SECTION C. STATEMENT OF WORK
C.1. INTRODUCTION
C.1.1. Background
Stand improvement activities, such as tree thinning, are needed to reduce the tree density and, by the deliberate selection of leave trees, improve the overall health and condition of the stand based on the prescribed objectives. Tree selection and cutting of undesirable or excess trees will provide space for the leave trees to grow and develop, reduce the incidence of insect and diseases that affect growth, and undesirable tree qualities.
Thinning may also target removal of ladder fuels which will reduce the risk of crown fires. Existing and created slash may be treated to reduce fire risk and modify fire behavior.
C.1.2. Scope of Contract
This solicitation is for stand improvement activities and slash treatment on the Arapaho and Roosevelt, Medicine Bow-Routt and White River National Forests. The Contractor shall furnish all labor, equipment, supervision, transportation, supplies (except those designated as Government furnished), and incidentals to safely perform all work necessary on the areas specified. All aspects of the work program shall be performed in an organized, systematic manner to assure services will be performed over the entire unit.
C.1.2.1. This contract is a Performance Based, Indefinite Delivery, Indefinite Quantity (IDIQ) Contract with optional year renewals.
C.1.2.2. The specific performance period will be provided in each task order.
C.1.3. Location and Description
The Arapaho and Roosevelt National Forests administer land from the Wyoming- Colorado state border south to Mount Evans near the Clear Creek-Pike county line. The forests extend from the Fort Collins and Boulder in the east to the Grand-Summit county line in the west. Legal descriptions of the Blue Hills task order location is T3S, R74W, Sections 19, 20, 21, 28, 29 & 30: T3S, R75W, Sections 23, 24, 25 &26; : T4S, R72W, Sections 21, 22, 27 & 28.
C.1.3.1 Access. Refer to Contractor requirements in Section C.4 for additional information on access to the treatment areas.
C. 2. DEFINITIONS

No firearms are permitted behind locked gates.
C.4.1.5. Treatment Unit (TU) Boundaries – See Section J
C.4.2. Tree Thinning. Thinning reduces the density of a sapling or pole stand and by purposeful selection of leave trees improves the stand composition and condition as prescribed for each individual unit.
C.4.2.1. Selection of Satisfactory Leave Trees. Satisfactory leave trees contribute to the acceptable density computation. All Satisfactory leave trees are taller than the minimum cut tree height specified in the prescription.
In selecting the leave trees, the Contractor shall utilize the Silvicultural Summary Prescription (also referred to as the prescription), the characteristics of desirable leave trees (C.2), and the requirements listed below. The prescription is based on the overall composition and condition of the stand and is intended to be a guideline for achieving the desired final condition. The Contractor shall use his/her silvicultural knowledge to identify and adjust to any conditions within the stand and notify the Contracting Officer of any conditions present that were not addressed in the prescription. The Contractor shall recognize any insect, disease or animal damage problems and report them to the Contracting Officer if the problems are not addressed in the prescription. The Government, at the suggestion of the Contractor, may revise prescriptions with approval by the Contracting Officer. Alternate prescriptions must meet the overall stand objectives to be considered by the Contracting Officer.
The acceptable stocking, preferred species, and unique unit requirements for selecting leave trees are defined in the Silvicultural Summary Prescription.
C.4.2.1.1. Spacing method for leave tree selection. The Contractor shall select the most desirable leave trees based on the Silvicultural Summary Prescription and desirable leave tree characteristics to achieve an acceptable stocking density. J.1 EXHIBIT 1: PLOT INFORMATION AND SUMMARIES
The Blue Hills task order was cruised using a comparative example from the previous year’s cruise that was performed in adjacent units showing similar composition and tree density. The cruise used stratified random sampling using either a 1/20th , 1/50th or 1/100th acre fixed area plot on a 1 per 5 acre frequency for unit. Plots were randomly placed and located by GPS (Trimble
GeoXT). All cruise data was entered into an excel spreadsheet where averages were calculated including trees per acre by unit and size class.

G. Slash Treatments
Slash -- Any non-merchantable woody debris, exclusive of stumps and chips/chunks from mastication, created from work under this contract and remaining on the ground after treatment operations, including all cut trees and shrubs and their tops, trunks, and branches. The slash that is generated as a result of fuel treatments will be treated as specified below.
Units – 1-4-5-6w – Slash Treatment- Lop & Scatter
All created slash greater than 1” in diameter shall be lopped & scattered to a maximum height of 18”. The boles of recently infested Mountain Pine Beetle (MPB)/Spruce Beetle conifers throughout the unit shall be bucked into pieces not to exceed 4’ in length measured from the large end of the bole. All other conifer boles throughout the unit shall be bucked into pieces not to exceed 8’ in length measured from the large end of the bole.
Units - 6e-7-8-8a-9 – Slash Treatment- Hand Pile
All piles shall be constructed as compactly as possible, with heavier material on top.
All created slash greater than 1” in diameter and less than 8” in diameter and greater than 2’ in length shall be piled. All existing slash greater than 1” in diameter and less than 6” in diameter shall be piled. Slash less than 1” in diameter and less than 2’ in length shall be left on the ground. Slash left on the ground shall not exceed 18” in depth. The boles throughout the unit shall be bucked into pieces not to exceed 4’ in length measured from the large end of the bole.
All piles shall be constructed by laying limbs, cut boles, and other slash in the pile so as to be conical in shape, or as specified in the task order. All ends that stick out more than 2’ must be bucked off and piled. Larger material in piles shall be placed perpendicular to slope so it cannot roll downhill when burned.
Slash that causes large air spaces in piles shall be cut to eliminate air spaces. Each pile shall include an area of small sized slash (small branches less than ¼ to ½ inch in diameter and/or small branches with needles or leaves attached) to provide “kindling” for prompt ignition and to aid in combustion of larger slash. These fuels shall be placed in the center of the pile. All piles shall be compact to facilitate burning.
Unless approved by the COR, maximum pile size shall be 12’ in diameter by 10’ in height, and minimum pile size shall be 8’ diameter by 8’ in height at the time of final inspection.
Piles shall be located at least 10’ from residual trees (where applicable), at least 15’ from other piles (where applicable), and at least 50’ from any private property (where applicable) for this task order. Trees less than 5” DBH may be cut in order to make room for piles when necessary and approved by the COR. Piles shall be located at least 50’ from perennial streams and any water influence zone as agreed
to. No piling within 100’ of overhead power/utility lines, poles and guy wires for this task order. Slash may be moved up to 100’ in order to make adequate size piles meeting the contract specifications for this task order. In some cases, the COR may determine that it is beneficial to place piles or slash in old roads that have been closed. Piles shall not be constructed in ditches or drains. Piles shall not be constructed any closer than 20’ from established roads, trails, ditches, and drains (when applicable). Piles shall not be constructed within 35’ from fences. Piles shall not be constructed on top of downed logs, stumps, rocks, or snags. Piles shall not be constructed within aspen clones.
J. Boundary Description
