C.1. GENERAL REQUIREMENTS

C.1.1ScopeofWork
TheContractorshallprovideallnecessarymanagement,supervision,personnel,transportation,generaland
specializedtoolsequipment,andsupplies(exceptasspecifiedhereinasGovernmentfurnished)requiredto
accomplishallservicesidentifiedhereinattheRockyMountainResearchStationsideoftheSouthwest
ForestSciencesComplex(BLDG82B)asspecifiedherein.AllworkshallbeperformedattheRMRSFlagstaff
Laboratory,2500S.PineKnollDrive;andattheRMRSGreenhouse/ShopFacilitylocatedat1800S.Lone
TreeRoad.Allworkshallbecompletedbetweenthehoursof5:00p.m.and6:00a.m.localtime.Contractor
shallhaveunobstructedaccesstothebuildingsbetweenthosehours.Trainingandperformanceofthis
contractshallincludeandcomplywithallapplicableOSHA,EPA,local,StateandFederalcodes,mandates,
andstandards.TheContractorshallatalltimesprovideadequatesupervisionofemployeesensuringall
workisaccomplishedinaccordancewiththetermsandconditionsofthecontract,inamannerthatwill
maintainsatisfactoryfacilityconditionsandpresentaclean,neatandprofessionalappearance.Attachment
#1detailsthefrequencyatwhichtheservicesaretobeperformed.
C.1.2Personnel
C.1.2.1.ProjectManager.TheContractor shalldesignate,inwritingtotheContractingOfficer(CO)a
ContractManagerwhichwillberesponsiblefortheperformanceofthework.TheContract
ManagerwillhavefullauthoritytoactfortheContractoronallcontractmattersrelatingtothe
dailyoperationofthiscontract.Thecontractmanagerwillbeavailablebymeansofa
communicationsystemsotheContractormayrespondinpersonorbyphonewithin15minutes
duringnormaldutyhoursorwithinone(1)hourafternormaldutyhours.Thenameofthis
personshallbesubmittedtotheContractingOfficeratpre‐performancemeetingandwithin1
workdayofanychange(s).Thecontractmanagershallhavetwofullyearsofhousekeeping
experiencewithinthelastsixyearsanddemonstrateanactiveknowledgeofaseptic
requirementsandcleaningtechniques.
C.1.2.2.OtherPersonnel.TheContractor shallfurnishsupervisory,administrative,anddirectlabor
personneltoaccomplishallworkrequired.TheContractorshallnothireoff‐dutyCOR'sorany
otherpersonwhoseemploymentwouldresultinaconflictwiththeUSDAStandardsofEthical
Conductlocatedin5CFRPart2635.Personnelemployedtoprovidetheservicesdescribed
hereinshallbecompetentintheperformanceofsuchservices.
C.1.2.3.PersonnelList.InaccordancewithHomelandSecurityPresidentialDirective‐12(HSPD‐12),
OfficeofManagementandBudget(OMB)guidanceM‐05‐24andFederalInformationProcessing
StandardsPublication(FIPSPUB)Number201.TheContractorshall,withinfiveworkdaysafter
thestartofthecontract,furnishtheCOacompletelistofthename,address,socialsecurity
number,anddateofbirthofeachemployeeengagedintheperformanceofthiscontract.The
Governmentmayrequireadditionalinformationtoestablishtheidentityandlegalemployment
statusofeachemployeehavingaccesstoGovernmentbuildingsorfacilities.Intheeventofa
changeinemployees,theContractorshallinformtheCOpromptlyofthechange,normally
withinonecalendardayafternewemployeehireoremployeedismissal.

