SECTION C - Description of Work
C. 1. INTRODUCTION
C.1.1. Background Stand improvement activities, such as tree thinning, are needed to reduce the tree density and, by the deliberate selection of leave trees, improve the overall health and condition of the stand based on the prescribed objectives. Tree selection and cutting of undesirable or excess trees will provide space for the leave trees to grow and develop, and reduce the incidence of insect and diseases that affect growth and undesirable tree qualities. Thinning may also target removal of ladder fuels which will reduce the risk of crown fires. Existing and created slash may be treated to reduce fire risk and modify fire behavior.
C.1.2. Scope of Contract This solicitation is for stand improvement activities and slash treatment on the Arapaho/Roosevelt, Medicine Bow/Routt & White River National Forests. The Contractor shall furnish all labor, equipment, supervision, transportation, supplies (except those designated as Government furnished), and incidentals to safely perform all work necessary on the areas specified. All aspects of the work program shall be performed in an organized, systematic manner to assure services will be performed over the entire unit.
C.1.2.1. This contract is a Performance Based, Indefinite Delivery, Indefinite Quantity (IDIQ) Contract with optional year renewals.
C.1.2.2. The specific performance period will be provided in each task order.
C.1.3. Location and Description
The Arapaho/ Roosevelt National Forests administer land from the Wyoming-Colorado state border south to Mount Evans near the Clear Creek-Pike county line. The forests extend from the cities of Fort Collins and Boulder in the east to the Grand-Summit county line in the west. Legal descriptions of the location include sections from R71W to R78W and T12N to T5S.
The Medicine Bow-Routt National Forests administers land from south of the Wyoming-Montana border south to the southern boundary of Routt county Colorado. Legal descriptions include sections from R68W to R90W and T1S to T56N.
The White River National Forest administers land from Summit County west to near Rifle, and south to Aspen and north to Meeker in the state of Colorado. The White River administers land in Eagle, Garfield, Gunnison, Mesa, Moffat, Pitkin, Rio Blanco, Routt, and Summit counties. Legal descriptions include sections from R76W to R96W and T1S toT12S.
C.1.3.1 Access. Refer to Contractor work requirements and standards in Section C.4 for additional information on access to the treatment areas.
C.1.3.2 Contract Acres. In recent years the Forest Service has seen a dramatic increase in mountain pine beetle
(MPB) activity and conifer tree mortality in northern Colorado and southern Wyoming. Entomologists analyzed aerial and ground survey data, with the results confirming that: 1) MPB’s are at epidemic levels in northern Colorado and southern Wyoming; and 2) they are not likely to depart from their current course unless a period of prolonged and severe low temperatures (< 30F) occurs during late fall-winter-early spring months.
This MPB activity can result in dramatic changes on forest stands in a relatively short time. These changes include, but are not limited to, catastrophic events such as MPB infestation, wildfire, and areas of blow down. These changes may necessitate stand silvicultural prescription changes, or District unit/area closures due to potential safety issues, including fire control or abatement, and hazardous conditions created affecting the public, the contractor employees, and the government employees.
If such an event were to occur, the Contracting Officer may delay or interrupt Contractors operations and/or modify this contract. In-kind acres in another unit in the vicinity of the contract area may be substituted for the affected contract acres, equal to or less than the number of acres effected, unless otherwise agreed upon by both parties. An adjustment in contract time may be necessary (see F.1.2.1).
C. 2. DEFINITIONS
Access point. The point identified for access to Treatment Unit areas.
Acceptable (Stocking) Density. The number of trees between the minimum and maximum amount specified in the Silvicultural Summary Prescription.
Allowable Spacing. The allowable distance between two neighboring trees as defined by a target distance and an acceptable percent variance specified in the Silvicultural Summary Prescription.
Calendar Days. Every day shown on the calendar. Saturdays, Sundays and holidays are included.
Chipping. The reduction of woody residue by a portable chipper into chips that are left to decay on the forest floor.
Closed Roads. Roads that have been decommissioned, or are now over grown with vegetation. These roads may be impassable to vehicles due to rocks, vegetation or other debris. May include gated roads.
Contract Time. See Period of Performance.
Contracting Officer’s Representative (COR). The on-site contract administrator for the Contracting Officer. The duties and responsibilities of the COR are defined in the letter of designation issued by the Contracting Officer.
