SECTION 011250 - MEASUREMENT AND PAYMENT
1. GENERAL
SUMMARY
Measurement and payment for contract work will be made only for and under those pay items included in the Schedule of Items. All other work, labor, materials, equipment, and incidentals necessary to successfully complete the project will be considered as included in the payment for items shown. This section defines the method of measurements and basis of payment for work items listed in the Schedule of Items.
When more than one class, size, type, thickness, etc. is specified in the Schedule of Items for any pay item, suffixes will be added to the item number to differentiate between the pay items.
DETERMINATION OF QUANTITIES
The following measurements and calculations shall be used to determine contract quantities for payment.
For individual construction items, longitudinal and lateral measurements for area computations shall be made horizontally or corrected to horizontal measurement unless otherwise specified. Measurements for geotextiles, netting and erosion control blankets shall be along slope lines.
For Structures, they shall be measured according to neat lines shown on the drawings or as altered by the CO, in writing, to fit field conditions.
For items that are measured by the linear foot, such as pipe culverts, fencing, guardrail, piping, utilities, and underdrains, measurements shall be made parallel to the base or foundation upon which the structures are placed.
For standard manufactured items (such as fence, wire, plates, rolled shapes, pipe conduits) identified by gauge, weight, section dimensions, and so forth, such identifications shall be considered the nominal weights or dimensions. Unless controlled by tolerances in cited specifications, manufacturer's tolerances shall be accepted.
Earthwork Tolerances - Adjustments of horizontal or vertical alignment, within the tolerances specified in this contract, or shifts of balance points up to 100 feet shall be made by the contractor as necessary to produce the designed sections and to balance earthwork. Such adjustments shall not be considered as "Changes."
UNITS OF MEASUREMENT
Payment shall be by units defined and determined according to U.S. Standard measure and by the following:
Cubic Yard (CY): A measurement computed by one of the following methods:
Excavation, Embankment, or Borrow. The measurement computed by the average end area method from measurements made longitudinally along a centerline or reference line.
Material in Place or Stockpile. The measurement computed using the dimensions of the in-place material.
Material in the Delivery Vehicle. The measurement computed using measurements of material in the hauling vehicles at the point of delivery. Vehicles shall be loaded to at least their water level capacity. Leveling of the loads may be required when vehicles arrive at the delivery point.
Each (EA): One complete unit, which may consist of one or more parts.

Linear Foot (LF): Measurement of work along its length from point-to-point; parallel to the base or foundation. Do not measure overlaps.
Lump Sum (LS): One complete unit.

METHOD OF MEASUREMENT
One of the following methods of measurement for determining final payment is designated on the Schedule of Items for each pay item:
LUMP SUM QUANTITIES (LSQ) - These quantities denote one complete unit of work as required by or described in the contract, including necessary materials, equipment, and labor to complete the job. They shall not be measured.

SECTION 011900 - MOBILIZATION
1. GENERAL
SUMMARY
This item is intended to compensate the Contractor for operations including, but not limited to, those necessary for the movement of personnel, equipment, supplies, and incidentals to the project site; for payment of premiums for bonds and insurance for the project; and for any other work and operations which must be performed or costs that must be incurred incident to the initiation of meaningful work at the site and for which payment is not otherwise provided for under the contract.
MEASUREMENT AND PAYMENT
The measurement shall be lump sum for mobilization. Payment shall be as follows:
Bond premiums will be reimbursed after receipt of the evidence of payment.
50% of the lump sum, not to exceed 5% of the original contract amount, will be paid following completion of 5% of the original contract amount not including mobilization and bond premiums.
Payment of the remaining portion of the lump sum, up to 10% of the original contract amount, will be paid following completion of 10% of the original contract amount not including mobilization and bond premiums.
Any portion of the lump sum in excess of 10% of the original contract amount will be paid after final acceptance.
Progress payments for mobilization and preparatory work shall be subject to retainage.

SECTION 013300 - SUBMITTAL PROCEDURES
1. GENERAL
SUMMARY
This Section includes administrative and procedural requirements for submitting Shop Drawings, Product Data, Samples, Test Reports and other miscellaneous submittals. See Table 013300-1 for a summary of required submittals.
See other specification section within this package for additional requirements on submittals.
SUBMITTAL PROCEDURES
Coordination: Coordinate preparation and processing of submittals with performance of construction activities.
Coordinate transmittal of different types of submittals for related parts of the Work so processing will not be delayed because of need to review submittals concurrently for coordination.