C.1.2.4.EmployeeIdentification.TheContractor shallissuepictureidentificationbadges,containingthe
Contractor'scompanynameandemployee'snameandpictureattheContractor'sexpense.The
identificationbadgesshallbeworninaconspicuousplaceontheexteriorclothingwhenever
workisbeingperformedunderthiscontract.
C.1.3ContractorQualityControl
C.1.3.1.GeneralRequirement.TheContractor is responsible forqualitycontrolandshallestablishand
maintainaneffectivequalitycontrolsystem.Thequalitycontrolsystemshallconsistofplans,
procedures,andorganizationnecessarytoproduceservicesthatcomplywiththecontract
requirementsandshallnotjustrestatethePWS.Thesystemshallcoveralljanitorialoperations.
TheContractorshallberesponsibleforthequalityofworkonthejobandissubjectto
terminationfornon‐compliancewithqualityrequirementsspecifiedinthecontract.
C.1.3.2.QualityControlSystem.TheContractor shallimplementandmaintainadocumentedquality
controlsystem,includingaQualityControlPlan(QCP),thatidentifiesandresultsincorrectionof
potentialandactualproblemareasthroughouttheentirescopeofthecontract.Anelectronic
copyoftheQCPshallbeprovidedtotheCO/CORatpre‐performancemeeting.TheGovernment
willconsideraninterimplanforthefirst30daysofoperation.TheQCPorinterimplanshallbe
implementedonthefirstdayofcontractperformance.Whentheplanisacceptabletoallparties,
itshallbesignedbytheContractor,CO,andCOR.TheContractor'sQualityControlsystemshall
include,asaminimum,thefollowingtocoverallJanitorialoperations,includingworkby

subcontractors.

C.1.3.2.1.Bestructuredtoassuretheindividual(s)responsibleforQualityControlisindependentfrom
anyotherpartsoftheContractor'sorganization.

C.1.3.2.2. Assure the Quality Control Manager has direct accountability to the Contractor's top management.

C.1.3.2.3.ContainproceduresforwrittenandverbalcommunicationwiththeGovernmentregarding
performanceofthecontract.

C.1.3.2.4. Contain procedures for handling corrective action without dependence upon Government direction.

C.1.3.2.5.Contain,ataminimum,specificsurveillanceproceduresforeachcontractserviceidentifiedin
thePerformanceRequirementsSummary.Thesesurveillanceproceduresshallidentifywhoshall
performthesurveillance,thefrequency,themethod,listingofitemsundersurveillance,and
correctiveactionthatwillbetakentocorrectContractoridentifieddeficiencies.
C.1.3.2.6.Includeacustomerservice/complaintsystem.Ataminimum,thecustomerservice/complaint
systemshallcontainproceduresforthecustomertofileservice/complaintswiththeCOR/CO,
formtobeusedbycustomers,proceduresforinvestigationofcomplaint,andfeedbacktothe
customerandtheGovernmentontheresultsandactions,ifany,takenonthecomplaint.Formto
beprovidedtoandapprovedbytheCO/CORatpre‐performancemeeting.
C.1.3.2.7.MaintainrecordsofallContractor qualitycontrolchecksandcorrectiveaction.TheQuality
ControlPlanwillincludeasign‐inandsign‐outprocessthatdocumentsthearrivalandexittime
ofeachemployeeonadailybasis.ThesefilesshallbemaintainedbytheContractorthroughout
thetermofthiscontractandshallbemadeavailabletotheContractingOfficerordesignated
representativeduringthetermofthiscontract.TheContractorshallretainitsqualitycontrol
filesfornotlessthanoneyearafterthecompletionorterminationofthecontract.

C.1.3.3. Acceptance of Plan. Government acceptance of the QCP is conditional and will be predicated on