Contractor Representative: Unless otherwise agreed, Contractor shall designate, in writing, a representative who is authorized to receive notices with regard to performance under this contract and take related action. Contractor’s representative shall designate, in writing, a field supervisor, one of whose responsibilities shall be on-the-ground direction and supervision of the Contractor’s operations. The field supervisor shall be readily available to the COR when operations are in progress and shall be authorized to receive notices with regard to performance under this contract and take related action. The responsibilities of the field supervisor shall include the safeguarding of National Forest resources and performance within the terms of the contract. Contractor representatives will furnish Forest Service with names of persons authorized to assume responsibilities in field supervisor’s absence.
Crop Tree. A tree that will be a component of a future commercial harvest or managed into the future. In this contract, it is interpreted as the trees specified in the Silvicultural Summary Prescription that are of preferred species, free of insect or disease infection, or if it is present does not threaten the tree survival or growth, exhibits leader dominance and growth, exhibits little or no damage that affects tree survival or growth, and has crown ratio of greater than 40% (ratio of crown to overall length).
Crown Ratio. The percentage of total tree length supporting live foliage.
Damage. Defect or deformity of a tree resulting from agents such as wind, snow, animals, insects, disease, or equipment, and evidenced by such things as dead or broken tops or trunks, crooks, and deep scars or damage to the bark on more than ¼ of the circumference of the tree.
Desirable leave tree characteristics. Trees that are desirable to be leave trees have the following characteristics:
• Straight stem
• Small branch diameter
• Good coloration
• Well-formed crown
• Branches horizontal or slightly angled to bole
• Free or limited presence of insect or disease damage and/or symptoms; damage or symptom does not affect growth or survival
• Vigorous annual terminal growth (especially in last 1 to 3 years)
• Crown class of dominant or co-dominant
• Crown ratio is 40% or greater
Diameter breast height (dbh). The diameter of the trunk measured at a point 4½ feet above the ground level on the uphill side of the tree.
Dominant tree. A tree whose crown extends above the general level of the main canopy; or in some cases, a tree whose canopy is above the main canopy of the tree’s immediate neighbors, receiving full light from above.
Drainage structures. Manmade physical devices installed during or after road construction that aids in draining excess water from the road surface. This includes, but is not limited to, culverts, ditch blocks, drain dips, drop inlets and water diverters.
Excess trees. Uncut trees that, according to specification, should have been cut. Trees not severed from the stump, hang-up trees, and stumps with live limbs.
Exclusion Area: Group of trees that will not be treated and have not been incorporated into the overall acreage of the unit.
Group: A collection of trees with a crown spacing less than 5 feet. The number and DBH of trees in the group will be defined. Trees may be either the same species or a mix of species.
Hand Thinning. The cutting of specified or allowed trees by hand (chainsaw or brushsaw), not by mechanized vehicles.

No firearms are permitted behind locked gates.
C.4.1.5. Treatment Unit (TU) Boundaries.
The exterior boundaries of the treatment units shall be marked as described in Silvicultural Summary Prescription.
Prior to initiating operations, the Contractor shall complete a reconnaissance of the Treatment Units. The purpose of this field review will be to confirm and agree on all locations within the TU particularly areas that are defined by description.
C.4.2. Tree Thinning. Thinning reduces the density of a forest stand and by purposeful selection of leave trees improves the stand composition and condition as prescribed for each individual unit.
C.4.2.1. Selection of Satisfactory Leave Trees.
Satisfactory leave trees contribute to the acceptable density computation. All Satisfactory leave trees are taller than the minimum cut tree height specified in the prescription.
In selecting the leave trees, the Contractor shall utilize the Silvicultural Summary Prescription (also referred to as the prescription), the characteristics of desirable leave trees (C.2), and the requirements listed below.
The prescription is based on the overall composition and condition of the stand and is intended to be a guideline for achieving the desired final condition. The Contractor shall use his/her silvicultural knowledge to identify and adjust to any conditions within the stand and notify the Contracting Officer of any conditions present that were not addressed in the prescription. The Contractor shall recognize any insect, disease or animal damage problems and report them to the Contracting Officer if the problems are not addressed in the prescription. The Government, at the suggestion of the Contractor, may revise prescriptions with approval by the Contracting Officer. Alternate prescriptions must meet the overall stand objectives to be considered by the Contracting Officer.
The acceptable stocking, preferred species, and unique unit requirements for selecting leave trees are defined in the Silvicultural Summary Prescription.
C.4.2.1.1. Spacing method for leave tree selection.
The Contractor shall select the most desirable leave trees based on the Silvicultural Summary Prescription and desirable leave tree characteristics to achieve an acceptable stocking density. Vary the spacing between trees to select the most desirable tree within the allowable spacing guide identified in the prescription.
