Amendment 000003 – Questions and Answers
Q1.) Under Section L-4 on page 49 of the RFP, the Past Performance instructions state:
"Describe all contracts and subcontracts similar in nature and complexity to that required by this solicitation and especially any contracts entered into with Federal, State and local governments and commercial customers completed by your firm in the last three years on another list."
This statement is not clear, and we request that the government formally rephrase the question in an amendment so that Offerors can understand what the specific requirements are. Currently, it can be interpreted that we are to list and describe any amount of relevant contracts, and “on another list” describe any contracts entered into with Federal, State and local governments and commercial customers completed by your firm in the last three years. However, the use of the word “especially” before “any contracts entered into Federal, State, etc….” makes this appear to be something that is MORE meaningful, and should be included on the same list – not separate.
To answer this question, please clarify:
• Does the government want two separate lists of projects with descriptions? We are leaning towards the interpretation that the RFP is asking for one list of our selected relevant projects (dates not specified), and one list of all Federal, State, local, and commercial projects completed in the last three years. Please confirm or correct.
• Do the relevant past performance projects have a time frame for completion?
• Is there a minimum or maximum to the number of projects that can be submitted?
A1.) Under L-4, page 49, replace the sentence "Describe all contracts and subcontracts similar in nature and complexity to that required by this solicitation and especially any contracts entered into with Federal, State and local governments and commercial customers completed by your firm in the last three years on another list." with the following:
"Describe all contracts and subcontracts similar in nature and complexity to that required by this solicitation completed by your firm in the last three years. Include any contracts entered into with Federal, State and local governments and commercial customers."