satisfactoryperformanceduringtheJanitorialservices.TheGovernmentreservestherightto
requiretheContractortomakechangesinitsQCPandoperationsincludingremovalof
personnel,asnecessary,toobtainthequalityspecified.AfteracceptanceoftheQCP,the
ContractorshallnotifytheCOinwritingofanyproposedchange.Proposedchangesaresubject
toacceptancebytheCO/COR.
C.1.4.Safety
TheContractorshallconductitsoperationsinstrictconformancewithallUnitedStates
DepartmentofAgriculture,UnitedStatesForestService,andallapplicableprovisionsof29CFR
19IOand1926oftheOccupationalSafetyandHealthAct.TheContractorshallimplementa
suitablesafetyprogramforemployeesperformingworkunderthiscontract.Thesafetyprogram
shallbeinwritingandacopyshallbefurnishedtotheCO/CORwithinthirtycalendardaysafter
commencementofworkunderthecontract.Immediatelyafterajob‐connectedinjury,the
Contractorshallprepareareportoftheinjuryusingitsownaccidentreportformorother
documentationandwithinfivedayssendthereporttotheCOwhowillforwardittotheRocky
MountainResearchStationSafetyOfficerandCOR.Anytechnicaladviceandassistance
necessaryforreportingandinvestigatingaccidentsmayberequestedfromtheSafetyOfficer
throughtheCO.
C.1.5.Security
AlloutsidedoorsshallremainlockedwhileContractor performsworkandtheContractor shall
assurethatallinteriorandexteriordoorsinthemainbuildingandoutlyingbuildingsarelocked
priortodeparture.Unnecessarylights/faucetsshallbeturnedoffand,windowsclosedupon
completionofduties.Donotadjustmechanicalequipmentcontrols.Contractorshall
immediatelyreportfiresandhazardousconditionstotheCOR,tuminlostandfoundarticlesto
theCOR,andnotifytheCORwhenanunauthorizedorsuspiciouspersonisseenonthepremises.
ReportanyitemsinneedofrepairtotheCOR.ContractorshallimmediatelynotifytheCORif
anyproblemsareencounteredeitherwiththealarmorifanykeysarelost.Additionally,the
Contractorwillmaintainasign‐inandsign‐outprocessthatdocumentsthearrivalandexittime
ofeachemployeeonadailybasis.ThesefilesshallbemaintainedbytheContractorthroughout
thetermofthiscontractandshallbemadeavailabletotheCOand/orCORduringthetermof
thiscontract.TheContractorshallretainsecurityfilesfornotlessthanoneyearafterthe
completionorterminationofthecontract.
C.1.6.Meetings
TheContractorandCORshallmeetweeklyduringthefirstfour(4)weeksofthebaseyear.
Meetingsshallbeconductedquarterlythereafter.Mutualeffortwillbemadebybothpartiesto
resolveanyproblemsidentifiedduringtheperformanceofthecontractrequirements.Written
minutesofthemeetingswillbepreparedbytheCORwithin10workdaysandsignedorrejected
bytheContractorwithin5workdaysofreceivingthenotes.ShouldtheContractornotconcur
withtheminutes,theContractorshallnotifytheCO,inwriting,ofanyareasofdisagreement
withinfive(5)daysfollowingissuanceoftheminutes.

C.2. GOVERNMENT FURNISHED PROPERTY, FACILITIES AND SERVICES

C.2.1.Facilities
TheGovernmentwillfurnishtheContractor withanareatouseforstorageofequipmentand
supplies.Accesskeycardswillbeissuedfortheentrancetotheoffice.Amasterkeywillbe
issuedforaccesstointernalareas.TheContractorshallreimbursetheGovernmentforrepairs
notattributabletofairwearandtearforthefacilitiesprovided.Theareamustbekeptneat,
cleanandodorfreeandreturnedtotheGovernmentattheexpirationofthecontractin

reasonablythesameconditionasatthetimeofenteringintothecontract.Shelvingwillbe
suppliedforcleaningsupplies.
TheGovernmentwillprovidejanitorialclosets.Theseclosetsarelocatedonthefirstandsecond
floorsofthemainoffice/labbuildingandonthemainfloorofthegreenhouse/shop.The
ContractorshallnotchangethelocksatanytimeandshallnotifytheCOimmediatelyifitemsare
missingfromtheclosetorifitappearsthatsomeoneotherthantheContractorandhis/her
employeesisgainingaccesstothespace.

C.2.1.1. Contractor shall not change the locks or make copies of any Government furnished keys.

