USFS Photogrammetry Contract Pre-Proposal Conference Questions and Answers

QUESTIONS:

1. We have an employee with the following credentials:

a. X Certifications

b. Non-geospatial BA degree

c. Listed training

d. Y years of experience in photogrammetry field

Would the Bachelor’s degree in geography, cartography, earth sciences, etc. requirement be offset by the above education and field experience? Taking ‘requirement’ out. SOW will be amended and re-posted this week. Will be evaluating proposed personnel based on photogrammetry experience, education, and PG certification or state licensing.

2. Can we assume that the proposed work orders will require no “off shore” work? Maybe shoreline, otherwise no off shore work anticipated.

3. C.6.3: Is this accuracy requirement a typo due to the requirements stated in section C.14? The accuracy requirement in C.6.3 for aerial triangulation is (tested or compiled) 5 meters (or 16.4 feet as applicable) horizontal accuracy at 95% confidence level, and 5 meters (or 16.4 feet as applicable) vertical accuracy at 95% confidence level (FGDC-STD-007.3-1998), or as defined by task order Requestor. This accuracy requirement is different than the map compilation described in C.14.

4. What is the typical photo scale of the existing imagery for which the 5m RMS accuracy requirement of the aerotriangulation adjustment applies? There is not a typical photo scale that is used.

5. Should there be two sections C.17 – see page 19, if not will there be an amendment?

This has been corrected.

6. Our question has to do with Ground Control, which is mentioned in Section C.6.2 in the Analytical Triangulation section of the Statement of Work document Section C Description/Specification/Work Statement. Will acquisition of survey ground control be a part of this IDIQ contract, or will all survey ground control be furnished to contractor by the government? GC will be provided if the government has it, however, address in your proposal how this would be derived if not provided.

7. Is there a current incumbent contractor? If so, can you tell us the name of the company? 3Di West, Eugene, OR

8. The SOW indicates that services may be performed on-site at Forest Service locations. Can you give us an idea of the locations and will the contractor be required to provide all equipment (hardware/software/etc.)? The vast majority, if not 100%, of work will be performed at the Contractor’s site. Hardware and software will be required to be provided by the Contractor.

9. The SOW states there may be a need for supplemental ground control surveys and the surveys will be performed by a PLS. Does the PLS need to be registered in the State the surveys are being performed, and if so, can you give us an idea of what States the surveys will be performed in? This is a national IDIQ contract. Survey work could be in any of the U.S. states or territories with FS lands or facilities. (States with no FS land or facilities: MA, CT, RI, DE, MD, Iowa)

10. The SOW states the following: P.5, C.6 Analytical Aerial Triangulation

When authorized within this contract via task orders, the x-, y-, and z-coordinates for supplemental photo control points shall be derived using fully analytical, simultaneous block aerotriangulation (AT) adjustment methods. Are digital AT methods acceptable? Yes

11. The SOW requires the Senior Photogrammetrist be a Certified ASPRS Photogrammetrist. If the proposed Senior Photogrammetrist is a Registered Professional Photogrammetrist, can this be a substitution for a ASPRS Certified Photogrammetrist? Yes

12. Can a company allocate one position to two different labor categories? For example - as a

Senior Photogrammetrist and Quality Control Manager. Yes

13. Is there a budget for this project and what is the anticipated volume of work? There is no budget for this contract. This is an IDIQ contract for all of the Forest Service. We do not have an anticipated volume of work. Historical use is our only indicator.

14. We have Licensed Professional Land Surveyors in Utah on staff instead of Certified

Photogrammetrists, will that be allowed? We will not evaluate a surveyor as a photogrammetrist.

15. Q: Section C.11.0 indicates that the US Forest Service would like hard copies of the finished line maps to be printed on dimensionally stable, static-free polyester drafting film. What percentage of the tasks does the government estimate will require this medium? Printing is not part of this contract, we are removing this requirement.

16. Are there any other media that would be acceptable in lieu of the static-free polyester drafting film? This can be negotiated between the buyer and seller apart from the specifications of this contract.

17. Will there be another solicitation for acquisition of digital, film, or LiDAR? We are not aware of any at this time.

18. How much work is required in a sub-contractor relationship? At least 50% of cost by Prime.