The Contracting Officer (CO) reserves the right to withhold action on a submittal requiring coordination with other submittals until related submittals are received.
Processing Time: Allow enough time for submittal review, including time for re-submittals, as follows. Time for review shall commence on CO's receipt of submittal.
Initial Review: Allow 14 days for initial review of each submittal. Allow additional time if processing must be delayed to permit coordination with subsequent submittals. CO will advise Contractor when a submittal being processed must be delayed for coordination.
If intermediate submittal is necessary, process it in same manner as initial submittal.
Allow 14 days for processing each re-submittal.
No extension of the Contract Time will be authorized because of failure to transmit submittals enough in advance of the Work to permit processing.
Identification: Place a permanent label or title block on each submittal for identification.
Indicate name of firm or entity that prepared each submittal on label or title block.
Provide a space on label or beside title block to record Contractor's review and approval markings and action taken by CO.
Include the following information on label for processing and recording action taken:
Project name.
Date.
Name and address of Contractor.
Name of manufacturer.
Unique identifier, including revision number.
Number and title of appropriate Specification Section.
Drawing number and detail references, as appropriate.
If more than one item is shown on submittal sheet, identify item.
Deviations: Highlight, encircle, or otherwise identify deviations from the Contract Documents on submittals.
Additional Copies: Unless additional copies are required for final submittal, and unless CO observes noncompliance with provisions of the Contract Documents, initial submittal may serve as final submittal.
Use for Construction: Use only final submittals with mark indicating action taken by CO in connection with construction.
MEASUREMENT AND PAYMENT
No separate measurement and/or payment will be made for this section. Payment shall be included with work shown in the schedule of items.
PRODUCTS
ACTION SUBMITTALS – (Submittals requiring CO approval) General: Prepare and submit Action Submittals required by individual Specification Sections.
Number of Copies: Submit three copies of each submittal, unless otherwise indicated. CO will return two copies. Mark up and retain one returned copy as a Project Record Document.
Product Data: Collect information into a single submittal for each element of construction and type of product or equipment.
If information must be specially prepared for submittal because standard printed data are not suitable for use, submit as Shop Drawings, not as Product Data.
Mark each copy of each submittal to show which products and options are applicable.
Include the following information, as applicable:
Manufacturer's written recommendations.
Manufacturer's product specifications.
Manufacturer's installation instructions.
Manufacturer's catalog cuts.
Wiring diagrams showing factory-installed wiring.
Compliance with recognized trade association standards.
Compliance with recognized testing agency standards.
Shop Drawings: Prepare Project-specific information, drawn accurately to scale. Do not base Shop Drawings on reproductions of the Contract Documents or standard printed data.
Preparation: Include the following information, as applicable:
Dimensions.
Identification of products.
Fabrication and installation drawings.
Roughing-in and setting diagrams.
Notation of dimensions established by field measurement.
Contractor's Construction Schedule: The contractor shall submit a Construction Schedule, for approval by CO, in accordance with the contract provisions within 5 day of commencement of work.
Samples: Prepare physical units of materials or products, including the following:
Samples for Initial Selection: Submit manufacturer's color charts consisting of units or sections of units showing the full range of colors, textures, and patterns available.
INFORMATIONAL SUBMITTALS – (Submittals NOT requiring CO approval) General: Prepare and submit Informational Submittals required by other Specification Sections.
Number of Copies: Submit three copies of each submittal, unless otherwise indicated. CO will not return copies.
Certificates and Certifications: Certificates and certifications shall be signed by an officer or other individual authorized to sign documents on behalf of that entity.
Test and Inspection Reports: Comply with requirements in Section 014100 "Quality Control” Material Test Reports: Prepare reports written by a qualified testing agency, on testing agency's standard form, indicating and interpreting test results of material for compliance with requirements.
Field Test Reports: Prepare reports written by a qualified testing agency, on testing agency's standard form, indicating and interpreting results of field tests performed either during installation of product or after product is installed in its final location, for compliance with requirements.
Maintenance Data: Prepare written and graphic instructions and procedures for operation and normal maintenance of products and equipment.
Manufacturer's Instructions: Prepare written or published information that documents manufacturer's recommendations, guidelines, and procedures for installing or operating a product or equipment. Include name of product and name, address, and telephone number of manufacturer.
EXECUTION
GENERAL
Review each submittal and check for compliance with the Contract Documents. Note corrections and field dimensions. Mark with approval stamp before submitting to CO.