C.4.2.2. Other leave trees.
In addition to the leave trees described in C.4.2.1, the Contractor shall leave trees larger than the maximum DBH and other “trees to be ignored” as described in the Silvicultural Summary Prescription. Thinning quality will reflect the failure to leave these trees.
C.4.2.3. Cutting trees not selected as leave trees.
C.4.2.3.1. All trees not designated as leave trees that are taller than the minimum cut tree height shall be cut. Leave trees shall not be damaged in the operation.
C.4.2.3.2. All cut trees shall be completely severed below the lowest live limb except when prevented by natural obstacles, in which case, all live limbs shall be pruned. This will prevent the tree from growing new vegetative material. A live limb is a limb of any size that has green needles attached. Cut trees shall be placed so they do not roll down hill and shall not lean against other trees or vegetation.
C.4.2.3.3. Stump height shall not exceed 6 inches above the ground level or six (6) inches above natural obstacles.
C.4.3. Release This activity cuts competing vegetation from around selected crop trees to allow the crop trees room to grow.
C.4.3.1. The Contractor shall select the crop trees to be released based on the Silvicultural Summary
Prescription.
C.4.3.2. Trees and brush specified in the prescription shall be cleared from around the selected crop trees for the distance specified in the prescription.
C.4.3.3. The crop trees and other vegetation specified to be left shall not be damaged during release work.
C.4.4. Slash Treatment Reduction of slash to acceptable conditions. The type and location of treatment is described in each task order.
C.4.4.1. Slash Treatment. All existing and created slash where slashing is prescribed shall be treated to the following standards unless otherwise specified in the task order:
• The majority of top and side branches will be removed from the central stem.
• Slash will be positioned on or near the ground surface
• No portion of the slash is positioned greater than 18 inches above the ground.
• Slash lengths will not exceed 8 feet in length.
• Cut material will not lean against an uncut tree, stump, log or any obstacle. It will be secure and not able to roll down the hill.
C.4.4.2. Slash treatment shall be concurrent and progressive with the thinning. The Contractor shall not move into a new unit without completion of slash treatment.
C.4.4.3. All trails indicated on the project maps and all open roads within or adjacent to the unit shall be kept free of slash at all times.
C.4.4.4. The following improvements and developments shall be free from slash created by the tasks in this contract:
• The area adjacent to cut and fill slopes, and ditches for a distance of 10 feet measured from the upper cut slope and the lower shoulder of the road. Material shall be less than 6 feet in length to prevent barriers along roads.
• The areas adjacent to major travel ways identified in the Silvicultural Summary Prescription for a distance of 50 feet.
• Culverts for a distance of 10 feet.
• Improvements such as roads, established trails, stock driveways, fence lines, established land corners.
• Stream courses as required in Resource Protection (C.4.7.2.)

Unless otherwise specified in the Silvicultural Summary Prescription (Section J), all existing and created slash where piling is required shall be treated to the following standards:
• Slash to be piled under Section B.1.A includes all existing and created slash that is between 2 and 8 inches in diameter and ≥ 2 feet in length.
• Slash to be piled under Section B.1.B includes all existing and created slash that is between 2 and 12 inches in diameter and ≥ 2 feet in length.
• Piles shall be reasonably compact and free from soil to facilitate full consumption when they are burned.
• Piles shall be constructed by laying limbs, cut boles and other slash in the pile. Slash that causes large air spaces in piles shall be reworked to eliminate air spaces.
• Each pile shall include an area of small sized slash to provide “kindling” for prompt ignition and to aid in combustion of larger slash. The kindling shall be placed in the center of the pile. If there is not enough kindling from Contractor cut trees, then Contractor needs to collect other small woody debris from the pile vicinity to place at the center of the pile.
• Piles shall not be less than 6 feet in height and 6 feet wide. Piles shall not be more than 25 feet long.
• Piles shall be of a size and location which will not impair road use.
• Piles shall be located at least 8 feet from reserve trees and at least 35 feet from any private property boundary.
• All objects which extend more than 2 feet in any direction from the pile profile shall be cut off and returned to the pile.
• Slash may be moved up to 100 feet to the pile to satisfy the contract requirements for minimum pile size.
• Piling distance of slash within overhead power lines and utility poles shall be a minimum of 50 feet away.
Exceptions to the above specifications may be necessary due to the amount of slash, rocky conditions, tree density, slope etc. Any exceptions will need to be approved by the COR.
