 inches, thereby leaving approximately 56 inches aboveground. H-brace posts will be connected by a steel pipe (minimum 1.9 inch diameter and a minimum length of 96 inches). Two diagonal wires (using #9 wire) will be wrapped around both posts (see Picture 2).

Single in-line corner posts (13 of these) will be a 7 inch minimum diameter post with length of 10 feet (120 inches). These posts need to be installed to a minimum of 60 inches, thereby leaving approximately 60 inches aboveground (see Picture 3).

Line posts will be wood, minimum 4 inch diameter at top, pointed/capped/round and doweled, with a length of 7 feet (or 84 inches).

Line posts will be installed every rod (16 feet), and to a minimum depth of 28 inches, thereby leaving approximately 56 inches aboveground.

Four strands of fence wire will be as follows, top 3 strands barbed wire (12 ½ gauge, Class I, 2pt, 4 inch spacing) and the 4th (bottom) strand being smooth (barbless) wire (12 ½ gauge, Class I). Each roll of barbed/barbless wire is approximately 1,320 feet (1/4 mile) in length. The smooth wire will be attached to wood line posts by barbed, galvanized staples (minimum length of 1.5 inches) at a minimum height of 16 inches from the ground. The 3 top strands of barbed wire will also be attached to wood line posts by barbed, galvanized staples (minimum length of 1.5 inches) at heights of approximately 28, 40 and 52 inches from the ground (see Picture 4).

All sixteen foot tubular steel gates will be provided and installed by the Government.

1. Staging Area: The Contractor shall coordinate with the Contracting Officer’s Representative (COR) for approval on the staging area for material storage, parking, dumpster, and trailers. Contractor shall be responsible for their own materials and equipment left at the job site.

2. Working Hours: All work to be performed shall be scheduled from 7:00 A.M. To 4:00 P.M. (Monday to Friday). Contractor shall coordinate with the site monitor for changes to working hours so arrangement and approval can be obtained.

3. Debris and rubbish shall be removed from the job site daily. Government dumpsters shall not be used by the Contractor.

4. It is recommended that the Contractor visit the job site to identify the site condition and difficulty of work.

5. Warranty: Contractor shall provide a parts and labor warranty for all parts supplied and labor performed by the contractor for a period of one year from the date of final project acceptance and commissioning.

Period of Performance: 60 days after receipt of the Notice to Proceed