Approval Stamp: Stamp each submittal with a uniform, approval stamp. Include Project name and location, submittal number, Specification Section title and number, name of reviewer, date of Contractor's approval, and statement certifying that submittal has been reviewed, checked, and approved for compliance with the Contract Documents.
CO will not review submittals that do not bear Contractor's approval stamp and will return them without action.
Submittals not required by the Contract Documents will not be reviewed and may be discarded.
Substitutions – Whenever materials, products, and equipment are listed by name or brand in the specifications and/or on the drawings, it is used as a measure of quality, utility, or standard. If the Contractor prefers to use any other brand or manufacturer of same quality, appearance and utility to that specified, he shall request substitution as provided below, not less than 30 days before the planned installation of the item. The Contracting Officer will approve or disapprove the request for substitution.
Requests for substitutions will only be considered if contractor submits the following:
Complete technical data including drawings, complete performance specifications, test data, samples and performance tests of the article proposed for substitution. Submit additional information if required by Contracting Officer. All items in the above information shall be circled, tagged, or marked in some way to indicate all deviations or differences which the proposed item differs from the originally specified item.
Similar data as above for item originally specified. All items shall be marked to identify where/how the proposed substitution will differ.
A statement by the Contractor that the proposed substitution is in full compliance with the contract documents, applicable codes, and laws.
The Contractor shall be responsible for any effect upon related work in the project for any substitution and shall pay any additional costs generated by any substitutions.
SUBMITTAL SCHEDULE – Submittals shall be made as required by and called for in the drawings and specifications. The following table is a summary of the required submittals for the project - the table is to assist the Contractor and may not be all inclusive – additional submittals may be required by specific specifications:

SECTION 013591 - HISTORIC TREATMENT PROCEDURES
1. GENERAL
This Section uses the term "Architect." Change this term to match that used to identify the design professional as defined in the General and Supplementary Conditions.
Verify that Section titles referenced in this Section are correct for this Project's Specifications; Section titles may have changed.
Use this Section to establish procedures that are especially for historic treatment. Include only procedures that are unique to historic treatment work. Other procedures are included in other Division 1 Sections.
SUMMARY
This Section includes special procedures for historic treatment on Project including, but not limited to, the following:
Adjust list below to suit Project.
Storage and protection of existing historic materials.
Temporary protection of historic materials during construction.
Protection during application of chemicals.
Protection during use of heat-generating equipment.
Historic treatment procedures.
DEFINITIONS
Definitions below refer to historic treatment applied to Project or portions of Project. Delete definitions that do not apply to Project. If more than one type of historic treatment is required, indicate on Drawings where each treatment applies. Historically significant portions may be classified as historic preservation or restoration; other portions may be classified as rehabilitation. Coordinate terms below with terms used on Drawings. See Evaluations.
"Preservation": To apply measures necessary to sustain the existing form, integrity, and materials of a historic property. Work may include preliminary measures to protect and stabilize the property.
"Renovation" has the same definition as "rehabilitation"; the term "rehabilitation" is preferred.
"Rehabilitation": To make possible a compatible use for a property through repair, alterations, and additions while preserving those portions or features that convey its historical, cultural, or architectural values.
"Restoration": To accurately depict the form, features, and character of a property as it appeared at a particular period of time by means of the removal of features from other periods in its history and the reconstruction of missing features from the restoration period.
"Reconstruction": To reproduce in the exact form and detail a building, structure, or artifact as it appeared at a specific period in time.
Definitions below refer to procedures applied to materials or features. Delete or revise definitions to suit Project. Coordinate terms below with terms used on Drawings.
"Stabilize": To apply measures designed to reestablish a weather-resistant enclosure and the structural reinforcement of an item or portion of the building while maintaining the essential form as it exists at present.
"Protect and Maintain": To remove deteriorating corrosion, reapply protective coatings, and install protective measures such as temporary guards; to provide the least degree of intervention.
"Repair": To stabilize, consolidate, or conserve; to retain existing materials and features while employing as little new material as possible. Repair includes patching, piecing-in, splicing, consolidating, or otherwise reinforcing or upgrading materials. Within restoration, repair also includes limited replacement in kind, rehabilitation, and reconstruction, with compatible substitute materials for deteriorated or missing parts of features when there are surviving prototypes.
"Replace": To duplicate and replace entire features with new material in kind. Replacement includes the following conditions:
Verify conditions for creating duplicated elements and materials from existing elements and materials. Coordinate three subparagraphs below with Drawings.