C.4.4.6. Chipping.
Accomplish chipping throughout the entire unit, excluding areas identified by the task order or with excessive slope as reserved from treatment.
C.4.4.6.1. Chip all existing and created slash designated under Section B.1.A that is between 2 and 8 inches in diameter and ≥ 2 feet in length.

C.4.5.1. Existing Facilities
Throughout the operations, the Contractor shall take care to prevent damage to facilities including but not limited to: roads, erosion dips, barriers and drainage structures, developments and streams, powerlines, fences, gates, campsites, and other identified resources. Improvements damaged by the contractor including his or her employees, shall be replaced or repaired by the contractor at no cost to the Government.
C.4.5.2. Stream Courses
The Contractor shall minimize damage to stream courses. When present within the treatment unit, stream courses shall be free of thinning slash for a distance of 50 feet or as defined in the task order on either side of the stream course. Trees shall be directionally felled away from the stream course.
C.4.5.3. Soil Erosion
The Contractor shall take precautions to prevent gullying of roads and skid trails within and adjacent to the contract area, and protect vegetative cover, soil, and water resources.
C.4.5.4. Road Damage
Vehicles shall not be operated on roads within the contract area if ground or weather conditions during operation cause lateral displacement and deep rutting. Such conditions usually develop where frozen ground is thawing, when snow is melting, and during or immediately following rainstorms.
C.4.5.5 Use of Roads by the Contractor
In addition to wet weather operating restrictions, it is the intent of this contract that the work be performed with the present system of existing roads. An existing road is one with a distinguishable roadbed that permits vehicle travel without major improvements to the road. Upon prior written appoval by the Forest Servce the following may be allowed: 1) Limited improvement of existing roads to allow for safe vehicle access (e.g., filling or smoothing ruts, removing roadside trees or obstacles, and removing obstacles from the roadbed). 2) The Contractor may open closed roads to access a work area. Any closed roads opened by the Contractor shall be returned to the closed condition in which it was found (for example, replacing rocks, stumps or logs/slash previously scattered on the roadbed and restoring drainage or barrier structures removed or altered to permit vehicle travel). 3) Temporary access roads. All temporary roads will be closed in such a manner to prohibit travel by 4-wheel drive vehicles. The Forest Service reserves the right to refuse permission to open closed roads or to clear/construct new roads.
C.4.6. Protection measures needed for Plants, Animals, Cultural Resources, and Cave Resources.
C.4.6.1. Areas known by the Forest Service prior to contract award needing special measures for protection of threatened, endangered, sensitive and species of local concern (TES) are not typically included in the contract. However, nothing contained in this contract shall establish, or be deemed to establish any express or implied warranty on the part of the Forest Service, that the Forest Service has identified all areas within the contract unit boundaries that require special protection.
C.4.6.2. Following contract award, additional areas needing protection under C.4.8.1 may be discovered or identified; protective measures may be revised or newly prescribed; and additional plants and/or animals may be added to federal lists of protected species. In such event, Contracting Officer may delay or interrupt Contractors operations and/or modify this contract. In-kind acres in another unit may be substituted for the affected contract acres a the discretion of the Government.
C.4.6.2.1. Discovery, by either the Contractor or the Forest Service, of additional areas, resources, species or members of species needing special protection shall be promptly reported to the other party.
C.4.7. Noxious Weeds.
The Contractor shall ensure that prior to moving on to the National Forest all off-road equipment is free of soil, seeds, vegetative matter, or other debris that could contain or hold seeds. Contractor shall provide Contracting Officer with certification in writing that off-road equipment is free of noxious weeds prior to each start-up of operations and for subsequent moves of equipment to any Project Area. The certification shall identify the measures taken to ensure that off-road equipment is free of noxious weeds. “Off-road equipment” includes all logging or fuels treatment machinery, except for service vehicles, pickup trucks, cars, and similar vehicles.
Prior to any work on any task order, Contractor shall employ whatever cleaning methods are necessary to ensure that off-road equipment is free of noxious weeds. Equipment shall be considered free of soil, seeds, and other such debris when a visual inspection by the Government does not disclose such material. A time and location for inspection will be agreed to at the pre-work meeting. Disassembly of equipment components or specialized inspection tools are not required.
Unless otherwise directed by the Contracting Officer (CO) or the Contracting Officer’s Representative (COR), the Government shall not require the contractor’s equipment to be cleaned before moving to another treatment unit if the Contractor is moving directly from one contract unit to another.
C.4.8. Plot Tree Data. Not Applicable.