C.2.1.2.Withinfive(5)workingdaysaftercontractstartdate,theContractorandCORwillconducta
jointbuildingconditionandinstalledequipmentcondition/repairinventoryinspectionto
includephotographsasneeded.Buildingandinstalledequipmentcondition,damage,andrepair
requirementswillberecordedandtherecordsignedbytheContractorandtheCORatthetime
ofinspection.
C.2.1.3.Withinfifteen(15)workingdayspriortotheendofacontractperiod,theContractor andthe
CORshallconductajointbuildingandconditioninventoryofallbuildingfacilitiesandinstalled
equipmentfurnishedtotheContractor.Alldamage(otherthanfairwearandtear)whichwas
nonexistentatthetimeofcontractstartdatewillbedocumentedandsignedbytheContractor
andtheCOR.Anydamagenotedatthistime,whichresultedthroughotherthanfairwearand
tear,shallbecollectedorrepairedattheContractor'sexpense.
C.2.2.Utilities
TheGovernmentwillfurnishelectricalpower,sewerservice,andwateratnocosttothe
Contractorduringperformanceofthiscontract.TheContractorshallconserveallfurnished
utilities.Hotandcoldwaterasnecessary,limitedtothenormalsupplywillbeprovidedinthe
building.Nospecialheatingorcoolingofthewaterwillbeprovided.TheGovernmentwillnot
furnishtelephoneservice.
C.2.3.TrashDisposal
TheGovernmentwillfurnishpickupanddisposaloftrashgeneratedinorassociatedwiththe
performanceofthiscontract.TheContractorshallberesponsiblefortheplacementoftrashin
thedesignateddumpster.Trashshallnotbeplacedindumpsters/roll‐a‐waysbelongingtoother
buildingsorContractors.IfsuchaneventoccursandresultsinaclaimagainsttheGovernment
fordisposalofthetrash,theContractorwillbechargedfortheamountofthenegotiatedclaim.
C.2.4.KeyandAccessCardControl
KeysandLincPassorSecurityAccessCardswillbeprovidedbytheForestService.No
ContractoremployeeshallenteranyFSbuildingwithoutfirstobtainingacardallowingaccessto
Governmentproperty.Contractemployeesareprohibitedfromsharingtheirelectronic
accesskeyorotherkeyswithothercontractedemployees.Randompointofentrychecks
viavideocamerawilloccur.TheContractorshallbeliableforalllossordamageofsuch
deliveredGovernment‐furnishedpropertyuntilcompletionofandfinalacceptanceofwork
requiredunderthiscontract.TheGovernment,attheContractor'sexpense,shallreplaceany
accesscardsand/orkeyslostbytheContractor'semployees.Intheeventamasterkeyislost,
theGovernment,attheContractor'sexpense,shallreplacekeysonthatmastersystem.Ifa
standard(non‐master)keyislost,thelockforthatkeywillbereplacedbytheGovernmentand
thecostdeductedfromthemonthlypaymentduetheContractor.Lostkeysshallbereportedto
theCORimmediately.IftheCORisnotavailable,thelossshallbereportedtotheCO.Keysand
LincPassorSecurityAccessCardsareaccountableGovernmentpropertyandwillbeturnedinto
theCORbycloseofbusinessonthelastdayofthecontract.Anytemporaryemployeesshalltum

intheirkeysandLincPassorSecurityAccessCardstotheContractorwhowillthengivethemto
theCORonthelastdayoftheirtemporaryduty.

C.3. CONTRACTOR FURNISHED ITEMS

C.3.1.Supplies
TheContractorshallfurnishsoap, recycled paper hand towels, 2‐plytoiletpaper,and other
necessarycleaningsupplies.TheContractorshallprovideallbio‐basednontoxiccleaning
products,vacuums,bio‐basedcarpetcleaner,bio‐basedshampoo,rags,andanyother
cleaningsuppliesandequipmentnecessarytoadequatelymeetthecleaningspecifications.
Noflammableorexplosiveliquidssuchasgasolinewillbestored.TheContractorshall
submitalistofcleaningproductstobeusedtotheCO/CORforapprovalduringthepre‐
performancemeeting.Materialsandequipmentshallbeofsuitablesizeandtypeforthe
workorservicebeingperformed.SeeparagraphC.5.IOforadditionalinformation.
C.3.1.1.TheContractorisresponsibleforensuringallcontainersofcleaningchemicals,hazardous
materials,andsimilarproductsshallbeconspicuouslymarkedwithafactorylabeltoidentify
contents.HazardousmaterialsshallbelabeledwithappropriateDepartmentofTransportation
(DOT)orInterstateCommerceCommission(ICC)hazardlabels(flammable,corrosive,acid,etc.),
asspecifiedontheMaterialSafetyDataSheet(MSDS)/SafetyDataSheet(SDS).
C.3.1.2.TheGovernmentreservestherighttorequiresamples ofsuppliestobeusedbytheContractor
todeterminesuitabilityandstandardscompliance.TheContractor,attheContractor’sexpense,
shallreplaceitemsfailingtomeetrequiredstandards.
C.3.1.3.Contractorshalluseproductsmadewithrecycledmaterialstothegreatestextentpossible.
Preferenceshallbegiventoconcentratedcleaningchemicalswhichuseecologicallysound
packagingandarephosphate‐free,non‐corrosive,non‐flammableandfullybiodegradable.
C.3.1.4.Theuseofcaustics(acid‐basedcleansers)maynotbeapprovedandmustbepreapprovedbythe
COR.Materialsorsuppliesshallnotbeusedinperformanceunderthiscontract–orplacedor
storedonGovernmentproperty–untiltheapplicableMSDS/SDSforallchemicalsand
hazardousmaterials(productscontaining“caution”and/or“warning”labels),havebeen
furnishedtotheCORandapprovalhasbeenreceivedfromtheCOR.
C.3.2.MaterialSafetyDataSheets/SafetyDataSheets
TheContractorshallsubmitMSDS/SDSsheetsobtainedfromthemanufacturerordealer
concerningallhazardousmaterials(i.e.,chemicalsandcleaningsolutions)tobeusedunderthis
contractthroughtheCORtotheRockyMountainResearchStationSafetyOfficeatthepre‐
performancemeeting.Reference:29CFR1910‐1200.MSDS/SDSwillbesubmittedand
productsapprovedpriortotheuseofanyproducts.SafetyDataSheetswillbetherequired
formatbeginningJune1,2016.Reference:HazardCommunicationStandardFinalRule