Duplication: Includes replacing elements damaged beyond repair or missing. Original material is indicated as the pattern for creating new duplicated elements.
Replacement with New Materials: Includes replacement with new material when original material is not available as patterns for creating new duplicated elements.
Replacement with Substitute Materials: Includes replacement with compatible substitute materials. Substitute materials are not allowed, unless otherwise indicated.
"Remove": To detach items from existing construction and legally dispose of them off-site unless indicated to be removed and salvaged or removed and reinstalled.
"Remove and Reinstall": To detach items from existing construction, repair and clean them for reuse, and reinstall them where indicated.
"Existing to Remain" or "Retain": Existing items of construction that are not to be removed and that are not otherwise indicated to be removed and salvaged, or removed and reinstalled.
"Material in Kind": Material that matches existing materials, as much as possible, in species, cut, color, grain, and finish.
SUBMITTALS
Historic Treatment Program: Submit a written plan for each phase or process including protection of surrounding materials during operations. Describe in detail materials, methods, and equipment to be used for each phase of work.
Alternative Methods and Materials: If alternative methods and materials to those indicated are proposed for any phase of work, provide a written description including evidence of successful use on other, comparable projects, and program of testing to demonstrate effectiveness for use on this Project.
Historic Treatment Specialist Qualifications: A firm that employs personnel, including supervisory personnel, experienced and skilled in the processes and operations indicated. Must demonstrate successful rehabilitation of similar projects.
QUALITY ASSURANCE
Historic Treatment Preconstruction Conference: Conduct conference at Project site.
When providing historic preservation or rehabilitation services, the work shall be accomplished by or under the direct supervision of someone meeting the Secretary of the Interior’s Professional Qualification Standards for Historic Architecture.
STORAGE AND PROTECTION OF HISTORIC MATERIALS
Removed and Reinstalled Historic Materials:
Clean and repair historic items to functional condition adequate for intended reuse.
Pack or crate items after cleaning and repairing. Identify contents of containers.
Protect items from damage during transport and storage.
Reinstall items in locations indicated. Comply with installation requirements for new materials and equipment. Provide connections, supports, and miscellaneous materials necessary to make item functional for use indicated.
Existing Historic Materials to Remain: Protect construction indicated to remain against damage and soiling during historic treatment. When permitted by the Contracting Officer’s Representative items may be removed to a suitable, protected storage location during historic treatment and cleaned and reinstalled in their original locations after historic treatment operations are complete.
Storage and Protection: When removed from their existing location, store historic materials within a weathertight enclosure where they are protected from wetting by rain, snow, or ground water, and temperature variations. Secure stored materials to protect from theft.
Identify removed items with an inconspicuous mark indicating their original location.
PROJECT-SITE CONDITIONS
Retain, revise, or delete paragraphs and subparagraphs in this Article to suit Project. Add other limitations if necessary, such as when adjacent floors will be occupied.
Exterior Cleaning and Repairing:
Proceed with the work only when forecasted weather conditions are favorable.
Wet Weather: Do not attempt repairs during rainy or foggy weather. Do not apply primer, paint, putty, or epoxy when the relative humidity is above 80 percent. Do not remove exterior elements of structures when rain is forecast or in progress.
Do not perform exterior wet work when the air temperature is below 40 deg F.
Do not begin cleaning, patching, or repairing when there is any likelihood of frost or freezing.
Do not begin cleaning when either the air or the surface temperature is below 45 deg F unless approved means are provided for maintaining a 45 deg F temperature of the air and materials during, and for 48 hours subsequent to, cleaning.
Cleaning is often performed during night hours to avoid occupants and traffic; delete subparagraph below if not required.
Perform cleaning and rinsing of the exterior only during daylight hours.
MEASUREMENT AND PAYMENT
No separate measurement and/or payment will be made for this Section. Refer to the Schedule of Items.

EXECUTION
PROTECTION, GENERAL
Comply with manufacturer's written instructions for precautions and effects of products and procedures on adjacent building materials, components, and vegetation.
Ensure that supervisory personnel are present when work begins and during its progress.
Temporary Protection of Historic Materials during Construction:
Protect existing materials during installation of temporary protections and construction. Do not deface or remove existing materials.
Attachments of temporary protection to existing construction shall be approved by Architect prior to installation.
Protect landscape work adjacent to or within work areas as follows:
Provide barriers to protect tree trunks.
Bind spreading shrubs.
Use coverings that allow plants to breathe and remove coverings at the end of each day. Do not cover plant material with a waterproof membrane for more than 8 hours at a time.
