We convened at 1040 and toured the building looking at the crawl space, furnaces, electrical panels, accessible eave spaces, and full attic.
The following questions were asked:
Q: Does the Forest Service open the vents in the crawl space ducting?
A: Not usually.
Q: Where does the water main come into building?
A: Shown.
Q: Is the crawl space getting insulated?
A: Under a current contract a 2 inches of polyurethane spray foam insulation will be added over the existing bead board, concrete footings and over new 10 mil vapor barrier. The Existing R-19 Foil Faced Batts in the rim Joists will be removed and 2“ polyurethane foam insulation will be sprayed in floor joist cavities, and them the R-19 Foil Faced Batts will be reinstalled over spray foam in the rim joists.
Q: Is the ducting included in that insulation?
A: No.
Q: Does the building have emergency fire sprinklers?
A: No
INFO: The main electrical panel and one furnace is located in the same area as the Crawl Space entrance.
Q: Is this the only entrance to the crawl space?
A: Yes.
Q: The stair well has auxiliary electric heat will we need to replace this?
A: No, these spaces will remain heated by the wall mounted electric heaters.
Q: Where is the down stairs mechanical room in relation to the hallway up stairs?
A: Near or in between the Men’s and Women’s Restrooms upstairs.
Q: Are you going to complete the insulation in the Attic?
A: Yes there will be 4 inch polyurethane foam insulation sprayed in the gable end walls, and four inches of rigid on the roof sides and ceiling. Also an additional 2” of rigid will go on the floor in the main bay area.
Q: How many thermostats are there?
A: Currently there is one for each furnace and there are five furnaces.
Q: Did we ask DEQ about drilling?
A: Yes they were OK with an injection well, and didn’t want water to back into the creek.
Q: Who will apply for the well drilling and water permits?
A: The Government will apply for the water rights on new water collection; the Contractor will apply for drilling permit.
Q: What about the permits for the Electric and Plumbing?
A: Contractor would be responsible for all construction permits.
Q: What is the stratigraphy of the ground?
A: Check well logs on Idaho DEQ website. There are three wells in the area.
FYI Uhlenkott Drilled the well at Powell Campground (CG).
Q: What do you want on the Independent Commissioning?
A: A third party commissioning of the system.
Q: Can the equipment supplier do the commissioning?
A: Would prefer another contractor, supplier, or someone who does not directly benefit from the installation of the system.
Q: Can you provide water quality tests for the spring?
A: PH was 7.7-7.8 in 2000 and 7.4 in 1987, we have not had trouble with BacT Tests at the Spring, and have had some trouble with the Well. In 1987 the TDS on the Spring was 141.0, Ca 42.0, Alkalinity 126.0.
Q: Is there a schematic of all utilities coming into the building?
A: There was a water and waste-water schematic provided.
Q: What is the water pressure from the spring?
A: Not sure there is a 350 foot drop from the spring to the reservoir and a 110 foot drop from the reservoir to the ranger station; we’ve never had problems with the water pressure.
Q: What is the temperature of the water from the spring and well?
A: Temperature from Powell CG well was 38 degrees F. Temperature of the water from the spring is 1996 was 46 degrees in 1998 was 43 degrees, 46 degrees in 1987.
Q: Where would the injection or vertical wells be located?
A: South side of ranger station office.
Q: What is the yield on the well at Powell CG and the spring?
A: Yield on Powell CG well was 60 gal/min, static at 38’ depth was 160 feet. The yield on the spring at the Spring Box is 200 gal/min, with 30 connections, over flowi s about 35-45 gal/min.
Q: Can the bid date be extended?
A: Unlikely, but will ask CO. The answer is no from the contracting officer.