C.3.3.Contractor’sEquipment.
TheGovernmentwillnotprovideequipmentforthiscontract.TheGovernmentmayinspectthe
Contractor’sequipmentatanytime.Ifapieceofequipmentneedsrepairorisdetermined
unsafebytheCOR,theContractorshallimmediatelystopusingtheequipment.Defective
equipmentshallberepairedorreplacedwithin72hoursofidentification.Contractor’s
equipmentshallbesubjecttoapprovalbytheCOR/CO.TheContractorshallserviceorreplace,
atnocosttotheGovernment,anyequipmentfoundtobedefective,unsafeorunsuitable.

C.3.3.1. For protection of walls and doors, all wheeled and movable equipment shall be equipped with

protectivenon‐markingwheelsandrubberbumpersorguardsaroundtheentireperimeter.No
partoftheequipment(exceptfixedhandles)shallprotrudebeyondtherubberbumpers.
C.3.4.TrashReceptacleLiners.
TheContractorshallprovide,ataminimum,1mmthicklinersintrashreceptacles.

C.4. SPECIFIC TASKS

C.4.1.General
TheContractorshallprovideallmanagementandlabornecessarytoensurethatcustodial
servicesareperformedattheRMRSFlagstaffLaboratoryandGreenhouse/ShopFacility.The
Contractorshallensurethattoolsandequipmentnecessarytocleantherestroomsandshower
facilitiesareclearlyidentifiedandutilizedonlyforcleaningthoseareas(i.e.mopusedtoclean
bathroomfloorshallnotbeusedtocleankitchenfloor).TheGovernmentwillensurethat
adequatetoolsandequipmentareavailabletopreventcrosscontamination.TheContractor
shallperformtherequiredcustodialservicesofthiscontractbetweenthehoursofMonday‐
Friday5:00p.m.to6:00a.m.andbetweenSaturdaymorningat6:00a.m.andSundaynightat
midnightinaccordancewiththetermsofthisPerformanceWorkStatement(PWS).Thetasks
andfrequenciesoftheworkarelistedintheTaskandFrequencylist.
C.4.1.1.AreasUnderRepair/Remodeling.TheContractor isnotrequiredtoperformcustodialdutiesin
anareathatisunderrepairorbeingremodeled.Theseareaswillbeclearlymarkedbythe
Governmentasnotrequiringservices.
C.4.1.2.AreasMarkedwith“NoCustodialServicesRequired”.TheContractorisnotrequiredtoperform
custodialdutiesinanylaborotherareamarked“NoCustodialServicesRequired”.
C.4.1.3.FrequencyofCustodialServices.Allregularservicesshalloccurinaccordancewiththecleaning
scheduleproposedbytheContractorforalljanitorialservices.Ataminimum,thetasksoutlined
inthedailyTaskandFrequencyChart(attached)shallbeperformeddaily,inamannerthat
ensurestrashisnotleftovertheweekend.Thesedaysshallremainunchangedthroughthelife
ofthecontractexceptastheGovernmentandContractorshallotherwiseagree.TheContractor
isnotrequiredtoperformcustodialservicesonFederalholidays.AlistofFederalholidaysis
providedundertheContractAdministrationDatasegmentofthiscontract.IftheContractor
choosesnottoperformthescheduledserviceontheFederalholiday,thescheduledservicemust
beperformedonthenextcalendarday.
C.4.1.4.Management.TheContractor willprovidetheserviceofworkscheduling.TheTaskand
FrequencyChartwillbethebasisforschedulingcleaningtasksinthespecifiedbuildingsand
areas.TheContractorshallprovideadequatesupervisionoftheiremployeestoensurecomplete
andsatisfactoryperformanceofallworkinaccordancewiththetermsandconditionsofthe
contract.AdequatesupervisionincludestheContractorrequiringemployeestophysicallysign
inandouteachworkday.
C.4.1.5.CleaningSchedules.TheContractor shallsubmitawritten,annualscheduleforservices
describedinthisPWSforacceptanceatthepre‐performancemeeting,identifyingfacilitiesby
title,cleaningdutiesbydateandapproximatetimecleaningwilloccur.TheContractorshallbe
allowedthirty(30)daystoadjustworkschedulesbasedoninspections.Ifnecessary,asecond
workscheduleshallbesubmittedtotheCO/CORforacceptancewithinten(10)daysafterthe
firstcontractmonthperiod.TheContractorshallnotdeviatefromtheacceptedschedule
withoutpriorwrittenapprovalfromtheCO/COR.Anypermanentchangesmustbesubmitted
ten(10)daysbeforeimplementationandreceiveCO/CORwrittenacceptancebeforethe
Governmentwillallowtheproposedchanges.