Set scaffolding and ladder legs away from plants.
PROTECTION DURING APPLICATION OF CHEMICALS
Protect persons, motor vehicles, surrounding surfaces of building being restored, building site, plants, and surrounding buildings from harm or damage resulting from applications of chemical cleaners and paint removers.
Cover adjacent surfaces with materials that are proven to resist chemical cleaners selected for Project unless chemicals being used will not damage adjacent surfaces. Use covering materials that contain only waterproof, UV-resistant adhesives. Apply masking agents to comply with manufacturer's written instructions. Do not apply liquid masking agent to painted or porous surfaces. When no longer needed, promptly remove masking to prevent adhesive staining.
Do not clean surfaces during winds of sufficient force to spread cleaning solutions to unprotected surfaces.
Neutralize and collect alkaline and acid wastes and dispose of off Government’s property.
Dispose of runoff from chemical operations by legal means and in a manner that prevents soil erosion, undermining of paving and foundations, damage to landscaping, and water penetration into building interiors.
PROTECTION DURING USE OF HEAT-GENERATING EQUIPMENT
Comply with the following procedures while performing work with heat-generating equipment, including welding, cutting, soldering, brazing, paint removal with heat, and other operations where open flames or implements utilizing heat are used:
Obtain the Contracting Officer’s approval for operations involving use of open-flame or welding equipment.
Notification shall be given for each occurrence and location of work with heat-generating equipment.
As far as practical, use heat-generating equipment in shop areas or outside the building.
Before work with heat-generating equipment commences, furnish personnel to serve as a fire watch (or watches) for location(s) where work is to be performed.
Do not perform work with heat-generating equipment in or near rooms or in areas where flammable liquids or explosive vapors are present or thought to be present. Use a combustible gas indicator test to ensure that the area is safe.
Remove and keep the area free of combustibles, including, rubbish, paper, waste, etc., within area of operations.
If combustible material cannot be removed, provide fireproof blankets to cover such materials.
Where possible, furnish and use baffles of metal or gypsum board to prevent the spraying of sparks or hot slag into surrounding combustible material.
Prevent the extension of sparks and particles of hot metal through open windows, doors, holes, and cracks in floors, walls, ceilings, roofs, and other openings.
Inspect each location of the day's work not sooner than 30 minutes after completion of operations to detect hidden or smoldering fires and to ensure that proper housekeeping is maintained.
HISTORIC TREATMENT PROCEDURES
Retain or revise paragraphs and subparagraphs in this Article to suit type of treatment required for Project. It may not be feasible to identify in the Contract Documents precisely how and to what extent each feature should be treated, such as which elements are to be repaired and which elements replaced. Refer to the "Definitions" Article in the Evaluations. The need for stabilizing and repairing in place will be determined, in some cases, during the course of the work. If it is discovered that stabilizing or repairing is not feasible, replacement is allowed. This could be a piece-by-piece decision during construction.
Paragraphs in this Article establish a general decision hierarchy. Contractor should be informed about what will be expected to prevent every minor issue from becoming a Change Order. Compliance with these provisions may depend on the extent to which items can be repaired.
First paragraph below is a description of the principal aim of preservation work; edit to suit Project. Note that descriptions will vary for restoration and rehabilitation. Reconstruction is a special circumstance not requiring procedures below.
The principal aim of preservation work is to halt the process of deterioration and stabilize the item's condition, unless otherwise indicated. Repair is required where specifically indicated. The following procedures shall be followed:
Retain as much existing material as possible; repair and consolidate rather than replace.
Use additional material or structure to reinforce, strengthen, prop, tie, and support existing material or structure.
Use reversible processes wherever possible.
Use traditional replacement materials and techniques. New work shall be distinguishable to the trained eye, on close inspection, from old work.
Record the work before the procedure with preconstruction photos and during the work with periodic construction photos.
Prohibit smoking by personnel performing work on or near historic structures.
Obtain Contracting Officer’s review and written approval in the form of a Constructive Change Directive or Supplemental Instruction before making changes or additions to construction or removing historic materials.
Notify Contracting Officer of visible changes in the integrity of material or components whether due to environmental causes including biological attack, UV degradation, freezing, or thawing; or due to structural defects including cracks, movement, or distortion.
Do not proceed with the work in question until directed by Contracting Officer.
Delete first paragraph below if no information is provided or available that allows accurate duplication.
