QUESTIONS DURING PRE-PROPOSAL MEETING:

During the pre-proposal meeting and site visit, several questions were raised. Each question and answer is provided below:

1. Can we use different valve products than what is specified in the contract package?

Answer: During the submittal process, the Forest Service will consider products submitted as equal in quality to products specified. Respondents are responsible for verifying the products proposed are equal to those specified. If you are proposing to use alternative products, please discuss potential cost or technical differences in the Technical Approach section of your proposal.

2. Is attendance at the pre-proposal site visit mandatory for those who wish to submit proposals for this project?

Answer: No.

3. Is the drinking water system currently operational?

Answer: Yes, but it will be shut down as needed prior to the contract work.

4. Is the contractor required to fix the broken cover over the treatment building door vent?

Answer: No. The Forest Service was not aware of the broken cover until the day of the site visit. The Forest Service will be responsible for fixing that.

5. Do you want to the Contractor to tidy-up or consolidate the rest of the plumbing in the treatment building that is not affected by the contract work?

Answer: The work required is limited to that described in the solicitation, including the specification and drawing attachments.

6. The Specifications Section 22 0500 3.6 mentions anchoring equipment to a concrete base according to equipment manufacturer's recommendations. Does that only apply to the new pump or does it also apply to the new pressure and retention tanks as well?

Answer: That only applies to the new pump.

7. What are the material and size of the inlet and outlet pipes of the buried tank to be bypassed?

Answer: Forest Service records indicate the inlet pipe is 2" PVC piping while the outlet pipe is 4" PVC piping. Contractor is responsible for any couplings needed to bypass the tank as shown on the drawings.

8. Are there limitations on clearing and cutting of trees and other vegetation to access the tank site?

Answer: See Specifications Section 01 1000 1.5.C. Trees must be marked and approved prior to clearing and cutting.

9. Are the electrical lines from the treatment building to the tank to be abandoned low or high voltage?

Answer: The Forest Service does not know the voltage of the lines, but the Contractor must verify power is shut off at the treatment building circuit breaker prior to any excavation work.

10. If the Optional Item # 4, Disposal of Abandoned Tank and Associated Above-Ground Valve Pits, is awarded, does the Contractor have to physically remove all the buried and above-ground structures, or can the contractor remove only the tops and fill the rest with dirt?

Answer: Specifications Section 02 4119 allows for removing the top of the structures to at least 12" below grade if the remaining voids are filled and compacted with suitable material. Removed material can be buried in the storage tank to be abandoned. Alternatively, the contractor may choose to completely remove all underground structures and then backfill and compact. Either method is acceptable. Provide information in your technical evaluation on which procedure you plan to use.

11. Are the requirements for the air relief valve specified?

Answer: See Specifications Section 33 1112 2.8 & 3.11.

12. Are the requirements for the pressure relief valve (to be installed in the treatment building between the pressure tank and retention tanks) specified?

Answer: Provide a pressure relief valve that can be set to 70 psi as shown on the drawings to protect the downstream retention tanks which have a maximum design pressure of 75 psi. As stated in Specifications Section 22 0500, all products that will be in contact with the drinking water must be NSF / ANSI 61 certified as applicable.

13. Is a concrete pad around the top of curb stop boxes and other valve boxes required, as mentioned in Specifications Section 33 1112 3.9? What type of valve box is required for the pressure reducing valve?

Answer: Because a concrete pad around the top of the valve boxes is not shown on the drawings, Specifications Section 33 1112 3.9.A.2 does not apply. Valve box for the pressure reducing valve should meet the requirements of Drawing Sub Sheet U4, Sheet 7 of 9 in the Drawings set.

OTHER NOTES MENTIONED DURING PRE-PROPOSAL MEETING:

Proposers should pay special attention to Sections L and M of the solicitation and the date and time responses are due.