C.4.2.CleaningTasks
AllcleaningtasksshallbeaccomplishedasstatedbelowandcoincidewiththeTaskand

Frequency Chart (attached).

C.4.2.1.Sweep/DustMopFloors.Allaccessible resilientandhard floorareasshallbesweptordust
mopped.Afterthefloorhasbeensweptordustmopped,theentirefloorsurface,including
cornersandabutmentsshallbefreeoflitter,dust,anddebris.Chairs,trashreceptacles,and
easilymovableitemsshallbemovedtomaintainfloorsunderneaththeseitems.Allmoveditems
shallbereturnedtotheirproperpositionwhenalloperationshavebeencompleted.

C.4.2.1.2.FloorsandThresholdsMaintenance.Allfloorsaccessibletofloormachines,unlessotherwise
showninTaskandFrequencyChartashavingcarpet,shallreceivefloormaintenance.After
receivingfloormaintenance,theentirefloorshallhaveauniform,glossyappearance,andbefree
ofscuffmarks,heelmarks,andotherstainsanddiscolorations.Allfloormaintenancesolutions
shallberemovedfrombaseboards,furniture,trashreceptacles,comers,wallabutments,doors,
andareasbehindradiatorsandpipes,etc.Chairs,trashreceptacles,andeasilyremovableitems
shallbemovedtomaintainfloorsunderneaththeseitems.Allmoveditemsshallbereturnedto
theirproperpositionwhenalloperationshavebeencompleted.Floormaintenanceincludes
sweeping,dustmopping,dampmopping,wetmopping,stripping,buffingandpolishingas
requiredtoachievetheabovestatedresults.
C.4.2.1.3.WoodenFloors.Woodenfloorsshallbesweptanddustmoppedandfreeofdebris,litterand
marks.Onlycleaningsuppliesforspecificusewithwoodenfloorsaretobeused.Damp
moppingwilloccurasdirectedbyinstructionsfoundoncleaningsolutionsand/ornotmore

cleaning/extractionshallbespacedinequalproportionapartfromthelastandthenext.Carpet
cleaning/extractionshallbedonetopresentacleanwalkingsurfacewithnostains,streaks,dirt,
skids,normarksofanykind.Aftercleaning,anywastebasketsthathavebeenplacedonadesk
ortablemustberemovedandtheareawherethewastebasketwassittingshallbesanitized.At
pre‐performancemeeting,Contractorshallprovideacarpetextraction/cleaningscheduletothe
CO/CORforthebaseyearandontheanniversarydateforeachoptionyear.Foranydeviations
fromtheestablishedschedule,theContractormustschedule,inadvance,changeswiththeCOR
orCO.Allcarpetcleaning/extractionshallbecompletewithin48hoursofbeginningandbe
accomplishedontheweekends.

dirtpriortore‐waxing.Afterapplicationofwax,areasshallbebuffed(ifrequired)
sufficientlyformaximumglossanduniformsheenfromwalltowall,includingcorners.The
re‐waxedfloorshallpresentacleanappearancefreefromscuffmarksanddirtsmears.