Where missing features are indicated to be repaired or replaced, provide features whose designs are based on accurate duplications rather than on conjectural designs, subject to the approval of the Contracting Officer’s Representaive and Historic Treatment Specialist.
Where Work requires existing features to be removed, cleaned, and reused, perform these operations without damage to the material itself, to adjacent materials, or to the substrate.
Identify new or replacement materials and features with inconspicuous, permanent marks to distinguish them from original materials. Record the legend of identification marks and the locations of these marks on Record Drawings.
When cleaning, match samples of existing materials that have been cleaned and identified for acceptable cleaning levels. Avoid overcleaning to prevent damage to existing materials during cleaning.

SECTION 014100 - QUALITY CONTROL
1. GENERAL
This work shall consist of providing quality control in conformance with the inspection, testing, and product certification requirements of this contract to ensure compliance with the drawings and specifications. The Contractor shall provide all personnel, equipment, tests, and reports necessary to meet the requirements of the contract.
QUALITY CONTROL
The Contractor shall provide and maintain a quality control system that will ensure all services, supplies, and construction work required under this contract conforms to the contract requirements. The Contractor shall perform, or cause to be performed, the sampling, inspection, and testing required to substantiate that all services, supplies, and construction conform to the contract requirements.
Special Tests and Inspections: Contractor will engage a testing agency to conduct required special tests and inspections. The Contractor shall authorize the testing agency to perform the required testing and inspections on the work completed. The authority shall include:
Testing agency will interpret tests and inspections and state in each report whether tested and inspected work complies with or deviates from the Contract Documents.
Testing agency will re-test and re-inspect corrected work.
Retesting/Reinspecting: Contractor shall provide quality-control services for retesting and reinspection for replaced construction work or for work that failed to comply with the requirements under the contract.

MEASUREMENT AND PAYMENT

EXECUTION
QUALITY CONTROL SYSTEM
General: Perform required testing, inspections, sampling, and similar services per direction specified in the contract drawings and specifications and in accordance with established industry standards.
CONTRACTOR QUALITY CONTROL PLAN
At the time of the preconstruction conference, the Contractor shall submit for approval a written Contractor Quality Control Plan.
If the plan requires any revisions or corrections, the Contractor shall resubmit the plan within 10 days.
The Government reserves the right to require changes in the plan during the contract period as necessary.
No change in the approved plan may be made without written concurrence by the Contracting Officer.
At a minimum, the plan shall include the following:
A list of personnel responsible for quality control and assigned duties. Include each person's qualifications.
A copy of a letter of direction to the Contractor's Quality Control Supervisor outlining assigned duties.
Names, qualifications, and descriptions of laboratories to perform sampling and testing, and samples of proposed report forms.
Methods of performing, documenting, and enforcing quality control of all work.
Methods of monitoring and controlling environmental pollution and contamination as required by all applicable regulations and laws.
TEST AND INSPECTION REPORTS
Submit three copies of complete test results no later than three calendar days after the test was performed.
Submit failing test results and proposed remedial actions within four hours of noted deficiency.
Testing and Inspection Reports shall include the following:

PERMITS, LICENSES, AND CERTIFICATES
For Contracting Officer’s records, submit copies of permits, licenses, certifications, inspection reports, releases, jurisdictional settlements, notices, receipts for fee payments, judgments, correspondence, records, and similar documents, established for compliance with standards and regulations relevant to the on performance of the work.
AS-BUILT DRAWINGS
The Contractor shall maintain a set of the contract drawings depicting as-built conditions. These drawings shall be maintained in a current condition and shall be available for review. All variations from the original contract drawings shall be indicated in red on the drawings. Upon completion of the contract work, as-built drawings shall be submitted to the Contracting Officer.
SAMPLING, TESTING, AND CERTIFICATION REQUIREMENTS

SECTION 017320 - SELECTIVE DEMOLITION
1. GENERAL
SUMMARY
This Section includes demolition and removal of the following:

Selected portions of a building or structure.
Selected site elements.
Repair procedures for selective demolition operations.
Temporary relocation of structure Structure relocation.
DEFINITIONS
Remove: Detach items from existing construction and legally dispose of them off-site, unless indicated to be removed and salvaged or removed and reinstalled.
Remove and Salvage: Detach items from existing construction and deliver them to Government.
Remove and Reinstall: Detach items from existing construction, prepare them for reuse, and reinstall them where indicated.
Existing to Remain: Existing items of construction that are not to be removed and that are not otherwise indicated to be removed, removed and salvaged, or removed and reinstalled.