Wastereceptaclesshallbefreeofresidue.Linersshallbechangeddailyifthereisfoodor

C.4.2.3.LunchRoomArea.Thefloorinthebreak/lunchroomwillbeswept,dampmoppedand

cleanliness.Limitedexteriorareasarecoveredunderthiscontract.Theexteriorareaincludes

C.4.2.5.BuildingEntrance/ExitAreas.Cleanallbuildingentrances,toincludefloors,matsandglass

marks,streaks,spills,etc.,fromwashablesurfacesofallwalls,partitions,vents,grillwork,doors,
doorguards,doorhandles,pushbars,kickplates,andfixtures.Germicidaldetergentshallbe
usedinrestrooms,lockerrooms,breakareas,anddrinkingfountains.Afterspotcleaning,the
surfaceshallhaveaclean,uniformappearance,freeofstreaks,spots,andotherevidenceof
removedsoil.
C.4.2.20.Supplies.Allsupplydispensers(i.e.toweldispensers,soapdispensers,toiletpaperdispensers,
toiletseatcovers,garbagebags,sanitaryproductdispensers,etc.)shallbefullystockedand
maintainedtomeettheneedsofthebuildings'normaloccupancy.Allsupplydispensersshallbe
cleananddry.Inaddition,alldispensersshallbefreeofspots,dirt,streaks,rust,mildew,and
excessmoisture.Vanityshelvesshallbecleananddry.

C.5. INSPECTIONS

In accordance with the Performance Requirements Summary, random inspections shall be

C.5.1.Defects.Whenthenumberof defects in the Contractor's performancediscovered by the COR
exceedstheacceptablelevel,theContractingOfficerwillissueanon‐compliancereport .The
non‐compliancereportrequirestheContractortoexplaininwritingwhyperformancewas
unacceptable,howperformancewillbereturnedtoacceptablelevels,andhowrecurrenceof
theproblemwillbepreventedinthefuture.
C.5.1.1.Uponreceiptofanon‐compliance report, the Contractor shall immediatelyinspect the area in
question.UnderFAR52.212‐4theContractorwillnotbepaidforservicesnotrenderedin
accordancewiththestandardssetforthinthiscontract(i.e.,unsatisfactoryperformance)
unlesssatisfactoryre‐performanceisaccomplished.
C.5.1.2.AtthesoleelectionoftheGovernment and upon notification to the Contractorby the
ContractingOfficer,theContractormayberequiredtore‐performorperformlateanyorall
defectiveworkdisclosedbytheGovernmentinspectionincludingdefectiveandincomplete
workperformanceexceptwheretimelinessisanelement.Thisre‐performanceshallbeatno
additionalcosttotheGovernment.WheretheGovernmentsoelects,theContractorshallbe
notifiedpromptlyafterinspectionthatspecifieddefectiveserviceswillbere‐
performed/performedlateandcompletedwithinareasonabletimespecifiedbythe
Government.Insuchcases,theGovernmentshallre‐inspectworkdesignatedforre‐
performance,andtheContractormaybeheldliableforanydamagessustainedbythe
Governmentincluding,forexample,thecostsassociatedwithre‐inspection.

C.6.1.Definitions

C.6.1.1. Common Areas. This term includes all areas that are shared by tenants of the building and are

C.6.2.GovernmentResponsibilities
TheGovernmentwillnotberesponsiblefordamageoccasionedbyfire,theft,accident,or
otherwisetotheContractor'ssupplies,materials,orequipmentinstorage,ortheContractor's
andtheiremployee'spersonalbelongingsbroughtintothebuilding.
C.6.3.ContractorResponsibilities
TheContractorisresponsibleforloss,theft,damage,ordestructionofanyGovernmentor
personalitemsbelongingorassignedtotheoccupantoruserinanyofficeorotherroomsofthe
facilitywhensuchactscanbeproven,beyondareasonabledoubt,tobethefaultofthe

Contractororoneoftheiremployees.Nooneundertheageof16shallbepermittedinthe
buildingoronthepremisesduringtheperiodof5:00p.m.to11:00p.m.TheContractorshall

codetothemainbuildingalarmsystem.TheContractorshallberesponsibleforensuringtheir
employeesdonotdisturbpapersondesks,opendeskdrawersorcabinets,oruseGovernment
telephonesorequipment.Contractormustestablishandimplementmethodsofensuringthatall
keysandaccesscardsissuedbytheGovernmentarenotlost,misplaced,orusedby
unauthorizedpersons.
C.6.4.EnergyConservation
Contractorshalltumonlightsinroomsonlyduringthetimeneededtoperformtherequired
workandensurethatalllightsareturnedoffineachroomasworkinthatroomiscompleted,
exceptthoserequiredtoremainon.
C.6.5.Federal,StateandLocalCodesandLaws.
AllchemicalsusedwillbethosecommerciallyavailablewhichmeetFederal,State,andlocal
codesandwhichhavebeenapprovedbytheCOR/CO.InformationcanbeobtainedfromFederal,
State,andlocalagenciesconcerningsafechemicalcleaningmaterials.TheContractorshalluse
productsmadewithrecycledmaterialstothegreatestextentpossible.Preferenceshouldbe
giventoconcentratedcleaningchemicalswhichuseecologicallysoundpackagingandare
phosphate‐free,non‐corrosive,non‐flammable,andfullybiodegradable.Theuseofcaustics
(acid‐basedcleansers)maynotbeapproved.Materialsorsuppliesshallnotbeusedin
performanceunderthiscontract(orplacedorstoredonGovernmentproperty)untilthe
applicableMaterialSafetyDataSheetshavebeenfurnishedtotheCOR/CO.Noitemcontaininga
CAUTIONorWARNINGlabelwillbeaddedtotheContractor'sproductslistuntiltheCOR/COhas
givenverbalapprovalforitsaddition.TheContractorshallnotuseanymaterialwhichthe
COR/COdetermineswouldbeunsuitableforthepurposeorharmfultothesurfacestowhich
applied.Costsforcorrectingdamagecausedbymisusedmaterialswillbebornebythe
Contractor.TheCOR/COreservestherightforfinalapprovalonallmaterialsandsupplies
utilizedbytheContractor.
C.6.6.OccupationalSafetyandHealthAct(OSHA)
Fullcompliancewithenvironmentalandhazardouswastemanagementlaws,rules,and

Bio‐basedproductsthataredesignatedforpreferredprocurementunderUSDA'sBio‐Preferred
programmustmeettherequiredminimumbio‐basedcontentasstatedintheUSDAFinalRule
availableatwww.biopreferred.gov.TheContractorshouldprovidedatafortheirbio‐based
productssuchasbio‐basedcontent.Inadditiontothebio‐basedproductsdesignatedbytheU.S.
DepartmentofAgricultureintheBio‐PreferredProgram,theContractorisencouragedtouse
otherbio‐basedproducts.TheContractorshallsubmitwiththeinitialproposalacompletelistof
bio‐basedproducts,indicatingthenameofthemanufacturer,costofeachmaterial,andthe
intendeduseofeachofthematerialsthataretobeusedincarryingouttherequirementsofthe
contract.Additionally,thewinningContractoroneachanniversarydateofthecontractshall
compileacompletelistofbio‐basedproducts,includingtheinformationabove,purchasedto
carryoutthecontractrequirements.TheContractorshalllistvolumetobeusedandtotalcost
foreachindividualproduct.Thisinformationwillbeusedforreportingpurposes.

C.7. CONTRACT AUTHORITY

Exceptasspecifiedherein,noorder,statement,orconductofGovernmentpersonnelwhovisit
theContractor'sfacilitiesorinanyothermannercommunicatewithContractorpersonnel
duringtheperformanceofthiscontractshallconstituteachangeunderthe"Changes"clauseof
thiscontract.TheContractorshallnotcomplywithanyorder,directionorrequestof