MATERIALS OWNERSHIP
Except for items or materials indicated to be reused, salvaged, reinstalled, or otherwise indicated to remain Government property, demolished materials shall become Contractor's property and shall be removed from Project site.
SUBMITTALS
Shop Drawings: Submit a drawing showing the shoring and removal plan for the 14’ x 20’ wood framed Guard Station from the damaged foundation showing jacking system, proposed temporary location, method of movement, and reinstallation plan, stamped and signed by a Licensed Engineer.
Proposed Control Measures: Submit statement or drawing that indicates the measures proposed for use, proposed locations, and proposed time frame for their operation. Identify options if proposed measures are later determined to be inadequate. Include measures for the following:
Dust control.
Schedule of Selective Demolition Activities: Indicate detailed sequence of selective demolition and removal work, with starting and ending dates for each activity, interruption of utility services, use of elevator and stairs, and locations of temporary partitions and means of egress.
Predemolition Photographs or Videotape: Show existing conditions of adjoining construction and site improvements that might be misconstrued as damage caused by selective demolition operations. Submit before Work begins.
Landfill Records: Indicate receipt and acceptance of hazardous wastes by a landfill facility licensed to accept hazardous wastes.
QUALITY ASSURANCE
Building Moving Firm Qualifications: An experienced firm that has specialized in facility relocations and work similar to the extent shown on the drawings.
Demolition Firm Qualifications: An experienced firm that has specialized in demolition work similar in material and extent to that indicated for this Project.
Regulatory Requirements: Comply with governing EPA notification regulations before beginning selective demolition. Comply with hauling and disposal regulations of authorities having jurisdiction.
Standards: Comply with ANSI A10.6 and NFPA 241.
Pre-demolition Conference: Conduct conference at Project site with contractor, subcontractors and Contracting Officer’s Representative.
PROJECT CONDITIONS
A Government campgrounds will be occupied in close proximity to selective demolition area. Conduct selective demolition so Government operations will not be disrupted. Provide not less than 72 hours' notice to CO of activities that will affect Government operations.
Maintain access to existing site amenities, pathways, and other adjacent occupied or used facilities.
Do not close or obstruct walkways, corridors, or other occupied or used facilities without written permission from authorities having jurisdiction.
Government assumes no responsibility for condition of areas to be selectively demolished.
Conditions existing at time of inspection for bidding purpose will be maintained by Government as far as practical.
SPEC WRITER: RETAIN PARAGRAPH AND SUBPARAGRAPHS ABOVE AND DELETE FIRST PARAGRAPH AND SUBPARAGRAPHS BELOW IF ASBESTOS IS PRESENT AND GOVERNMENT HAS A SEPARATE CONTRACT TO ABATE ASBESTOS BEFORE SELECTIVE DEMOLITION BEGINS.
Hazardous Materials: Hazardous materials are present in building to be selectively demolished. The facility is painted with lead based paint. Examine painted areas and soils adjacent to become aware of locations where hazardous materials are present.
Hazardous material remediation is specified elsewhere in the Contract Documents.
Do not disturb hazardous materials or items suspected of containing hazardous materials except under procedures specified elsewhere in the Contract Documents.
SPEC WRITER: DELETE SUBPARAGRAPH BELOW IF NO MATERIALS ARE KNOWN TO BE PRESENT OR IF GOVERNMENT DOES NOT HAVE, OR WILL NOT PROVIDE, MATERIAL SAFETY DATA SHEETS FOR THESE MATERIALS.
Storage or sale of removed items or materials on-site will not be permitted.
WARRANTY
Existing Warranties: Remove, replace, patch, and repair materials and surfaces cut or damaged during selective demolition, by methods and with materials so as not to void existing warranties.
MEASUREMENT AND PAYMENT
There will be no separate measurement or payment for work in this section. Payment will be included at the contract unit price for items shown on the Schedule of Items.
PRODUCTS
REPAIR MATERIALS
Use repair materials identical to existing materials.
If identical materials are unavailable or cannot be used for exposed surfaces, use materials that visually match existing adjacent surfaces to the fullest extent possible.
Use materials whose installed performance equal or surpasses that of existing materials.
EXECUTION
EXAMINATION
Verify that utilities have been disconnected and capped.
Survey existing conditions and correlate with requirements indicated to determine extent of selective demolition required.
Inventory and record the condition of items to be removed and reinstalled and items to be removed and salvaged.
When unanticipated structural elements that conflict with intended function or design are encountered, investigate and measure the nature and extent of conflict. Promptly submit a written report to CO.
Engage a professional engineer to survey condition of building to determine whether removing any element might result in structural deficiency or unplanned collapse of any portion of structure or adjacent structures during selective demolition operations.
SPEC WRITER: RETAIN ONE OF TWO "UTILITY REQUIREMENTS" PARAGRAPHS AND ASSOCIATED SUBPARAGRAPHS BELOW, IF APPLICABLE.
PREPARATION
Site Access and Temporary Controls: Conduct selective demolition and debris-removal operations to ensure minimum interference with roads, streets, walks, walkways, and other adjacent occupied and used facilities.
Do not close or obstruct streets, without permission from CO. Provide alternate routes around closed or obstructed traffic ways if required by governing regulations.
Erect temporary protection, such as walks, fences, railings, canopies, and covered passageways, where required by authorities having jurisdiction.
Protect existing site improvements, appurtenances, and landscaping to remain.
Temporary Facilities: Provide temporary barricades and other protection required to prevent injury to people and damage to adjacent buildings and facilities to remain.
Temporary Enclosures: Provide temporary enclosures for protection of existing building and construction, in progress and completed, from exposure, foul weather, other construction operations, and similar activities. Provide temporary weathertight enclosure for building exterior.
Temporary Shoring: Provide and maintain interior and exterior shoring, bracing, or structural support to preserve stability and prevent movement, settlement, or collapse of construction to remain, and to prevent unexpected or uncontrolled movement or collapse of construction being moved.
POLLUTION CONTROLS
Dust Control: Use water mist, temporary enclosures, and other suitable methods to limit spread of dust and dirt. Comply with governing environmental-protection regulations.
Disposal: Remove and transport debris in a manner that will prevent spillage on adjacent surfaces and areas.
Remove debris from elevated portions of building by chute, hoist, or other device that will convey debris to grade level in a controlled descent.
Cleaning: Clean adjacent structures and improvements of dust, dirt, and debris caused by selective demolition operations. Return adjacent areas to condition existing before selective demolition operations began.
SELECTIVE DEMOLITION
Prepare a plan for moving the existing Guard Station under the direction of a licensed Professional Engineer.
Conduct demo and relocation work so as not to create racking, damage or structural collapse of the historic structure.
General: Demolish and remove existing construction only to the extent required by new construction and as indicated. Use methods required to complete the Work within limitations of governing regulations.
Neatly cut openings and holes plumb, square, and true to dimensions required. Use cutting methods least likely to damage construction to remain or adjoining construction.
Cut or drill from the exposed or finished side into concealed surfaces to avoid marring existing finished surfaces.
Do not use cutting torches until work area is cleared of flammable materials. At concealed spaces, such as duct and pipe interiors, verify condition and contents of hidden space before starting flame-cutting operations. Maintain portable fire-suppression devices during flame-cutting operations.
Locate selective demolition equipment and remove debris and materials so as not to impose excessive loads on supporting walls, floors, or framing.
Removed and Reinstalled Items:
Protect items from damage during transport and storage.
Reinstall items in locations indicated. Comply with installation requirements for new materials and equipment. Provide connections, supports, and miscellaneous materials necessary to make item functional for use indicated.
Existing Items to Remain: Protect construction indicated to remain against damage and soiling during selective demolition. When permitted by CO, items may be removed to a suitable, protected storage location during selective demolition [and cleaned] and reinstalled in their original locations after selective demolition operations are complete.
PATCHING AND REPAIRS
General: Promptly repair damage to adjacent construction caused by selective demolition operations.
Repairs: Where repairs to existing surfaces are required, patch to produce surfaces suitable for new materials.
Completely fill holes and depressions in existing masonry walls that are to remain with an approved masonry patching material applied according to manufacturer's written recommendations.
Finishes: Restore exposed finishes of patched areas and extend restoration into adjoining construction in a manner that eliminates evidence of patching and refinishing.
Floors and Walls: Where walls or partitions that are demolished extend one finished area into another, patch and repair floor and wall surfaces in the new space. Provide an even surface of uniform finish color, texture, and appearance. Remove existing floor and wall coverings and replace with new materials, if necessary, to achieve uniform color and appearance.
Ceilings: Patch and repair existing ceilings as necessary to provide an even-plane surface of uniform appearance.
DISPOSAL OF DEMOLISHED MATERIALS
General: Promptly dispose of demolished materials. Do not allow demolished materials to accumulate on-site.
Burning: Do not burn demolished materials.
